This year, congressional leaders have requested a resolution in support of the jointly identified federal priorities from the participating cities. FINANCIAL IMPACT: No financial impact. RECOMMENDATION: Staff recommends that the City Council approve the resolution supporting the Tri-Valley Cities priorities for Federal Fiscal Year 2012. ': Z DESCRIPTION: The Tri-Valley Cities, including Danville, Dublin, Livermore, Pleasanton, and San Ramon, undertake an annual process to develop a federal legislative agenda for consideration by members of the congressional delegation in January of each year. Once the agenda has been finalized, the Tri-Valley Mayors travel to Washington D.C. to meet with members of the delegation to discuss legislative priorities for the. region; these meetings take place prior to the U.S. Conference of Mayors. This year, congressional leaders have requested a resolution in support of the jointly identified federal priorities from the participating cities. This year's identified priorities include: Interstate 580 improvements; Interstate~ 680 improvements; State Route 84 widening and improvements, and the East Bay Regional Communications System completion. The regional approach to developing a legislative agenda is considered very effective as collective support from local, county, state, and regional officials on a project creates greater chances of success in this competitive environment. Once the Tri- Valley Mayors cornplete their visits with members of the congressional delegation additional advocacy efforts will continue to be coordinated through a contracted lobbying firm and Staff from the Tri-Valley Cities to ensure the identified priorities remain highly visible with federal lawmakers. XX - 11 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN *****~*****~: SUPPORT FOR REGIONAL FUNDING PRIORITIES AT THE NATIONAL LEVEL FOR THE FEDERAL FISCAL YEAR 2012 WHEREAS, the Cities of Danville, Dublin, Livermore, Pleasanton and San Ramon are collectively known as the "Tri-Valley Cities" and work in concert to create an annual regional agenda for consideration by our elected representatives in Washington, D.C.; and WHEREAS, the Tri-Valley Cities have selected four regional priorities for the federal Fiscal Year 2012 that are of regional significance, have broad-based support, and are "shovel ready;" and will officially request federal funding for these projects from their elected representatives in January 2011; and WHEREAS, the Interstate 580 (I-580) is a major east-west interregional freeway and transportation corridor serving the commuters, provides for #he movement of goods and freight throughout the region and currently ranks as the second worst congested corridor in the 9- county Bay Area, and is classified as a"Lifeline Route;" facilitating movement between staging locations and impacted areas following a major earthquake; and WHEREAS, the Tri-Valley Cities have. proactively pursued regional with regional multi-modal opportunities to enhance mobility in the I-580 Corridor, and have worked collaboratively with_ regional transportation agencies-the Metropolitan Transportation Commission (MTC), Alameda County Transportation Commission (ACTC), and the Tri-Valley Transportation Council (MC)-to identify and prioritize needed I-580 Corridor mobility improvements through regional studies; and WHEREAS, the Interstate 680 (I-680) is a corridor of similar interregional significance, serving major job centers in the Tri-Valley such as Bishop Ranch and Hacienda Business Parks, and serves as an important travel link to destinations north and south of the San Ramon Valley; and WHEREAS, the 2003 "I-680 Options Analysis" prepared by DKS Associates indicates that in 2020, nearly 54 percent of the area residents are projected to utilize I-680 to travel to work destinations outside of the valley; and the 2020 population would grow by 50 percent and employment by 75 percent; and ~ WHEREAS, State Route 84 (SR 84) serves as one of only two east-west links for Tri-Valley regional commutes, is recognized as a"Route of Regional Significance" and serves as a primary alternative route to the I-680/I-580 freeway corridor and currently experiences heavy year-round traffic use from both regional and interregional traffic between I-580 and I-680; and WHEREAS, the SR 84 Widening from I-680 to Pigeon Pass and the I-680/SR 84 interchange improvements are critical for improving traffic flow from SR 84 westbound. onto I-680 southbound, and would help eliminate the queues that back up onto I-680 northbound from State Route 84 during the afternoon peak hour; and ~{.~ ~~~ -II ATTACHMENT 1 1 I WHEREAS; the East Bay Regional Communications System Authority (EBRCSA) is an independent governmental agency representing 36 member agencies including both Alameda and Contra Costa Counties, 30 cities and four special districts, and the 36 member agencies have now entered into a formal operating agreement with the EBRCSA; and WHEREAS, the completed system will provide for the highest level of interoperability to serve the 2.5 million residents of both counties, including a digital master site controller that has been purchased and installed; 32 repeater sites and a microwave nefinrork connecting the sites, which has been purchased and is in the process of being installed. AND NOW THEREFORE, be it resolved that the City Council of the City of Dublin does resolve and affirm the following: Section 1: The City supports the I-580 project that will reduce congestion and improve safety in the corridor, including high occupancy vehicle (HOV) lanes, interchange improvements, and right of way acquisition, including preservation for future transit corrido.rs. Section 2: The City supports the I-680 project that is designed to mitigate operational problems caused by merging and diverging vehicles between finro interchanges Section 3: The City supports the SR 84 project that will widen SR 84 to four lanes between Pigeon Pass and the I-680 interchange. Section 4: The City supports the EBRCS project to provide for the highest level of interoperability to serve the 2.5 million residents of both counties, beginning in 2011 and completed in 2012.
