SUBJECT: Oral Communication: Presentation of Government Finance
Officers "Certificate of ~Achievement for Excellence in
Financial Reporting" awarded to the City of Dublin.

FINANCIAL STATEMENT: None.
DESCRIPTION: The Government Finance Officers Association (GFOA) is
an international organization founded in 1906 and is dedicated to the
advancement of professionalism. in the area of government finance. There
are approximately 11,000 members representing all levels of government.
The Certificate o£ Achievement Award program was started in 1945 and is the
highest form of recognition awarded in the field of government financial
reporting. The attainment of a Certificate of Achievement represents a
significant accomplishment for the City, its management, and the Finance
Department.
The intent of the program is to encourage all governments to prepare and
publish an easily read and understood comprehensive annual financial report
that both covers all the funds and financial transactions of the government
during the fiscal year, and one that is organized into a format that
enhances full disclosure.
To receive an award, the City must comply with extremely rigorous
requirements covering the specific areas of: presentation format,
minimization of ambiguities, inclusion of all funds, and timeliness of
report release.
Each report is judged by an impartial panel of GFOA officers, independent
Certified Public Accountants, and educators from across the nation. Only
those financial reports that meet high standards that go beyond the
requirements of generally an effort to clearly communicate the financial
condition of the City, receive the award.
The purpose of the award is to signify that the City of Dublin has achieved
an effective level of communication of financial matters between the City
government, its citizens, and the media by publishing the award winning
financial report. ,

Dear Mayor Snyder:
We are pleased to notify you that your comprehensive annual finan-
cial report for the fiscal year ended June 30, 1990 qualifies
for a Certificate of Achievement for Excellence in Financial
Reporting. The Certificate of Achievement is the highest form of
recognition in governmental accounting and financial reporting,
and its attainment represents a significant accomplishment by a
government and its management.
When a Certificate of Achievement is awarded to a government, an
Award of Financial Reporting Achievement is also presented to the
individual designated by the government as primarily responsible
for its having earned the certificate. Enclosed is an Award of
Financial.Reporting Achievement for: Phillip S. Molina, CPA,
Finance Director/Treasurer.
The Certificate of Achievement plaque will be shipped under sepa-
rate cover in about eight weeks. We hope that you will arrange for
a formal presentation of the Certificate and Award of Financial
Reporting Achievement, and that appropriate publicity will be
given to this notable achievement. To assist with this, a sample
news release and the 1990 Certificate Program results are enclosed.
We hope that your example will encourage other government offi-
cials in their efforts to achieve and maintain an appropriate
standard of excellence in financial reporting.
