RECOMMENDATION:
1) Open public hearing and receive Staff presentation
and comments from the public.
2) Close hearing, approve resolution and introduce an
ordinance for recommended improvements within the
public right-of-way: no parking zones,
handicapped parking zone, and passenger loading
zone.
3) Direct Staff to transmit recommendations for on-
site improvements to the School District.
FINANCIAL STATEMENT:
Estimated cost of those recommended improvements
that are within the public right-of-way is $500.
Sufficient funds are budgeted in the Street
Maintenance Operating Budget to cover this cost.
The estimated annual cost of a crossing guard,
assuming 4 hours per day is $8,000.
DESCRIPTION: At the October 29, 1990, meeting, the City Council
received a petition from Elizabeth Adolph and Chris Campbell representing the
parents of children at Nielsen School. The letter expressed concern over
traffic congestion on Amarillo Road during the time that parents are dropping
off and picking up children from Nielsen School and requested that the City
Council consider providing adult crossing guards at two locations.
The City has made several changes along Amarillo Road at the request of the
school district. The first change was to provide a bus loading zone in 1985.
In the spring of 1987, TJKM conducted a stop sign study at the Amarillo/Alegre
intersection in response to a petition; however, stop signs were not warranted
and were not approved by the City Council. At that time, Staff offered to
meet with the School District to discuss improvements that could be made
within the school driveway and parking area.
This offer was accepted in late 1987, when the City's Traffic Safety Committee
conducted a review of traffic congestion on Amarillo Road and within the
parking lot. At this time, T3KM recommended several improvements, both inside
the parking lot and within the public right-of-way. The improvements
recommended in 1987 are shown on Exhibit 2. The no parking zone (buses only)
and passenger loading zone in the public right-of-way were officially adopted
in February of 1988 and installed by the City.

In March of 1988, the City received a request to install a No-U-Turn sign on
Amarillo Road at Alegre Drive. The City Council approved the request, and the
City installed the sign. In September of 1988, the school requested that the
no parking zone reserved for buses be removed and that unrestricted parking be
allowed. This was also approved by the City Council.
TJKM has conducted a new analysis of the traffic problems on Amarillo Road,
which is detailed in Exhibit 1 and which is summarized as follows:
Background
A very high proportion of children are driven to school and picked up
each day, as parents are concerned for the children's safety. The
parking lot at Nielsen School is not adequate to serve faculty, other
staff, and parents picking up children. Consequently, much of the
activity that might otherwise occur in the parking lot must take place
on Amarillo Road and Alegre Drive. Class times are somewhat "staggered"
so that not all the children arrive and depart at exactly the same time.
TJKM conducted pedestrian and vehicle counts during peak periods on
November 8th and made field observations on November 5th and 13th. A
meeting was held with Diane Griffiths, Principal, and representatives of
the Parent Faculty Club on November 19th.
Unofficial adult crossing guards, which are parent volunteers, are
typically present at the Amarillo/Alegre and Amarillo/Ladera crosswalks
from 8:15 to 8:45 a.m. and 1:30 to 3:15 p.m. Monday through Friday. The
schedule varies depending on the availability of parent volunteers.
Observations and Concerns
Pedestrians crossing Amarillo Road in the crosswalk at Alegre
Drive are delayed due to the number and frequency of north- and
southbound vehicles on Amarillo Road. Unofficial adult crossing
guards currently stop vehicles to allow pedestrians to cross the
street. The volunteer crossing guards appear to be performing
effectively. The congestion due to parents' vehicles lasts for
about 15 minutes during the peak drop off and pick up times in the
morning and afternoon; otherwise, traffic on Amarillo Road is
light.

Vehicles stopped in the school driveway in the morning stack back
through a designated red curb area and onto Amarillo Road, causing
delays to both north- and southbound traffic. The parking lot is
closed off with orange cones during the peak afternoon pick-up
time.
Vehicles waiting to pick up children park along the Alegre Drive
curb radii at Amarillo Road, block access to a fire hydrant, and
delay and block pedestrians crossing Alegre Drive and at the
Amarillo Road crosswalk.
Sight distance is limited between northbound Amarillo Road
vehicles and vehicles exiting the school driveway due to vehicles
that are parallel parked on the east side of Amarillo Road just
south of the exit.

Blue curbing with an accompanying non-standard curb sign
designating a single-vehicle handicapped parking zone has recently
been installed by someone from the School District immediately
south of the school driveway entrance. A vehicle parked at this
location reduces visibility between pedestrians crossing Amarillo
Road and northbound vehicles. Also, the handicapped parking zone
was installed without the required City Council approval.
Vehicles park illegally in the passenger loading zones on the east
side of Amarillo Road by not adhering to the California Vehicle
Code requirement that the driver stay in the car.
The school indicated that there is a deficiency of 8 to 10 parking
spaces for use by staff.

There is no active school bus service to the school other than a
special bus for handicapped students.
Analysis
A crossing guard is typically warranted if the Recommended Crossing
Guard Warrants (Attachment 1 of TJKM's report) are met. These warrants
are guidelines which consider the volume of pedestrian and vehicle
traffic. The warrants do not directly address other conditions such as
visibility, child security and safety, effectiveness and location of
existing traffic control, the volume and type of traffic, and
alternative methods of increasing the levels of pedestrian and vehicle
traffic control. Because of the relatively high cost of providing adult
crossing guards, the warrants are set to cover only the very highest
needs as far as pedestrian-vehicle volume conflict.
On the day that traffic counts were taken, the total vehicular volume
(79 in the morning and 54 in the afternoon) on Amarillo Road at Alegre
was significantly less than the minimum warrant of 350 vehicles per
hour. The total number of pedestrians was slightly less than the
warrant of 40 in the morning, but was almost double that amount in the
afternoon. To warrant a crossing guard, traffic must exceed 350
vehicles per hour during the same two hours in which crossing
pedestrians exceed 40. Given the residential character of the street,
it is reasonable to expect that traffic on Amarillo Road will not
increase to the'point that an adult crossing guard will be warranted.
Recommendations
Assignment of an official adult crossing guard is not recommended,
based on meeting recommended warrants. The establishment of a
school safety patrol was considered; however, the school Principal
and the Parent Faculty Club do not support this alternative.
Continuing to use the adult crossing guard volunteers is
beneficial even though official guards are not warranted. It is
suggested, however, that the School District provide some type of
formal training and explore the insurance consequences of
sanctioning use of volunteer crossing guards.
An official adult crossing guard would also be beneficial;
however, the City's approval of an unwarranted crossing guard
for Nielsen School would set a precedent for placement of crossing
guards at other schools in Dublin. Staff is currently evaluating
a similar request from Murray School.

Closing the school driveway with orange cones during the peak
pick-up period eliminates loading along the school driveway and
stacking of vehicles onto Amarillo Road. An expanded passenger
loading zone for 6 vehicle spaces between the school driveway
entrance and exit would help compensate for the removal of the
existing loading area along the driveway when the entrance is
closed. Use of the adjacent church parking lot (with the church's
permission) as an alternative parking and loading zone for school
staff and parents is recommended.
A more radical and costly on-site reconstruction of the parking
landscaping and even use of the parking lane could provide up to
24 drop-off parking spaces on-site. This would require the
relocation of 8 existing long-term parking spaces on-site (see
rough sketch attached).

A crosswalk should be installed across Alegre Drive to consolidate
crossing pedestrians. This crosswalk, combined with painting the
curb red near the fire hydrant, will discourage drivers from
parking on the curb radii and blocking the fire hydrant and
pedestrian circulation.
A 20-foot no parking zone should be established on the east side
of Amarillo Road south of the driveway exit to improve sight
distance between vehicles exiting the driveway and northbound
vehicles on Amarillo Road.

The on-street handicapped parking space should be removed and
replaced with a no parking zone to provide adequate sight-distance
between northbound traffic on Amarillo Road and pedestrians
crossing Amarillo at Alegre. The single handicapped space could
be relocated onto the school grounds or to the north side of the
entrance driveway.
A five-foot no parking zone should be established on the east side
of Amarillo Road just north of the school driveway entrance to
improve sight distance between vehicles turning left from
southbound Amarillo Road into the school driveway and southbound
pedestrians crossing the driveway entrance.
It is suggested that the school install benches in the grass areas
along the existing and recommended vehicle loading zones on
Amarillo Road south of the school driveway entrance and between
the driveway entrance and exit in order to consolidate children
conveniently near where parents should pick them up.

The existing and proposed traffic control on Amarillo Road along
the Nielsen School frontage needs to be adequately enforced
through a combination of police and school administration
encouragement. Recommended action includes the following:
ongoing police citations for illegal parking; a yearly mailing
to parents detailing the preferred northbound Amarillo Road
circulation so that students do not have to cross Amarillo, bus
schedules, and passenger loading rules; articles in the school
newsletter regarding recent violations; courtesy foot patrols by
school staff and parents; and taking of license plate numbers so
that direct mailings by the City are targeted to the offenders.

It is suggested that the School District construct a path between
San Sabana Road and the school and encourage the school's staff to
park along the Mape Park frontage.

It is suggested that the School District be encouraged to provide
additional on-site parking and additional on-site student drop-off
parking spaces by redesigning their parking lot and landscaped
area at the front of the school.
In the course of reviewing these traffic congestion problems, Staff considered
utilizing the asphalt access road through Mape Park at rear entrance to the
school at the end of San Sabana Road as a possible second route to divert some
of the traffic from Amarillo Road. The school buildings are several hundred
feet from San Sabana Road, which would be a problem on rainy days. It was
felt also that parents would not want small children walking unaccompanied
through the park and school grounds. Additionally, the traffic impact on the
residents of San Sabana and Calle Verde would be to increase the trips by
about 50 vehicles during each of the morning and afternoon peak times when
parents would be picking up and dropping off children. Therefore, Staff has
rejected this idea as not being a viable solution for students; however, it
may work for a limited number of school staff.
The changes to the street parking provisions may help somewhat; however, the
problem is that many more parents drive children to school than can be handled
by the school's present on-site facilities. The recommended solution is that
the School District make major modifications to the parking and drive aisles
at the front of Nielsen School (see attached Exhibit 5).
Installation of the no parking zones and handicapped parking space require
adoption of a resolution, and the passenger loading zone requires adoption of
an ordinance.

SUBJECT: Nielsen School Traffic Study
This memo documents a traffic study recommending pedestrian and vehicle traffic
control improvements on Amarillo Road along the Nielsen School frontage in the
City of Dublin.
Background Information
Parents of Nielsen School students are very sensitive to the safety of their children
walking to and from school due to the 1989 disappearance of a junior high student
whose home is on Alegre Drive, within sight of the school. Consequently, a very
high proportion of the children are driven to school and picked up each day. It
should also be noted that the Nielsen School has an inadequate parking area on the
school grounds for the vehicles of teachers, staff, volunteers, and parents picking up
children. For this reason, much of the activity which might normally occur in the
school parking area must take place in front of the school on Amarillo Road and
Alegre Drive.
Vehicle and pedestrian counts were conducted for a total of two hours on Thursday,
November 8th on Amarillo Road at Alegre Drive from 8:15 to 9:15 a.m. and 1:30 to
2:30 p.m. which are the peak periods of vehicle and pedestrian activity on an
average weekday. Field observations on Monday, November 5th, from 8:15 to
8:45 a.m. and 1:45 to 2:00 p.m., and Tuesday, November 13th, from 1:45 to 2:00 p.m.,
were also performed to identify circulation and safety deficiencies firsthand.
TJKM's March 23rd, 1987 Nielsen School Traffic Study was also reviewed. In
addition, a meeting was conducted on November 19th to discuss circulation
deficiencies and opportunities with Diane Griffiths, the Principal of Nielsen School,
with representatives of the local Parent Faculty Club (PFC), Safety Committee, and
Lee Thompson of the Dublin Public Works Department in attendance.

The current student enrollment at Nielsen School is 617 which includes
121 kindergartens, 94 first, 102 second, 102 third, 103 fourth, and 95 fifth graders.
The Monday schedule of classes is kindergarten: 8:30 to 11:50 a.m.; first through
third grades: 8:30 a.m. to 1:45 p.m.; fourth and fifth grades: 8:30 a.m. to 2:15 p.m.
On Tuesday through Friday, half of the children use the Monday schedule and the
other half follow the Tuesday through Friday schedule of kindergarten: 9:30 a.m. to
12:50 p.m.; first through third grades: 9:30 a.m. through 2:45 p.m.; fourth through
fifth grades: 9:15 a.m. through 3:00 p.m.
Unofficial adult crossing guards are present at the Amarillo Road crosswalk at
Alegre Drive and at the Ladera Drive crosswalk at Amarillo Road. Their schedule
varies depending on the availability of parents, but the typical crossing guard
schedule at Alegre Drive is school days, Monday through Friday, 8:15 to 8:45 a.m.
and 1:30 to 3:15 p.m.
Observations and Concerns
1. Pedestrians crossing Amarillo Road in the crosswalk at Alegre Drive are
delayed due to the frequency and number of northbound and southbound
Amarillo Road vehicles. Most of these children are accompanied by an
adult as they cross Amarillo Road. Unofficial adult crossing guards on
Amarillo Road at Alegre Drive and Ladera Drive at Amarillo Road
currently stop vehicles to allow pedestrians to cross to and from the
school. The volunteer guards are equipped with safety vests and School
Patrol STOP signs and appear to be performing very effectively.
Amarillo Road vehicle volumes are relatively light and consist almost
entirely of school parents dropping off or picking up their children. The
congestion due to these vehicles lasts for 15 minutes or less during the
peak drop off and pick up times in the morning and afternoon.
2. Vehicles stopped in the school driveway and dropping off school children
in the morning stack back through a designated red curb area and onto
Amarillo Road, causing delays to northbound and southbound Amarillo
Road vehicles. The entrance to the school driveway is closed with orange
cones during the periods of peak pick up delay, typically 1:30 to 2:30 p.m.
on Monday and 1:30 to 3:15 p.m. Tuesday through Friday when the
school children are released from classes.
3. Vehicles waiting to pick up children park along the Alegre Drive curb
radii at Amarillo Road and block access to a fire hydrant and delay and
block pedestrians crossing Alegre Drive and the Amarillo Road
crosswalk.
4. Sight distance is limited between northbound Amarillo Road vehicles
and vehicles exiting the school driveway due to vehicles parallel parked
on the east side of Amarillo Road just south of the exit.

5. Blue curbing with an accompanying non-standard curb sign designating
a single vehicle handicapped parking zone has recently been installed
immediately south of the school driveway entrance. A vehicle parked at
this location reduces visibility between pedestrians crossing Amarillo
Road heading away from the school and northbound Amarillo Road
vehicles. Also, this handicapped zone may have been installed without
the proper approval of the City Council. The handicapped parking zone
was installed to aid one of the school's two handicapped students. The
second handicapped parking stall is located in the school's parking lot.
6. Vehicles park illegally in the passenger loading zones on the east side of
Amarillo Road by not adhering to the standard loading zone requirement
that the driver stay in the car.
7. The school indica,ted that there is a deficiency of approximately eight to
ten parking spaces for full, part-time, and volunteer staff.
8. There is no active school bus service to the school other than a handicap
bus. The Wheels commuter bus provides local service along Silvergate
Drive with a stop at the Amarillo Road intersection.
Analysis
The need for an official adult crossing guard on Amarillo Road at Alegre Drive was
analyzed. A crossing guard is typically warranted if the Recommended Crossing
Guard Warrants in Table I are met. These warrants are guidelines which consider
the volume of pedestrian and vehicle traffic. The warrants do not directly address
certain conditions, including visibility, child security and safety, the effectiveness
and location of existing traffic control, the type of through traffic along the school
frontage, and alternative methods of increasing the levels of pedestrian and vehicle
traffic control. These factors, when comprehensively evaluated, may justify a
recommendation for or against an official adult crossing guard whether or not the
technical warrants are met.
The total vehicular volume on Amarillo Road at Alegre Drive during the morning
and afternoon peak hours is 79 and 54, respectively. In addition, the number of
pedestrians crossing Amarillo Road at the Alegre Drive crosswalk during the same
peak hours is 36 and 76, respectively. The total vehicular volume is 271 and
296 less than the required minimum of 350 vehicles in the morning and afternoon
peak hours, respectively. The total number of pedestrians is 4 less than required in
the morning, while the total number of pedestrians in the afternoon is 36 greater
than the required minimum of 40.
To warrant a crossing guard, the Amarillo Road traffic must exceed 350 vehicles
during the same two hours in which crossing pedestrians exceed 40. Therefore,
based on the current levels of morning and afternoon Amarillo Road traffic, an
official adult crossing guard is not warranted. An increase of 271 and 296 vehicles,
respectively, on Amarillo Road in the morning and afternoon peak hours of
pedestrian activity would warrant a crossing guard. Given the residential character
of the neighborhood and Amarillo Road, it is reasonable to expect that an official
adult crossing guard at Amarillo Road at Alegre Drive will never be warranted with
respect to vehicle volumes.

Recommendations
The following pedestrian and vehicle traffic control improvements, also illustrated
on Figure 1, are recommended in the vicinity of the Nielsen School:
1. The assignment of an official adult crossing guard to the Amarillo Road
crosswalk at Alegre Drive is not recommended. This determination
considers the established crossing guard warrants with respect to the
volume of pedestrian and vehicle traffic at Nielsen School and other
Dublin schools and associated conditions including visibility, child
security and safety, the effectiveness and location of existing traffic
control, the volume and type of through traffic along the school frontage,
and the availability of alternative methods of improved traffic control.
The establishment of a student safety patrol was considered. However;
the Nielsen School principal and the PFC and Safety Committee
representatives do not support this alternative. The current use of adult
crossing guard volunteers might be continued and is beneficial even
though official guards are not warranted. The volunteers are essentially
performing the same function, and are using the equipment of, official
adult crossing guards and school safety patrols. It is suggested, however,
that the School District provide some type of formal training and explore
the insurance consequences of sanctioning the use of the volunteer
crossing guards.
In addition, T JKM is recommending a series of measures to increase
visibility between pedestrians and motorists near the school grounds,
reduce congestion, and to provide close-in passenger loading in front of
the school grounds.
2. The closing of the school driveway entrance with orange cones during the
peak student pick up periods eliminates loading along the school
driveway and the associated stacking of vehicles onto Amarillo Road. An
expanded passenger loading zone, located between the school driveway
entrance and exit, should be designated and will help compensate for the
removal of the existing loading area along the driveway when the
entrance is closed. Also, continuing the current use of the adjacent
church parking lot to the south as an alternate parking and loading zone
for school staff and parents is recommended.
A Nielsen School loading or parking area in Mape Park with access via
San Sabana Road was also considered to lessen current demand along
the Amarillo Road school frontage. The school feels that the location is
not convenient and is unsafe due to its distance from the school buildings
and the lack of a sidewalk through the school's large grassy area.
Therefore, this option was not recommended. However, the construction
of a path between San Sabana Road and the Nielsen School would make
it a more convenient access for some children and school staff. Also,
since the current Monday schedule of classes allows for a weekly school
planning day, the use of the staggered Tuesday through Friday schedule
to ease traffic congestion on Monday was not recommended.

3. A crosswalk should be installed across Alegre Drive to consolidate
crossing pedestrians, and when combined with painting the curb red
near the fire hydrant, will discourage vehicles from parking on the curb
radii and blocking the fire hydrant and pedestrian circulation.
4. Twenty feet of curb should be painted red on the east side of Amarillo
Road just south of the school driveway exit. This will improve sight
distance between right turning vehicles exiting the driveway and
northbound Amarillo Road vehicles.
5. The blue curbing and accompanying sign designating a handicapped
parking zone immediately south of the school driveway entrance should
be removed and replaced with a no parking red curb zone. This will
provide adequate sight distance between northbound Amarillo Road
vehicles and pedestrians leaving school and crossing Amarillo Road at
the Alegre Drive crosswalk. The single handicapped parking space could
be relocated either onto the school grounds, north of the driveway
entrance or 20 feet further to the south to allow for the recommended red
curb.
6. Five feet of curb should be painted red on the east side of Amarillo Road
just north of the school driveway entrance. This will improve sight
distance between vehicles turning left from southbound Amarillo Road
into the school driveway and southbound pedestrians crossing the
driveway entrance.
7. The installation of benches in the grass areas along the existing and
recommended vehicle loading zones on Amarillo Road south of the school
driveway entrance and between the driveway entrance and exit should
be considered. This will consolidate school children conveniently near
where their parents should pick them up and will encourage the proper
usage of these loading zones by keeping the drivers in their vehicle and
reducing their waiting time.
8. The existing and proposed vehicle and pedestrian traffic control on
Amarillo Road along the Nielsen School frontage needs to be adequately
enforced through a combination of police and school administration
encouragement. The City of Dublin Traffic Code and corresponding
ordinances must be updated to support the current and recommended
traffic control so it can be properly enforced by the Dublin Police and
school staff. The enforcement should include ongoing police citations for
illegal parking, a yearly mailing to parents of old and new students
detailing the preferred northbound Amarillo Road circulation, Wheels
bus schedules, and passenger loading rules, articles in the school
newsletter regarding recent violations, courtesy foot patrols by school
staff and parents, and the taking of license plate numbers so direct
mailings are targeted to the offenders.

It is essential that each of the recommended pedestrian and vehicle traffic
control improvements listed above be implemented and enforced as suggested
and in a timely and coordinated manner to maximize their combined
effectiveness. The provision of additional parking and loading areas on the
school property, which might include the redesign of the driveway and
adjacent parking stalls, may be the ultimate solution if the recommended
improvements prove to be ineffective.

RECOMMENDED CROSSING GUARD WARRANTS
FOR THE
CITY OF DUBLIN
Adult Crossing Guards are normally assigned where official supervIsIon of
elementary school pedestrians is desirable while they cross a public highway on the
"suggested route to schooL" Adult Crossing Guards may be warranted under the
following conditions:
1. At Uncontrolled Crossings:
Where there is no alternate crossing guard within 1,200 feet; and where
vehicular traffic volume exceeds 350 vehicles in each of any two daily
hours during whiéh 40 or more school pedestrians cross while going to or
from school.
2. At STOP Sign Controlled Crossings:
Where there is no alternate crossing guard within 1,200 feet; and where
the vehicular traffic volume on roads of four or more lanes exceeds
500 vehicles per hour during which 40 or more school pedestrians cross
going to or from school.
3. At Traffic Signal Controlled Crossings:
A. Where the number of vehicular turning movements through the
school crosswalk exceeds 300 vehicles per hour while school
pedestrians are going to or from school.
B. Where there are circumstances not normally present at a signalized
intersection, such as crosswalks more than 80 feet long with no
intermediate refuge, or an abnormally high proportion of large
commercial vehicles.

Dear Members of the city Council,
Enclosed you will find a petition of concern ~igned by
parents and guardians as well as other members of the community
in the immediate area of Nielsen School. with the increased
enrollment that noW exceeds six hundred students there are
additional safety concerns as to their coming and leaving the
school grounds safely.
One way that we, as their parents, have worked to keep them
safe in regard to the high volume of traffic is to completely
close down our staff parking lot in the after school hours. We
found that so far this seems to be a workable solution as it
avoids traffic backing-up into the street and reduces the chance
of children dar1:ing out into the traffic. This change has met
with the cooperation of many parents with the understanding that
\vC', a s a committee, are 1 ooki ng to you, the board, for a quick
response and they have made arrangements with their children for
alternate pick-up offsitc on tl,e outlying streets and s\1rrounding
areas.
other parents have temporarily volunteered to assist
chi 1 dren a s they cross il t the c ross\-¡a 1 ks , but we respectfully
request that you provide permanent crossing guards both in front
of the school on Amarillo and to the north at Amarillo and Ladera
to take care of this most important job for us. The hiring of the
crossing g11ard on silvergate 3 years back has proven to be a wise
and worthy move and we hope to get the same safe results by the
'dep 1 oyment of these add i tiona 1 gua rds .
Dublin's population is growing and with this growth must ~
come additional services. We strongly urge you to help protect
our young people by seeing to it that they make it safely to and
from school each and everyday. As this is a very important matter
to us all we are anticipating a quick reply and hope to hear from
you regardinCj this matter very 800n.

RESOLUTION NO. -90
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

DESIGNATING A NO PARKING ZONE ON THE EAST SIDE OF AMARILLO ROAD
Pursuant to the prov~s~ons of Article 4, Sections 23 and 37, of
City of Dublin Ordinance 55-87, the City Council of the City of Dublin does
RESOLVE as follows:
Section 1., In the interest of public safety, parking shall be
prohibited on Amarillo Road at the following locations:
On the easterly curbline of Amarillo Road, from the north side of the
southerly driveway into Nielsen School (opposite Alegre Drive) northerly a
distance of 5 feet, and from the south side of the northerly driveway into
Nielsen School southerly a distant of 20 feet,
Section 2. In the interest of public safety, parking shall be
limited to disabled persons on Amarillo Road at the following location:
On the easterly curbline of Amarillo Drive from a point 5 feet northerly
of the southerly driveway into Nielsen School northerly a distance of 20 feet,
Section 3. The provisions of Sections 1 and 2 shall be added to
Chapters 6 and 7 respectively of the City of Dublin Traffic Code,
PASSED, APPROVED. AND ADOPTED this 10th day of December, 1990.

ORDINANCE NO. -90
AN ORDINANCE OF THE CITY OF DUBLIN
ESTABLISHING A PASSENGER LOADING ZONE

The City Council of the City of Dublin does ordain as follows:
Section 1.
In accordance with the provisions of City of Dublin Ordinance 55-87,
Section 24(c), a passenger loading zone indicated by white curb shall be
established on the easterly curbline of Amarillo Drive extending from a point
25 feet north of the southerly driveway into Nielsen School northerly to a
point 20 feet southerly of the northerly driveway into Nielsen School, a
distance of approximately 100 feet.
Section 2.
The provisions of Section 1 shall be added to Chapter 8 of the City of
Dublin Traffic Code.
Section 3.
The City Clerk of the City of Dublin shall cause this Ordinance to be
posted in at least three (3) public places in the City of Dublin in accordance
with Section 36933 of the Government Code of the State of California.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Dublin
on this day of 19 by the following votes:
