If the City IMPACT: Council chooses to purchase banners, appropriate funds will need to be transferred from the City's Contingent Reserve Fund. There is no cost associated with adopting the resolution. DESCRIPTION: On January 28, 1991, the City Council approved City support of troops stationed in the Persian Gulf. The Council agreed to sponsor a"Yellow Ribbon Campaign" and to encourage residents to participate in local blood drives to show support for those stationed in the Middle East. Council also directed staff to investigate the purchase of banners to display Citywide and to draft a Resolution supporting the troops. In researching the purchase of banners, staff has found that there are several manufacturers and numerous banner designs. Sample designs will be presented at the Council meeting on February 11. In addition, staff has found that the approximate cost to purchase and install a single eight foot banner is $140 (banner $90, installation $50) and the estimated delivery time is 3-4 weeks. It should be noted that St. Patrick's Day banners are scheduled to be displayed fram March 4 through March 18. Currently, there are 39 street banner bracket locations Citywide as shown in Attachment l. When displaying banners previously (e.g., Christmas, St. Patrick's Day), the City has alternated between using all 39 lacations~and displaying banners only in the Core Area (24 locations) which corresponds with the parade route. In addition, the City has alternated between single-hanging and double-hanging banners. If the City Council chooses to purchase banners and the cost (excluding labor charges) exceeds $5,000, Council should direct staff to prepare a bid specification package and solicit bids in accordance with the City's formal bid process. If Council chooses to purchase banners and the cost (excluding labor charges) is below $5,000, Council should direct staff to obtain three competitive quotes and proceed with the purchase of the banners. In addition to researching the purchase of the banners, City Council also directed staff to prepare a resolution similar to the one recently adopted by the City of Vista. Staff has drafted tYie attached.resolution (Attachment 3) supporting the leadership of the President af the United States of America, and commending the men and women on the frant lines of the Persian Gulf War. OF T.HE-U.NITED--•STA~-ES- yOF~`AME~CrA`, AND COMMENDING THE MEN AND WOMEN ON THE FRONT LINE5 OF THE PERSIAN GULF WAR. WHEREAS, the Persian Gulf conflict started on August 2, 1990, when the President of Iraq, Saddam Hussein, invaded the neighboring country of Kuwait, a member of the Arab League and a member of the United Nations ; and WHEREAS, the United Nations passed several resolutions urging Saddam Hussein to withdraw from Kuwait by January 15, 1991, or be subject to forceful action; and T~IIHEREAS, 28 countries, representing five continents, imposed economic sanctions on Iraq and continued extensive efforts to reach a peaceful resolution to this conflict, but without success; and WHEREAS, more than 450,000 American military personnel, some who are from or have families and friends in Dublin, have been deployed to Saudi Arabia in preparation for potential conflict; and WHEREAS, the United States Congress gave President Sush authority to initiate offensive military action in the Persian Gulf; and WHEREAS, U.S. and allied forces began attack on military targets in Iraq and Kuwait on January 16 , 1991, referred to as "Operation Desert Storm" ; NOW, EREFORE, BE IT RESOLVED that the City Council of the City of Dublin, Ca - ornia, do hereby praise and support the efforts and leadership of President`Bush as commander-in-chief in the Persian Gulf hostilities; and BE IT FURTHER RESOLVED, that the City Council of the City of Dublin ~enthusiastically support$the men and women of the armed forces who are carrying out their missions in the Persian Gulf re 'on with professional excellence, caurage and dedicated patriotism. ~ /, ~ ~ PASSED, APPROVED AND ADOPTED this llth day of Februar_y, 1991. ~ AYES : NOES: AB SENT : Mayor ATTEST: City Clerk ~'7~l'03
