FINANCIAL STATENiENT: The approximate cost to install and remove yellow ribbons is $420. There are no costs associated with participation in the blood drives. Sufficient funds are included in the Fiscal Year 1990-91 Budget to cover these costs. DESCRIPTION: In response to the crisis in the Middle East, the City of Dublin has received a number of phone calls from concerned residents. Various citizen requests have included a City-sponsored "Yellow Ribbon Campaign" and a City-sponsored Blood Drive. If the City Council chooses to sponsor a"Yellow Ribbon Campaign" in support of the Troops stationed in the Middle East, Staff would recommend the following: 1. The City maintenance crew can arrange to install yellow ribbons along City medians and sidewalks. This will help control placement of ribbons. A work alternative program could be utilized to perform this work. In addition, a local florist has offered to donate yellow ribbon. Thus, the total cost associated with the "Yellow Ribbon Campaign" is approximately $420. 2. The City would allow private parties and/or volunteer groups to install yellow ribbons on private property only with the permission of the property owner. Private parties would not be allowed to install ribbons within public right-of-way to minimize liability exposure risk to the City. With regard to a City-sponsored Blood Drive, Staff has contacted the Blood Bank of Alameda Contra Costa Medical Association (ACCMA). The ACCMA offers blood center donations (Monday - Saturday) at three locations: Oakland, Newark, and Pleasant Hill-. In addition, they offer Blood Mobile services. While there is no cost to sponsor a Blood Mobile Drive, there is a six to twelve month advance scheduling requirement. According to a staff representative of the ACCMA, there are two upcoming Blood Mobile Drives scheduled in the Tri-Valley area. One drive is scheduled in Dublin on February 2; the other in Pleasanton on February 14. The ACCMA invites Dublin residents to contact them at 1-800-841-1986 for more information regarding blood drives and blood donations.
