',,; " DESCRIPTION: .~ ; At the meeting of February 22nd, the City Council adopted a resolution establishing no-parking and passenger loading zones on Amarillo Road at Nielsen School as part of the improvements recommended by TJKM, the City's Traffic Engineer, in an effort to reduce traffic congestion when parents are dropping off or picking up children. One additional recommended improvement is the installation of a No-U-Turn sign approximately at Alegre Drive. The intent of these improvements, both those being done by the school district on school property and those being done within the public right-of-way, is to keep traffic flowing in one direction. Under the provisions of City of Dublin Ordinance 55-87, installation of a No-U-Turn sign requires adoption of an ordinance. The prohibition then becomes part of the City's Traffic Code. '\ .' Staff has received a letter from Diane Griffiths, Principal of Nielsen School, requesting that the No-U-Turn sign list specific hours to coincide with peak traffic periods. Mrs. Barbara Michardi also mentioned this request at the February 22 City Council meeting. -'" .~ " The City's Traffic Safety Committee has discussed this issue and recommends against listing specific hours for the following reasons: 1) Under the California Vehicle Code (CVC), U-Turns are prohibited in any residence district when approaching traffic is within 200 feet (unless the approaching traffic is controlled by a signal or STOP sign). This section would effectively prohibit anyone from making a U-Turn when other traffic is in the area; however, drivers are not always aware of CVC regulations, and this No-U-Turn sign would serve as a warning that a U-Turn at this location could be hazardous. Since the eve regulation does not have a time restriction, Staff feels the No-U-Turn sign also should not have a time restriction. 2) When the operators of vehicles must read and interpret wording on a sign, their attention is diverted from nearby vehicles and/or pedestrians. When a time restriction is involved, a driver would potentially be consulting a watch and deciding whether the time was appropriate to make a U-Turn. Staff recommends that the City Council conduct a public hearing, waive the reading, and adopt the ordinance prohibiting U-Turns (at any time) on Amarillo Road at the intersection of Alegre Drive. I T ORDINANCE NO. -88 AN ORDINANCE OF THE CITY OF DUBLIN --------------------------------------------- PROHIBITING U-TURNS ON AMARILLO ROAD AT ALEGRE DRIVE The City Council of the City of Dublin does ordain as follows: Section 1. Pursuant to City of Dublin Ordinance 55-87, Article 1, Section 2, the City Council hereby determines that U-Turns should not be permitted on Amarillo Road at the intersection of Alegre Drive. The Council hereby finds that the above-said prohibition would facilitate orderly movement of vehicular. traffic and would be reasonable and safe. Section 2. The provisions of Section 1 shall be added to Chapter 5 of the City of Dublin Traffic Code. Section 3. This Ordinance shall take effect and be in force immediately upon its enactment because the adoption and immediate effect thereof is necessary in order to protect vehicular and pedestrian safety. Section 4. The City Clerk of the City of Dublin shall cause this Ordinance to be posted in at least three (3) public places in the City of Dublin in accordance with Section 36933 of the Government Code of the State of California. Nielsen School is very appreciative of the help from the City of Dublin in working to improve the safety of the parkinq lot and traffic flow at and around Nielsen. The only item suggested to us. that we did not implement. was the removal of the fence behind the multi-purpose room. Removal of the fence would have resulted in children walking to the playground without a sidewalk or barrier. and between cars that might be backing up. The other suggestions are being implemented. On our right turn sign, we plan to indicate times, so that we are restricting traffic only when necessary. The crucial times are 8:00 - 10:00 a.m. and 1:30 - 3:30 p.m. We would suggest that the same times be put on the No U Turn sign at Alegre Ct. If space is a factor in the making of the sign, the hours could be 8:00 - 3:30. We would be pleased to talk to you.
