FINANCIAL STATEMENT: Estimated cost of curb painting and signing is $220. DESCRIPTION: In April of 1987, the City Council held a public hearing regarding a traffic study performed on Amarillo Road. The purpose of the traffic study was to attempt to resolve traffic congestion problems at Nielsen School. The City Council determined that no changes in speed limit or signing should be made but directed Staff to work with the school district toward redesigning their driveway and parking lot in an attempt to create a more orderly traffic flow. TJKM and City Engineering Staff has met with representatives of the school district and the parents' safety committee. A diagram of the proposed improvements is attached. The school district will be responsible for any changes located on their property and has, in fact, already begun to make the modifications. Staff recommends that the City be responsible for improvements within the public right-of-way, which consist of painting curbs and posting signs for no parking and passenger loading zones. The existing Passenger Loading Zones, one of which specified buses only, were established by adoption of City of Dublin Ordinance 31-85. The City's new Traffic Ordinance permits establishment of no parking zones and passenger loading zones by resolution; however, since an ordinance cannot be repealed by resolution, adoption of an ordinance repealing 31-85 is necessary in order to cancel out the existing zones. Staff recommends that the City Council conduct a public hearing, waive the reading and adopt the ordinance repealing City Ordinance 31-85 and adopt resolution establishing no parking and passenger loading zones on Amarillo Road. Staff further recommends that the ordinance be adopted on an urgency basis so that the congestion problem can be dealt with in a timely manner. ITEM NO. ~ ~/ COPIES TO: Dennis ~ite, Murray School District Diane Griffiths, Nielsen School Barbara Michardi TJKM RESOLUTION NO. -88 A KESOLUTION OF THE CITY COUNGIL OF THE CITY OF DUBLIN DESIGNATING NO PARKING ZONES AND A PASSENGEKLOADING ZONE ON AMARILLO ROAD WHEREAS, the City's Traffic Engineer has determined that traffic congestion on Amarillo Road requires that certain improvements be made; and WHEREAS, it is in the best interests of the City of Dublin to authorize said improvements; NOW, THEREFORE, BE IT RESOLVED that pursuant to the provisions of Article 4 of City of Dublin Ordinance 55-87, the City Council does establish a 3ao-pa~g~ the easterly curbline of Amarillo Road, from the northerly curbline of the northerly driveway of Nielsen School, northerly a distance of 20 feet; and a no parking zone reserved for buses only from a point 135 feet sout-~ly of th~"~~-i~riveway of Niels~hO°l'~ SoUtherly a distance of 100 feet, the effective date to be immediately upon adoption of this resolution. BE IT FURTHER RESOLVED that pursuant to the provisions of Article 7, Section 35 of City of Dublin Ordinance 55-87, the City Council does establish a passenger loading zone (8:00 a.m. to 5:00 p.m. school days only) on the east~rI~%~5~-~~llo Road, from a point 20 feet southerly of the southerly curbline of the southerly driveway of Nielsen School, southerly a distance of 115 feet, the effective date to be immediately upon adoption of this resolution. BE IT FURTHER RESOLVED that said no parking zones shall be added to Chapter 6 and the passenger loading zone to Chapter 9 of the City of Dublin Traffic Code. AYES: NOES: ABSENT: Mayor ATTEST: City Clerk ORDINANCE NO. -88 AN ORDINANCE OF THE GITY OF DUBLIN REPEALING GITY OF DUBLIN ORDINANGE 31-85 (PASSENGER LOADING ZONES ON AMARILLO ROAD) The City Council of the City of Dublin does ordain as follows: Section 1. The provisions' of City of Dublin Ordinance 31-85 (passen§er loading zones on Amarillo Road) are hereby repealed. Section 2. This Ordinance shall take effect immediately upon its enactment because the adoption and immediate effect thereof is necessary in order to protect vehicular and pedestrian safety. Section 3. The City Clerk of the City of Dublin shall cause this Ordinance to be posted in at least three (3) public places in the City of Dublin in accordance with Section 36933 of the Government Code of the State of California.
