A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
APPROVING PA 93-017 ALLSAFE SELF STORAGE VARIANCE REQUEST TO ALLOW A
REDUCTION IN THE REQUIRED NUMBER OF PARKING SPACES PROVIDED ON-SITE
AND TO ALLOW A SUBSTANDARD EFFECTIVE LOT FRONTAGE FOR LOT "A" FOR THE
PROPERTIES LOCATED AT 5959 AND 5971 DOUGHERTY ROAD
WHEREAS, Ed Boersma, on behalf of Allsafe Self Storage, and John
Moore, on behalf of BJ Dublin Commercial, have made application to the
City of Dublin for 1) Approval of Tentative Parcel Map 6571 to divide
an existing !11.3 acre vacant parcel into two separate lots
(Parcel A - 4.2 acres and Parcel B - 7.1 acres); 2) Site Development
Review request to allow the construction of four single-story self-
storage buildings totaling 99,920 square feet divided into 894 storage
units and a 2,100 square foot manager's office and residence on Parcel
A; 3) Conditional Use Permit approval to allow a minor amendment to
the Planned Development General Provisions to allow development
proposals on the two newly created parcels to be reviewed in
conformance with the C-2, General Commercial District development
standards instead of the M-l, Light Industrial District development
standards; 4) Variance request to allow a reduction in the required
number of parking spaces provided on-site and to allow a substandard
effective lot frontage for Lot A; 5) Imposition of a Traffic Impact
Fee for the properties located at 5959 and 5971 Dougherty Road; and
WHEREAS, the Planning Commission did hold a public hearing on
said application on May 25, 1993; and
WHEREAS, proper notice of said public hearing was given in all
respects as required by law; and
WHEREAS, the application has been reviewed in accordance with the
provisions of the California Environmental Quality Act (CEQA) and a
Mitigated Negative Declaration has been adopted (Planning Commission
Resolution No. 92-017. The project, as mitigated, will not have a
significant effect on the environment; and
WHEREAS, the Staff Report was submitted recommending that the
application be conditionally approved; and
WHEREAS, the Planning Commission did hear and consider all said
reports, recommendations and testimony hereinabove set forth.
NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin Planning
Commission does hereby find that:

There are special circumstances including size, shape,
topography, location or surroundings applicable to the property
which would deprive the property of privileges enjoyed by other
properties in the vicinity under the identical zoning
classification in that:

In regards to allowing 5 parking spaces on-site, the
physical placement of the storage buildings on-site, the
function of these buildings and the nature of a self-storage
development results in minimal on-site parking needs for
customers, or patrons.
Due to the low number of patrons which use the facility
throughout the day, the parallel parking which is proposed
in the drive aisle should provide sufficient parking,
without resulting in conflicts with other vehicles or
emergency vehicles.

In regards to the substandard effective lot frontage, the
panhandle shaped lot provides adequate drive-by identity for
the self storage use on Parcel A, while maintaining
increased drive-by identity and exposure for future retail
uses on Parcel B. Parcel A does provide an effective lot
frontage (77 feet) which exceeds one-half of the required
median lot width (100 feet) as specified in the M-1
District.
The effective lot frontage provision is required to ensure
adequate access to newly created parcels. Parcel A does
demonstrate adequate vehicular and emergency vehicular
ingress and egress to accommodate the proposed Allsafe Self
Storage project. If the effective lot frontage of Parcel A
is increased to comply with the Zoning Ordinance, it reduces
the lot width for Parcel B, limiting the flexibility of the
Property Owner to find a prospective large retail tenant,
which is a less desirable option.
That the granting of the application will not constitute a grant
of special privileges inconsistent with the limitations upon
other properties in the vicinity and zone.
There are other self-storage sites in Dublin that have
minimal on-site parking spaces for patrons (i.e., 14 parking
spaces, Public Storage; 14 parking spaces, Dublin Mini-
Storage).
The effective lot frontage provided for Parcel A provides
adequate vehicular and emergency vehicular ingress and
egress to the site, as well as adequate drive-by identity,
consistent with other parcels located in the M-1 and C-2
Districts.
That the granting of the application will not be detrimental to
persons or property in the neighborhood or to the public welfare.

The Applicant will be required to comply with all applicable
Building Department, Police Department, DRFA and Zone 7
codes and regulations.

BE IT FURTHER RESOLVED THAT THE Dublin Planning Commission does
hereby approve PA 93-017 Allsafe Self Storage Variance as generally
depicted by materials labeled Exhibit A, stamped approved and on file
with the Dublin Planning Department and subject to the approval of the
related Tentative Map/Site Development Review/Conditional Use Permit
and to the following conditions:
CONDITIONS OF APPROVAL
Unless stated otherwise, all Conditions of Approval shall be complied
with prior to the issuance of building permits or establishment of
use, and shall be subject to Planning Department review and approval.
The following codes represent those departments/agencies responsible
for monitoring compliance of the conditions of approval. [PL]

Administration/City Attorney, [FIN] Finance, IF] Dougherty Regional
Fire Authority, [DSR] Dublin San Ramon Services District, [CO] Alameda
County Flood Control & Water Conservation District (Zone 7).
This approval is for PA 93-017 Allsafe Self Storage Variance to
allow a reduction in the required number of parking spaces
provided on-site and to allow a substandard effective lot
frontage for Lot A. This approval shall generally conform to the
plans prepared by Cubix Construction Company, consisting of 7
sheets and Tentative Parcel Map 6571, prepared by Wilsey and Ham,
consisting of 1 sheet, all dated received by the Planning
Department on March 22, 1993, labeled Exhibit A, stamped approved
and on file. [PL, B]
The Applicant shall provide and maintain a minimum of five
customer and employee parking spaces on-site at all times.

This permit shall be revocable for cause in accordance with
Section 8-90.3 of the Dublin Zoning Ordinance. Any violation of
the terms or conditions of this permit shall be subject to
citation. [PL]
