Regular Meeting - December 5, 1983
A regular meeting of the City of Dublin Planning Commission was
held on Monday, December 5, 1983, in the Meeting Room, Dublin
Library. The meeting was called to order at 7:30 p.m. by Cm.
Tenery, Chairman.

Cm. Tenery led the Commission, Staff, and those present in the
pledge of allegiance to the flag.

The minutes of the regular meeting of November 21, 1983, were
approved as written.

PUBLIC HEARING
PA 83-055 PET PREVENT-A-CARE
CONDITIONAL USE PERMIT
Mr. Tong began by introducing a new format for the Staff Report,
dealing with planning application matters, and invited the
Commissioners comments and suggestions for improvement. He then
turned the presentation over to Mr. DeLuca, Associate Planner.

Mr. DeLuca discussed current information regarding the Pet
Prevent-A-Care application for a Conditional Use Permit to hold a
series of six pet vaccination clinics in the K-Mart parking lot,
at 6333 Dublin Blvd., throughout 1984. Staff's recommendation
was to allow four (4) clinics. It was pointed out that, while
most of the conditions were fairly standard, #2 (requiring that
each animal owner receive information regarding the vaccine and
person administering the vaccination) and #9 (requiring residence
survey information) were specifically mandated by the City
Council, in a previous application hearing, and were incorporated
as new standard conditions.
Randall Morrison, General Manager of Pet Prevent-A-Care,
addressed the Commission, giving a brief history of the
organization. He felt a need exists for the greater number of
clinics (6) to serve customers rapidly and efficiently.
At Cm. Tenery's request, PPC's fees for vaccinations were noted
as follows: Rabies (dog and cat) -$3.95
Dog 6-in-1 - $7.00
Cat 3-in-1 - $5.00
Elizabeth Schmitt, a Cypress Court resident, spoke in favor of
the clinics, adding she felt that there is no reason why local
veterinarians shouldn't hold such low-cost clinics.
Gene Nagel, a local veterinarian, opposed outsiders from coming
into Dublin on such a temporary basis. He stated that, after the
first of the year (1984), Tri-Valley Emergency Clinic plans to
begin holding clinics.
At Cm. Tenery's request Dr. Nagel stated his fees atc
Rabies (dog and cat) - $10.00
Dog 6-in-1 - $14.00
Cat 3-in-1 - $14.00
Erik Young, formerly of PPC, and now employed as their business
manager, addressed the Commission in support of the PPC concept,
and felt that the real issue was "Who needs the protection: the !
local veterinarians, the public, or Pet-Prevent-A-Care."
Cm. Alexander ascertained that both PPC and local veterinarians
notify the pet owners when follow-up vaccinations are due.
Dr. Giammattei, of PPC, spoke at length in support of his
service, offering statistical information regarding numbers of
animals unvaccinated in the Dublin area. He added that he had no
objection to any of the conditions required by the Conditional
Use Permit conditions of approval.

After the close of the public hearing, Cm. Alexander ventured a
motion, with Cm. Petty's second to recommend approval of the
Conditional Use Permit, allowing four clinics to take place
during 1984. The motion passed on a roll call vote as follows:

CONDITIONAL USE PERMIT
Mr. DeLuca presented the application for a Conditional Use Permit
to install a 40' trailer on the property, located at 7485 Village
Parkway, to be used as a classroom for four years. Staff
recommended, however, that the permit be granted for a period of
one year, with possibility of extension, and with conditions
including landscape enhancement. Mr. DeLuca, at this time,
referred the Commissioners' attention to a letter from the DSRSD
Fire Department, received by Staff subsequent to drafting the
conditions of approval, indicating additional requirements for
fire safety. Staff's suggestion was to combine the requirements,
listed in the letter, into a single, additional, condition of
approval, bringing the total number of conditions to seven.
Don Lewis, Parkway Baptist Church Pastor, spoke briefly,
indicating that he would be happy to comply with all conditions,
noting that the trailer may not be needed after one year. He
went on to express a great desire to serve the community of
Dublin.
After the close of the public hearing, Cm. Alexander made a
motion to approve the Conditional Use Permit, with the addition
of Condition #7, as suggested by Staff. Cm. Petty secanded the
motion, and it carried by unanimous vote.

REVIEW OF PLANNING APPLICATION FORM
Mr. Tong provided the Commissioners with the Interim Application
Form, currently in use for various forms of planning
applications. He explained that the form was all-inclusive and,
necessarily, comprehensive and invited suggestions or comments
from the Commissioners for improvements to the form.
' Cm. Vonheeder requested clarification of Section II, and Staff
concurred. It was suggested that clarifying words be added to
this portion of the application, to avoid confusion.
Cm. Mack questioned the fee schedule, and Mr. Tong indicated that
the City of Dublin adopted the Alameda County fee schedule. Cm.
Mack also suggested that Staff pursue the installation of a sign
or other means of identifying the City offices, in an effort to
assist newcomers.

OTHER BUSINESS
Cm. Alexander questioned whether or not the street lighting
program had begun. Staff responded that if it had not yet begun,
installation would begin in the very near future.
Cm. Alexander also queried Staff regarding City safety lighting
requirements in the parking lots of such public buildings as the
library. After a brief discussion, Staff was requested to
investigate additional lighting while meetings are being held.
Cm. Vonheeder questioned whether input had been received from
local auto dealers regarding the revisions to the sign ordinance.
Mr. Tong indicated that the dealers want visibility from the
freeway and have requested exemption from height limitations.
Staff advised the Commission of recent City Council actions
regarding: General Plan Area 3 Amendment; and the City Council
meeting, scheduled for December 6, regarding General Plan Working
Paper 3: Alternative Sketch Plans.
