FINANCIAL STATEMENT:
If a Fund Exchange Agreement is attained between the City of
Dublin mad the Alameda County Congestion Managennent Agency
(CMA), the City Will receive $1 in State/Federal funds for every
$0.90 of local funds exchanged. It is Staff's intention to pursue the
exchange of up to $12.828 million of local funds for the construction
of the I-580/Tassaj ara Road and I-580/Fallon Road Interchange
Projects. If granted, the City could receive up to $14.253 million in
State/Federal funds that could be earmarked for the two interchange
projects, thereby reducing developers' contributions to the project by
as much as $1.425 million. This wOuld help to fund the shortfall
presently in the Eastern Dublin TIF ('due to reduced contributions by
Contra Costa County).
DESCRIPTION: The fund estimate recently adopted by the California Transportation
Commission will provide approximately $28.3 million in new transportation funds for Alameda Connty.
Alameda County CMA, the agency responsible for administering these funds, has recently adopted a
funding exchange program wherein the CMA will exchange $1 of State/Federal funds for $0.90 of local
funds. The purpose of this exchange program is to provide local funds for projects that either do not have
the ability to make use of State or Federal funds or for projects that would face unacceptable delays if

State or Federal funds are used. In addition to the $28.3 million, the CMA has the ability to exchange
other funds programmed in the Federal program.
Staff has been working on the design of two interchange projects (I-580/Tassaj ara Road and I-580/Fallon
Road) located in the Eastern Dublin area. These two projects require Federal and State approvals as the
interchanges are on Interstate 580 and will be funded by developers as conditions of approval of their
development. Staff has been coordinating the funding of the two interchange projects with the
developers, who have expressed interest in exchanging local funds with State/Federal funds in order to
reduce financial contributions by developers to the two projects.
The total cost to construct the two interchange projects is estimated at $14.253 million. If a funding
exchange agreement is attained, the City could receive up to $14.253 million in State/Federal funds, that
could be applied to these two projects, thus reducing developers' participation to $12.828 million. The
reduction in developers' contributions could be as much as $1.425 million.
Staff recommends that the City Council adopt the Resolution authorizing Staff to pursue the exchange
of local funds up to $12.828 million with Alameda County CMA for the 1-580/Tassajara Road and
t-580/Fallon Road interchange projects and authorizing the Director of Public Works to negotiate such
exchange.

1-580/TASSAJARA ROAD AND 1-580/FALLON ROAD INTERCHANGE PROJECTS
AND AUTHORIZATION OF THE DIRECTOR OF PUBLIC WORKS
TO NEGOTIATE SUCH EXCHANGE
WHEREAS, the Alameda County Congestion Management Agency (CMA) recently adopted a
funding exchange program to provide local funds to projects that either do not have the ability to make
use of State or Federal funds or projects that would face unacceptable delays if State or Federal funds are
used; and
WHEREAS, the City of Dublin has bedn working on the design of two interchange projects (I-
580/Tassajara Road and 1-580/Fallon Road) and the total construction cost is estimated at $14..253 million
which will be funded by developers; and
WHEREAS, the Alameda County CMA has approximately $28.3 million in 2000 State
Transportation Improvement Program (STIP) funds available for exchange and CMA staff is
recommending to include both the City of Dublin 1-580/Tassajara Road and [-580/Fallon Road
Interchange projects as part of the CMA Exchange Program, and
WHEREAS, the City of Dublin would reimburse the CMA $0.90 in local funds for every $1.00
in 2000 State Transportation Improvement Program (STIP) funds programmed if a Fund Exchange
Agreement is attained, and
YVHEREAS, the City of Dublin could receive up to $14.253 million of State/Federal funds that
could be earmarked for the two interchange projects, reducing developers' contributions by as much as
$1.425 million.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin'does
hereby authorize Staff to pursue the exchange of local funds up to $12.828 million with the Alameda
CounIy Congestion Management Agency for the 1-580/Tassajara Road and 1-580/Fa]lon Road Interchange
projects.
BE IT FURTHER RESOLVED that the City Council of the City of Dublin does hereby
authorize the Director of Public Works ro negotiate such exchange including a payment schedule for the
intercaan~e projects.

At their August 3, 2000 meeting, the CMA Board is scheduled to adopt a draft list of
projects recommended for programming in the 2000 State Transportation
Improvement Program (STIp). This action will include the adoption ora list of
projects to be programmed in the STIP as part of the CMA's excl:mnge program.
The CM!A staff recommendation will be to include both the City of Dublin l-
580/Tassajara Road and l~580/Fallon Road interchange projects as part of the
CMA's exchange program.
The CMA Board will also be requested m adopt the following "Principles fbr
Exchange P. ojects
1. Sponsors will reirr.~burse the CMA S 90 in local funds for every $1.00 in 2000
STIP funds programmed.
2. It is the responsibility of the sponsor to obtain alt necessary state and/or federal
approvals prior to initiating reimbursable work. STIP project sponsors must
receive an allocation vote from the California Transportation Commission (CTC)
prior to m~t~atmg, eunbursaate work.
3_ Sponsors w~ll initiate reimbursement to the CMA no ~ater than July ~, 2001.
Failure to begin reimbursement by the agreed upon date will result in the CMA
reprogramming the subject funds.
4. All funds will be reimbursed to the CMA within atwetve-month period - July 1.
2001 - July 1,2002, unless otherwise negotiated with the project sponsor.
