HomeMy WebLinkAboutPC Mtg Minutes 02-04-1985 . ~ , , ~ ~ Regular Meeting - FEBRUARY 4, 1985 A regular meeting of the City of Dublin Planning Commission was held on February 4, 1985, in the Meeting Room, Dublin Library. The meeting was called to order at 7:30 p.m. by Cm. Alexander, Chairman. * * * * ROLL CALL PRESENT: Commissioners Alexander, Barnes, Petty, Mack, and Raley, and Senior Planner Gailey. Planning Director Tong and Associate Planner DeLuca were absent. * * * * PLEDGE OF ALLEGIANCE Cm. Alexander led the Commission, Staff, and those present in the pledge of allegiance to the flag. * * * * MINUTES OF PREVIOUS MEETING The minutes of the regular meeting of January 21, 1984, were approved as amended. * * * * ORAL COMMUNICATiON None * * * * WRITTEN COMMUNICATION The commissioners were given a copy of a letter from Bill Welden of Events Spectacular dated January 29, 1985. The letter outlined his company's comments on possible regulations of promotional advertising. The letter was submitted in response to the commission's recent hearings involving the City's Sign Regulations. Mr. Gailey described the comments in the letter and advised that Mr. Welden's firm, Events Spectacular, served as the applicant for the Pak 'n Save grand opening promotional sign package (cold air balloon, searchlights and grand opening banner). Regular Meeting PCM-5-016 2/4/85 - - ' ` • ~ * * * * PUBLIC HEARING Subject: 84-079 Parkway Baptist Church Temporary Trailer Conditional Use Permit application to allow continued use of two existing temporary trailer facilities for one additional year at 7485 Village Parkway, south of Tamarack Drive (continued from January 21, 1985 Planning Commission Meeting). Mr. Gailey presented the Staff report. This item had been held over from two previous Planning Commission meetings because no one had appeared at either of the previous meetings to represent the church. The chronology of the previous hearings and Staff's contact with the applicant was relayed to the Commission. Staff advised Mr. Rutledge, Education Chairman for the church, was in attendance that evening and had reviewed the Staff Report. Mr. Gailey advised that Staff was recommending approval of the extension for an 18 month period. The extra time period recommended by Staff (18 months vs. l2 months) was recommended to be linked to performance requirements to be imposed on the applicant. Conditions of Approval calling for additional planting and fencing were discussed. Mr. Rutledge addressed the Planning Commission and stated he was in agreement with the recommendations of the Staff Report. Chairman Alexander closed the public hearing. Cm. Petty questioned Staff as to the nature of additional landscaping being requested with this project. Mr. Gailey stated the desire is to establish some vertical relief through the use of trees and shrubs along the area of the parking lot and lawn. The required landscaping was not envisioned to be extensive, as it will not be desirable to require installation of landscaping that will possibly compromise, or be in conflict with, the church's long term expansion plans. Cm. Petty moved that the Commission approve PA 84-079 subjeet to the Conditions of Approval presented by Staff in the February 4, 198~ Staff Report. Cm. Mack seconded. Voice vote found all in favor of. RESOLUTION NO. 85-006 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF DUBLIN APPROVING PA 84-079 PARKWAY BAPTIST CHURCH REQUEST FOR A CONDITIONAL USE PERMIT TO ALLOW CONTINUED USE OF TWO EXISTING TEMPORARY TRAILERS AT 7485 VILLAGE PARKWAY Regular Meeting PCM-5-017 2/4/85 . . . . • ~ * * * * * UNFINISHED BUSINESS Subject: Review of State Regulations Regarding Signs Mr. Gailey presented the Staff Report and advised that the report had been supplied to the Commission in response to discussions at previous meetings regarding the impact of recent State Legislation covering on-premise advertising. A copy of the legislation had been supplied to the Commission as part of the Staff Report. Mr. Gailey summarized the major aspects of the legislation. * * * * * Subject: Information Regarding Child Abuse Program for Pre- Schools Mr. Gailey described the material forwarded for the Commission's review from Detective/Sergeant DiFranco. The transmittal memo from Sgt. DiFranco advised that the Dublin Police Services Crime Prevention has a program for child abuse that is available on request to pre-schools in the City of Dublin. The general discussion on this item by the Commission centered on two concerns; one that the availability of this program, and similar programs, be made to as wide a spectrum of groups as possible, and secondly, that programs targeted directly to children be pursued and offered on a regular basis. Mr. Gailey advised he would check with Det. Sgt. DiFranco as to the means and regularity that the City's preschools are advised of the availability of the existing program. Cm. Raley questioned Staff as to whether Conditional Use Permits for day cares or preschools reviewed by the Commission could be conditioned with a requirement mandating their Staff's to regularly participate in the program offered by the Dublin Police Department. Mr. Gailey advised that would probably be an appropriate condition, but could not be applied retroactively. ~ * * * * NEW BUSINESS Subject: Review of Regulations Regarding Mobilehomes in Single Family Zoning Districts Mr. Gailey described the material supplied to the Commisson dealing with Senate Bill 1960 regarding placement of mobilehomes in single family zoning districts. The support materials supplied with the Staff report were discussed. The support materials included two summaries of frequently asked questions involving this 1980 State Legislation {supplied by the Department of Housing and Community Development and the League of California Regular Meeting PCM-5-018 2/4/g5 t A f ~ • • Cities). Also included in the support material was a copy of a portion of the San Mateo County Zoning Ordinance dealing with single family dwellings. The Zoning Ordinance material was described as one approach to securing architectural design control over mobilehomes in single family residential districts. Discussion on this matter centered on the general characteristics of the City of Dublin and the likelihood as to whether a large number of requests to use mobilehomes in single family district would be received by the City in response to this legislation. The consensus of the Commission was that no special steps (in the form of possible Zoning Ordinance Text Amendments) were necessary in response to the State Legislation discussed. * * * * OTHER BUSINESS Mr. Gailey asked the individual Commission members to indicate whether they planned to attend the conference sponsored by the League of Caifornia Cities and whether they desired to have the City arrange hotel accomodations. Mr. Gailey advised that the next Planning Commission meeting would be held on Tuesday, February 19, 1985, at the Pleasanton Housing Authority Meeting Room in the Arroyo Vista Project at 6700 Dougherty Road.
