HomeMy WebLinkAbout8.1 Attch 4 Parking Assessment Tri-Valley YMCA CUP ~O D Public Works Department 19 ~V' 1~~ ~ ~ MEMORANDUM ~ r~ ~ DATE: January 31, 2011 TO: Marnie Waffle, Senior Planner FROM: Jaimee Bourgeois, Senior Civil Engineer (Traffic) SUBJECT: Parking Assessment for Tri-Valley YMCA Community Facility Conditional Use Permit PLPA-2010-00070 Tri-Valley YMCA has moved its administrative offices to the Sierra Trinity Business Park at 6693 Sierra Lane, Suite F, and has obtained a Zoning Clearance for Indoor Recreational Facilities. The applicant is now requesting a Conditional Use Permit for a Community Facility to expand their class offerings to include community-based programs. In addition to allowing community programs, a Conditional Use Permit is required to establish a parking standard for the Community Facility use since the City of Dublin Zoning Ordinance currently does not provide one. The purpose of this memorandum is to provide a recommendation for a parking standard for the Community Facility use. The proposed community programs include: • Volunteer Committees • Y Princesses Leadership • Holiday Camps ~ Y Trailblazers Leadership • Summer Day Camps • Parent Education 7 Support • Specialty Camps • Mommy & Me, Parent-Child Classes • Community Meetings • Building Futures Mentoring • Special Events • Teen Leadership Development • Youth & Government Delegation • FR Committee • Model United Nations Delegation • FR Campaign • Y Guides Leadership An anticipated programming schedule was provided by the applicant that estimates the days, hours and duration of when a variety of programs would take place, as well as the anticipated number and age of participants (Attachment 1). Community programs would be offered at various times throughout the day and evening Monday through Sunday. Upon comparing concurrent events at different times of the year, days of the week and hours of the day, I determined that peak parking demand would likely occur during the non-summer months (September through June) on weekday evenings, when the following programs may take place concurrently: • Community Meetings (year-round) - Wednesday and Thursday between 5pm and 8pm with a maximum of 20 adult participants. Assuming each adult participant drives and parks for the entire duration, 20 parking stalls would be required between 5pm and 8pm. ATTACHMENT 4 • Youth & Government Delegation (September to June) - Wednesday between 6pm and 8pm with a maximum of 30 youth participants. Assuming that most are dropped off and that half of the parents are present for drop-off and for pick-up at the same time at around 6pm and 8pm, respectively; there would be a demand fQr 15 parking stalls at 6pm and again at 8pm. • Parent Education & Support (September to June) - Two times per week between 7pm and 9pm with a maximum of 20 adult participants. Assuming each adult participant drives and parks for the entire duration and assuming that the program is held on Wednesday night (applicant only indicated that it would occur two times per week), 20 parking stalls would be required between 7pm and 9pm. The combined parking demand for these three programs if run concurrently would be 55 parking stalls around 8pm. Because the facility would contain three large meeting rooms (Open Activity Area, Activity Room C, and Activity Room D), it is reasonable to assume that three activities could occur simultaneously. It is therefore recommended that a parking standard of 55 stalls be applied for the Community Facility use component of the Tri-Valley YMCA to accommodate peak parking demand for community programs offered between 8am and 9pm.
