Regular Meeting - June 2, 1986
A regular meeting of the City of Dublin Planning Commission was
held on June 2, 1986, in the Meeting Room, Dublin Library, The
meeting was called to order at 7:00 p.m. by Cm. Mack,
Chairperson.

PRESENT: Commissioners Barnes, Burnham, Petty, Mack, and Raley,
Laurence L. Tong, Planning Director and Kevin J. Gailey, Senior
Planner.

Cm. Mack led the Commission, Staff, and those present in the
pledge of allegiance to the flag.

MINUTES OF PREVIOUS MEETING
The minutes of the regular meeting of May 19, were approved as
presented.

WRITTEN COMMUNICATION
Mr. Tong said the Commission had received several action letters,
including one for the K& B Silvergate Highlands Townhouses Site
Development Review, and one for an Administrative Conditional Use
Permit for Conklin Brothers. ~

PUBLIC HEARING
SUBJECT: PA 86-040 Ozzie Davis - Pontiac/Toyota
Car Dealerships Temporary Promotional
Advertising Displays (60-days)
Conditional Use Permit.
Cm. Mack opened the public hearing. Mr, Gailey advised that the
subject request was the first Conditiona~ Use Permit application
received since the Sign Ordinance Amendment had been acted upon
for use of temporary promotional advertising displays for a
maximum cumulative period of 60 days within a 12-month period.
He reviewed each of the Conditions of Approval proposed by Staff
to be applied to this permit-. He stated that during the past 12
months there has not been an excessive amount of use of the
temporary promotional advertising displays that were utilized.
He also advised that the City has not received any complaints
related to the displays. Mr. Gailey said Staff recommended
approval of the 60-day permit, but that for the purpose of
facilitating the administration of this and future permits, the
12-month period utilized should be shortened to a 10-month period
to encompass the time frames of the two Administrative
Conditional Use Permits recently approved for this site.
Mr. Davis expressed appreciation to the Staff for their efforts
in this regard, and stated that he could comply with Staff's
recommendations.
On motion by Cm. Raley, seconded by Cm. Barnes, and by a
unanimous voice vote, the public hearing was closed,
On motion by Cm. Petty, seconded by Cm. Burnham, and by a
unanimous voice vote, Resolution No. 86-024, approving the
Temporary Promotional Advertising Display Conditional Use Permit
for Ozzie Davis - Pontic/Toyota Car Delarship, PA 86-040, was
approved.

NEW OR UNFINISHED BUSINESS
SUBJECT: Annual Review of Capital Improvement
Program.
Richard Ambrose, City Manager, reviewed each of the categories
contained within the Proposed Five-Year Capital Improvement
Program (CIP). He advised that if the CIP is approved, it will
be effective from 1986 through 1991. He also advised that State
Law mandates the Planning Commission review the CIP and confirm
that it is in compliance with the City's General Plan. Mr.
Ambrose stated that the General Plan is revised every three
years, and that the majority of the projects contained within the
1986-1991 proposed CIP were already included in the current CIP
and were previously reviewed by the Planning Commission.
In response to inquiries from the Commission, Mr. Ambrose
clarified and elaborated on the following projects: purchase of
Police Vehicles, development of the Dougherty Hills Park, the
Sierra Court Southerly Extension, the Annual Street Overlay
Program, and the Dublin Boulevard Improvements-Northwest Frontage
at Clark Avenue.
After discussion, it was the unanimous consensus of the Planning
Commission that the Proposed Five Year Capital Improvement
Program, 1986-1991, is in compliance with the City's General
Plan.
SUBJECT: Planning Commission Meeting Format
Revisions
Mr. Tong said that at the previous Planning Commission meeting
the Commission was presented with drafts of the Dublin Planning
Commission Rules of Procedures, the Dublin Planning Commision
Procedures Summary and the Dublin Speaker Slip, He advised that
modifications have been made and copies provided to the
Commission. The Commission, by consensus, authorized the
incorporation of these items into the procedures for the Planning
Commission meetings.

OTHER BUSINESS
John Vanlandingham introduced himself as Marian Green's successor
for The Times; he will be covering the Planning Commission
meetings.

PLANNING COMMISSIONER'S CONCERNS
In response to an inquiry from Cm. Petty, Mr. Tong advised that
discussions are being held with Alameda County regarding the Camp
Parks annexation application, and he hoped to have additional
information on the status of this in the near future. He said
that, in regards to the area to the east of Dublin, formal
applications have not been submitted for annexation, but that
discussions have been held to determine what types of amendments
would be required if developments were proposed in the eastern
area.
In response to a question raised by Cm. Mack regarding the
proposal submitted by Hayward Fisheries, Mr. Tong said findings
of the Traffic Engineer were being reviewed, but that further
data had not been received from Hayward Fisheries.
Cm. Burnham inquired about the status of the Pulte Homes project-.
Mr. Gailey stated that he will contact the Applicants and advise
them that revised plans must be recieved by Wednesday, June 4th,
or it may not be possible to review them at the Planning
Commission meeting on the 16th of June. Cm-. Raley expressed
concern regarding the lack of response by the Applicants. Mr.
Tong reviewed several types of action the Commission could take
in regards to the Pulte Homes project if the Applicants have not
submitted plans prior to the Planning Commission meeting of
June 16, 1986.
Cm. Raley advised that he will not attend the August 23, 198$,
Commission meeting as he will be on vacation. Cm, Barnes advised
that she will be on vacation on July 7, 1986, and will not be in
attendance at that meeting.
Mr. Tong reminded Commissioners of the training session to be
held on Wednesday, June 11, 1986, at 6s00 p,m.
Cm. Petty asked who owned the swimming pool on the Dublin
Elementary School property, and in response Mr. Tong advised he
thought it was still owned by the School District.

There being no further business, the meeting was adjourned at
