Regular Meeting - March 17, 1986
A regular meeting of the City of Dublin Planning Commission was
held on March 17, 1986, in the Meeting Room, Dublin Li_brary. The
meeting was called to order at 7:30 p.m, by Cm. Mack,
Chairperson.

PRESENT: Commissioners Barnes, Burnham, Petty, Mack, and Raley,
Laurence L. Tong, Planning Director and Kevin J. Gailey, Senior
Planner.

Cm. Mack led the Commission, Staff, and those present in the
pledge of allegiance to the flag.

MINUTES OF PREVIOUS MEETING
The minutes of the regular meeting of March 3, 1986, were
approved as presented.

ORAL COMMUNICATION
None.

WRITTEN COMMUNICATION
Mr. Tong said the Statements of Economic Interest should be
completed and returned to the City Clerk's Office by April 1,
1986. He also said several communications had been received
regarding the Tri-Valley Citizens' Reveiw Committee, and that the
County Planning Staff will be issuing additional clarification
regarding the Committee in the near future. Mr. Tong said that
the City Councils of those cities participating on the Committee
will appoint Committee members. Mr. Tong stated that the
Commissioners had also received various action letters.

SUBJECT: 7.1 FA 85-041.1 and ,2 Villages at Alamo
Creek - Rafanelli & Nahas Real Estate Planned
Development (PD) Rezoning and Subdivison Map
(Tentative Map 5511).
Cm. Mack opened the public hearing. Mr. Gailey advised the
Commission that as a result of the Planning Commission meeting of
March 3, 1986, three areas of discussion remained open. He said
the Staff Report of March 17, 1968, attempted to provide
additional background information, and he referred to the eight
documents listed on page 2 of the Staff Report. He indicated
these documents were items necessitating formal response which
had been received in response to the January 31, 1986, Expanded
Initial Study or the Septemer 7, 1985, Notice of Preparation
document. Mr. Gailey stated that those eight documents would be
entitled "Responses to Comments" and would be incorporated into
the Expanded Initial Study.
Mr. Gailey said that Staff had met with the developer since the
meeting of March 3, 1986, at which time additional minor
adjustments to the recommended Conditions of Approval were
hammered out, and Staff was prepared to recommend approval of the
project. Mr. Gailey referred to Condition #86 of Exhibit B, and
said the Condition had been revised to allow, in certain
instances, the minimum separation between buildings to be reduced
from 20 to 15 feet, subject to review and approval by the
Planning Director through the site Development Review Process.
Mr. Gailey referred to the charts in Attachment 28 which were
prepared in response to the four-to-one consensus direction of
the Planning Commission at the March 3, 1986, meeting to modify
Village VII to a single family residential section, He advised
the Commissioners that Staff wanted to facilitate the
Commission's understanding of the magnitude of the impact on the
project such a change would have. Mr. Gailey reviewed the
revisions made to Condition #84, Exhibit B.
Mr. Nahas said the only issue with which he could not agree was
the modification of Village VII to a single family residential
area. He stated that he felt the development as submitted would
be in compliance with the General Plan. He expr'essed his desire
that Condition #1 of Exhibit B not designate the maximum number
of units until the Tentative Map for Village VII had been
submitted. Mr. Rafanelli concurred with Mr. Nahas' statements.

On motion by Cm. Raley, and seconded by Cm. Petty, and by a
unanimous voice vote, the public hearing was closed. Mr. Gailey
advised the Conditions suggested had been submitted for review by
the City Engineer, who suggested minor revisions which had been
incorporated into the draft Conditions.
Discussion centered around the General Provisions outlined on
page 2 of Exhibit B. In response to CmT Petty's suggestion that
the minimum average level lot pad size be specified at 6,000
square feet, Mr. Nahas stated that he did not believe the
suggestion to be in line with the_requirements of the General
Plan and that in his opi.~ion it would be inequi-table to apply
such a Condition to the project at this stage of the pracess. He
referred to the 90 acres of open space adjoining the site to the
west and the proposed park which would be placed at the entrance
of the project. He said that the site of the single family lots
could not be compared to the Ponderosa project.
Mr. Rafanelli expressed his concern regarding the change in
direction presented at the meeting, and stated that the
developer's ability to work with the City was impacted greatly by
the criteria which was being considered.
The Commission recessed at 9:10 p.m. and reconvened at 9:15 p.m.
Cm. Barnes expressed concern that the commercial center would
increase the traffic on Amador Valley Boulevard, and said she
would prefer to have the commercial center eliminated,
Mr. Gailey referred to the traffic study performed by TJKM, which
indicated the presence of the center should actually reduce the
amount of traffic in that area. Cm. Barnes also expressed
concern about potential loitering by students at the proposed
commercial center.
On motion by Cm. Raley, and seeonded by Cm. Petty, and by a
unanimous voice vote, the Planning Commission adopted the Resolu-
tion for the project as presented in Exhibit A, recommending that
a Mitigated Negative Declaration of Environmental Significance be
adopted for the project.

On motion by Cm. Raley, and seconded by Cm, Barnes, and by a
unanimous voice vote, the Planning Commission adopted the
Resolution as presented in Exhibit B, recommending approval and
establishment of findings and general provisions for subject
project upon amendment of the following items: l) eliminating
the citation of a specific number of dwelling units within
Condition #l; 2) indicating in Conditian #1 that the unit count
in Villages I through VI may vary from the numbers initially
proposed by a maximum of +5~; 3) in all appropriate places,
specifying that reference to Village VII be modified to provided
for development as a Single Family Residential Village with a
density not to exceed 6.O dwelling units per Gross Residential
Acre; and 4) replacing the phrase "provide useable side and rear
yard areas" in Condition #84 with "maximize useable side and rear
yard areas".
On motion by Cm. Barnes, and seconded by Cm: Raley, and by a
unanimous voice vote, upon the incorporation of necessary
amendments made to Resolution 86--013, Findings and General
Provisions, the Planning Commission adopted the Resolution as
presented in Exhibit C, recommending approval of Tentative Map
5511.

PLANNING COMMISSIONER'S CONCERNS
Cm. Barnes commented on the cyclone fence which had been
installed on the corner of Amador Va11ey Boulevard and Village
Parkway. Mr. Tong said this had been erected to discourage
vandalism while the property remains vacant, and said that the
property is for sale.
Cm. Mack said the Planning Commissioners Institute in San Diego
was very worthwhile.
Cm. Petty referred to the packets for the Downtown Study
Committee meeting and asked if the Commissioners were being
requested to attend. Mr. Tong said the paekets were provided for
informational purposes, and stated that attendance is not
required, but that the meetings were open to the public. He said
the next meeting will begin at 7:00 p.m. on Thursday, March 20,
1986.
On motion by Cm. Raley, and seconded by Cm, Barnes, and by a
unanimous voice vote, the Commissioners agreed to commence the
next meeting, April 7, 1986, at 7:00 p.m,., not to introduce new
issues after 10:30 p.m., and that unless an exceptianal need
arises, to adjourn the meetings at 11:00 p.m, It was agreed to
discuss this further at the next Planning Commission meeting.
