Regular Meeting - January 6, 1986
A regular meeting of the City of Dublin Planning Commission was
held on January 6, 1986, in the Meeting Room, Dublin Library.
The meeting was called to order at 7:32 p.m. by Cm. T~Iack,
Chairperson.

PRESENT: Commissioners Barnes, Petty, Mack, and Raley, Laurence
L. Tong, Planning Di~ector, and Maureen O'Halloran, Associate
Planner.

Cm. Mack led the Commission, Staff, and those present in the
pledge of allegiance to the flag.

MINUTES OF PREVIOUS MEETING
The minutes of the regular meeting of December 16, 1985, we~e
approved as submitted.

Mr. Tong said that several appealable action letters had been

PUBLIC HEARING
SUBJECT: 7.1 PA 85-104 Kaleidoscope Day Ca~e and Activity
Center Conditional Use Permit to continue operation of
a day care and activity center for a maximum of 44
youths, ages 3 to 21 years and older, at Fallon
Elementary School, 7425 Larkdale Avenue.
Maureen O'Halloran presented the Staff Report. She stated that
the request was similar to the one approved in 1983. She said
that the Day Care Center currently occupies the kinde~garten
classrooms from 1:30 to 6:00 p.m. Mondays through Fridays during
the school year, and from 7:00 a.m, to 6:00 p.m. during the
summer and on holidays. Ms. O'Halloran said that all parking, as
well as drop-off and pick-up of students, takes place on site,
and during the past two years the City had not ~eceived any
complaints regarding parking, traffic or noise related to the Day
Care Center. Ms. O'Halloran said Staff was recommending approval
for a period of four years.
Cm. Mack opened the public hearing. Evelyn King, Executive
Director of Kaleidoscope Day Care Center and Activity Center,
said she was in ag~eement with the Resolutions, and said she
would be available to answer any questions.
Cm. Raley moved, seconded by Cm. Barnes, and carried, that the
public hearing be closed. Cm. Mack asked if a nurse or medical
attendant was available on the site. Mrs. King said no, but that
none of the clients were considered medically fragile, and there
have been no problems in the past. She also said that the Family
Clinic would handle any emergency situations which may arise.
On motion by Cm. Raley, and seconded by Cm. Barnes, and by a
unanimous voice vote, the Planning Commission approved the
Resolution for the project as presented in Exhibit B adopting a
Negative Declaration for PA 85-104, Conditional Use Permit
Application to continue the operation of a day care and activity
center at Fallon School.
RESOLUTION NO. 86-001
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
ADOPTING A NEGATIVE DECLARATION FOR PA 85-104 KALEIDOSCOPE CENTER
COIVDITIONAL USE PERMIT APPLICATION TO CONTINUE OPERATION OF A DAY
CARE AND ACTIVITY CENTER AT FALLON SCHOOL
On motion by Cm. Petty, and seconded by Cm. Raley, and by a
unanimous voice vote, the Planning Commission approved the
Resolution for the project as presented in Exhibit C, approving a
Conditional Use Permit Application to continue operation of a day
care and activity center at Fallon School.

RESOLUTION NO. 85-002
A RESOLUTION OF THE PLANNING COMMISSION

APPROVING PA 85-104 KALEIDOSCOPE CENTER, A CONDITIONAL USE PERMIT
APPLICATION TO CONTINUE OPERATION OF A DAY CARE AND ACTIVITY
CENTER AT THE FALLON SCHOOL

NEW BUSINESS
SUBJECT: 8.1 Sign Ordinance: Graphic Appendix
Mr. Tong said a G~aphic Appendix had been prepared, which
included illustrations of the proposed revisions to the Sign
Ordinance as well as illustrations of existing conditions. He
also stated that the graphics did not in any way supersede or
revise the Ordinance.
Cm. Raley asked why A-frame signs were prohibited while "Open
House" signs were permitted. Mr. Tong said that the Planning
Commission had created a special exemption for "Open House"
signs; however, they may not be located on any public right-of-
way. He also said no other A-frame signs are permitted.
Mr. Tong said that the proposed revisions to the Sign Ordinance
could be placed on the City Council agenda as soon as the second
meeting in January.

UNFINISHED BUSINESS
Responding to a question from the Planning Commission, Mr. Tong
said the Annual Planning Commissioners' Institute Conference has
been scheduled for March 12th, 13th, and 14th, but at this time
no additional brochures have been received. Mr. Tong said he
will verify the dates of the Conference fo~ the Commission.

OTHER BUSINESS

COMMISSIONER'S CONCERNS
Cm. Raley said he did not plan to vote ~ositive on another
development in the City of Dublin until information has been made
available to the Commission on what schools would service the new
development. He said the~e is a major project forthcoming, and

he wanted to know how many children would reside in that project
and where those children would attend school. Cm. Raley stated
that he would also like to know which schools a~e open and which
are closed.
The Commission asked Mr. Tong to obtain a School Impact Analysis.
Cm. Raley asked that that information be cumulative, and said he
was particularly concerned about the students residing on the
west side of Dublin. Cm. Mack asked that the repo~t also include
the status of current enrollment.
A member of the audience asked what the status of the R. V.
Ordinance was. Cm. Mack said a public hearing will be held by
the City Council on Monday night, January 13th, at 7:30 p.m., at
the Shannon Center.
Mr. Tong said that the Commission had previously expressed
concern over vehicles offered for sale being parked at the
shopping center on Amador Valley Boulevard and Regional Street.
He said those vehicles have been moved to the Pac N Save parking
lot. Cm. Mack said this was still a concern, and asked that
Mr. Tong take appropriate action to eliminate the parking of
those vehicles on that lot.
Cm. Mack asked if a proposal for use of the old Valley Christian
Center site existed. Mr. Tong said he was not aware of any.
M~. Tong said a Conditional Use Permit for dance facilities at
the Dublin West Restau~ant may be on the next Commission agenda.
Cm. Mack asked Mr. Tong to provide the Commi~sion with copies of
the Planning Commission Handbook. Cm. Barnes said she has
purchased her own copy.
Cm. Petty asked if a replacement was being sought for
Mr. Alexander. Mr. Tong said that Councilmember Moffatt is
responsible for appointing a replacement for Mr. Alexander, and
it is possible he may make his selection by the next City Council
meeting.
Cm. Mack asked if anyone planned to attend the Real Estate
Forecast. No one planned to attend.
