Regular Meetinq - October 1, 1990
A regular meeting of the City of Dublin Planning Commission was
held on October 1, 1990, in the Dublin Civic Center Council
~ Chambers. The meeting was called to order at 7:30 p.m. by
Commissioner Burnham, Chairperson.

ROLL CALL
Present: Commissioners Barnes, Burnham, and Springer; Laurence
L. Tong, Planning Director; Maureen 0'Halloran, Senior Planner;
Ralph Kachadourian; Assistant Planner; and Gail Adams, Planning
Secretary.

PLEDGE OF ALLEGIANCE TO THE FLAG
Cm. Burnham led the Commission, Staff, and those present in the
pledge of allegiance to the flag.
ADDITIONS OR RE~IISIONS TO THE AGENDA

MINUTES OF PREVIOUS MEETING
The minutes of September 17, 1990 were approved.

PUBLIC HEARINGS
SUBJECT: PA 90-075 Torrey Pines Conditional Use Permit request
to erect and maintain an off-site directional tract
siqn for the Torrev Pines residential subdivision
located on a vacant lot on the east side of San Ramon :
Road, north of Dublin Boulevard and the Chevron
station.
Cm. Burnham opened the public hearing and asked for the staff
report.

Mr. Ralph Kachadourian presented the staff report to the
Commission. He indicated that Staff was recommending approval of
the Conditional Use Permit for the off-site directional tract
sign for the Torrey Pines residential subdivision.
Mr. Dale Mastel, RGM Advertising's representative, discussed the
"no parking" signs to be erected on the site that were required
by Staff. He indicated that Mr. Kachadourian had sent a letter
with the City's approved verbage and that he would be working on
getting those signs erected.
Cm. Burnham closed the public hearing.
On motion from Cm. Barnes, seconded by Cm. Springer, and with a
vote of 3-0 (two absent), the Planning Commission adopted
RESOLUTION NO. 90-058
APPROVING PA 90-075 TORREY PINES CONDITIONAL USE PERMIT FOR
USE OF A DIRECTIONAL TRACT SIGN LOCATED ON THE EAST SIDE OF
SAN RAMON ROAD, NORTH OF DUBLIN BOULEVARD (APN 941-305-34)
NEW OR UNFINISHED BUSINESS
. Mr. Tong indicated that there was a 25 minute video tape prepared
by ULI (the Urban Land Institute) called "Density by~ Design" that
was available for the Commissioners to view, if they liked.
The Commissioners indicated that they would be interested in
seeing the video.
The video presented several case studies of well designed medium
density detached single family dwelling unit projects.
Afterwards, the Commission and Staff discussed the pros and cons
of the video.
Cm. Barnes felt that the rear garages were a good idea. This way
cars would be eliminated from the street frontage.
Cm. Burnham felt that the rear garages were an inconvenience and
a waste of space. He would like to see more of a variety of
development.
OTHER BUSINESS
Mr. Tong indicated that at their October 8th meeting, the City
Council would be discussing the East Dublin workshops as well as
the West Dublin study session schedules.
PLANNING COMMISSIONERS' CONCERNS
Cm. Springer asked for the status regarding the parking problems
across from the JL Construction development.

Mr. Tong indicated that the Public Works and Police Departments
are monitoring the situation and the contractors had been
contacted.
Cm. Springer asked what the alternatives were; where would the
contractors be allowed to park?
Mr. Tong indicated that they would need to park on-site or make
other arrangements.
Cm. Burnham indicated that there were additional cars parked
~ across from the development this morning. He felt that the
developer was taking a lot of chances and would like to see
something done about the problem.
Cm. Burnham asked about the status of the wall signs on the back
side of the Bagel Bakery establishment. Are the signs allowed?
He indicated that all of the buildings had signs on the back side
of the building.
Ms. O'Halloran indicated that the plans had been amended for that
site and most of the signs on that site had been approved.
Cm. Burnham indicated that Bagel Bakery and Mail Box USA, Inc.
had signs facing San Ramon Road on a different building than
their businesses are located.
Ms. O'Halloran indicated that Staff would investigate.
ADJOURNMENT
There being no further business, the meeting was adjourned at
8:25 p.m.
