Regular Meetinq - February 5, 1990
A regular meeting of the City of Dublin Planning Commission was
held on February 5, 1990, in the Dublin Civic Center Council
Chambers. The meeting was called to order at 7:40 p.m. by
Chairman Burnham, Chairperson.

Schubert, Contract Planner; and Gail Adams, Planning Secretary.

SUBJECT: PA 90-003 Dublin San Ramon Services District I
Conditional Use Permit and Site Development Review
request to locate a 924 square foot office trailer
within the rear portion of the site located at 7051
Dublin Boulevard

Cm. Burnham opened the public hearing and asked for the Staff I

Ms. O'Halloran presented the Staff Report to the Commission
indicating that the Conditional Use Permit request was for a two-
year period and Staff was recommending approval.
Emil Kattan, Applicant, was in agreement with Staff's
recommendations.
Cm. Zika asked if the office trailer was temporary.
Mr. Kattan indicated that their office was overcrowded and the
trailer would be accommodating their engineering staff.
Cm. Zika asked what the Applicant's plans were after the two-year
time period.
Mr. Kattan indicated that he was unsure at the present time what
the plans were.
Ms. O'Halloran indicated that the Applicant had requested a two-
year time frame, however, Staff did not require a time limit on
the use permit. The Management Audit eliminated the time limit
requirement.
Mr. Tong explained that with the elimination of the time period
requirement on conditional use permits, the City's code
enforcement officer would be required on a yearly basis to make
sure that the use was not in violation.
Mr. Kattan explained that their billing system was now in-house
and with the additional computer equipment, as well as additional
staff, it was necessary to seek temporary quarters.
Cm. Burnham closed the public hearing.
Cm. Zika expressed his concerns and asked if any other
commissioner would like to see a two-year time limit placed on
the use permit.
Cm. Mack and Burnham preferred the conditions of approval to stay
as recommended by Staff.
On motion from Cm. Zika seconded by Cm. Mack, and with a vote of
3-0 (two absent), the Commission adopted

SUBJECT: Dublin Environmental Guidelines
Mr. Tong introduced Bob Schubert, Contract Planner, and indicated
that Mr. Schubert would present the Staff Report to the Planning
Commission regarding the Dublin Environmental
Guidelines.
Mr. Schubert indicated that the State of California Public
Resources Code Section 21082 requires that the City adopt
specific procedures to administer its responsibilities under the
California Environmental Quality Act (CEQA}.
Mr. Schubert indicated that the attached draft guidelines had
been prepared by the City Attorney. He explained the provisions
that were contained in the guidelines.
Mr. Schubert indicated that there was a change on page 14.
Item F should state that the Planning Commission or City Council
may hold the hearing. The Planning Staff would work with the
City Attorney's office on the precise wording.
Cm. Mack requested clarification on various items contained in
the document.
Cm. Mack indicated that there were various grammatical errors
contained in the document and that she had discussed this with
the Planning Secretary.
Cm. Burnham indicated that the numbering system within the "Table
of Contents" needed to be corrected.
On motion from Cm. Mack {with the change on page 14, item F; and
with various grammatical errors being corrected}, seconded by Cm.
Zika, and with a vote of 3-0 (two absent), the Commission adopted
RESOLUTION NO. 90-004
RECOMMENDING THE CITY COUNCIL ADOPT ENVIRONMENTAL GUIDELINES
FOR THE CITY OF DUBLIN
OTHER BUSINESS
Mr. Tong indicated that the Housing Element of the General Plan
needed to be updated. Bob Schubert and Maureen O'Halloran would
be working on the data that would need to be revised and/or
inputted.
Mr. Tong indicated that the revised Housing Element needed to be
adopted by July l, 1990. The Housing Element must include a
description of how the City made a diligent effort to invalve all
segments of the community in the preparation of the document.
Mr. Tong and Mr. Schubert discussed with the Commission various
ways to promote citizen interaction and input, such as public

notices in local newspapers, posting notices in various public
buildings, mailing notices to various enterprises, including
messages in utility billings, etc.
Ms. O'Halloran discussed various ways for the citizen's to give
their opinions and play an active role in addressing the various
issues. The deadline for the revised document is July lst which
means a written draft would need to be prepared by April.
The Planning Commission decided the first meeting would be held
March 5, 1990 at 6:30 p.m. (with the regular Planning Commission
meeting starting at 7:30 p.m.) and then continuing the citizen's
workshop to the next evening at 7:30 p.m. (Tuesday, March 6th).
Mr. Tong indicated that the City Council would be discussing
BART's proposals, the 1990-91 Community Development Block Grant
Fund issues, the Tri-Valley Transportation Committee issues, and
the APA Conference at the next meeting.
Mr. Tong indicated that the Planning Department had hired three
staff inembers - David Choy, Associate Planner; Carol Cirelli,
Associate Planner and Dennis Carrington, Senior Planner.
Mr. Tong discussed the upcoming Planning Commissioners' Institute
seminar that would be from March 21-23 in San Diego.
