Regular Meeting - June 17, 1991 A regular meeting of the City of Dublin Planning Commission was held on June l7, 1991, in the Dublin Civic Center Council Chambers. The meeting was called to order at ?:30 p.m. by Commissioner Burnham, Chairperson. * * * * ROLL CALL Present: Commissioners Barnes, Burnham, North, and Rafanelli; Laurence L. Tong, Planning Director; and Gail Adams, Planning Secretary * * * * PLEDGE OF ALLEGIANCE TO THE FLAG Cm. Burnham led the Commission, Staff, and those present in the pledge of allegiance to the flag. ADDITIONS OR REVISIONS TO THE AGENDA None MINUTES OF PREVIOUS MEETING The minutes of June 3, 1991 were approved. ORAL COMMUNICATIONS None WRITTEN COMMUNICATIONS None PUBLIC HEARINGS None NEW OR UNFINISHED BUSINESS SUBJECT: Review of the 1991-92 Update to the 1990-95 Capital Improvement Program (CIPl Mr. Tong indicated that, under State law, it was the function of the Planning Commission to review the Capital Improvement Program (CIP) for its conformity to the General Plan. Mr. Ambrose would be reviewing the CIP with the Commission this evening. Mr. Ambrose indicated that the Commission had reviewed last year's CIP and established its conformity to the General Plan. Mr. Ambrose reviewed the new pro~ects within the Park & Recreation section of the CIP. These included 1) 90 feet baseball diamond; 2) Shannon'Park well site; 3) the painting of the Shannon Center; 4) bleachers; 5) handicap playground equipment at Kolb Park; 6) kitchen floor replacement at the Shannon Center; and 7) design work for the Dougherty Hills Park. Mr. Ambrose indicated that because of the lack of development in the recent months, some of the previous priorities have been changed. For example, the San Ramon Road Phase IV pro~ect has been delayed nine months. Mr. Ambrose advised that the Commission's role was to make a determination to the conformity of the CIP to the General Flan and Staff was recommending the Commission take this action. Cm. Rafanelli asked how often the CIP was updated or re-prioritized. Mr. Ambrose indicated that it could be updated once a year or more, if the City Council felt that it was necessary. For example, the Silvergate/ Dublin Boulevard improvements had been authorized mid- year. Cm. North asked how the baseball field was used at Murray School. Mr. Ambrose indicated that the field was used for little league practice only. Cm. North felt that there were not enough softball fields located in Dublin. Cm. North questioned the impact on Dublin's water supply if DSRSD was to draw from wells. Mr. Lee Thompson, Public Works Director, indicated that Zone 7 had implied that there would not be too much draw from our water supply. Cm. Barnes questioned the need for a traffic signal at Brighton and Tamarack. Was there enough traffic in that area? Mr. Ambrose indicated that it was difficult to ~aneuver at the peak traffic hours. There have been pedestrian/bike accidents and the daytime traffic has increased substantially. The design has already been done. Cm. North felt that the signals would slow traffic down. Mr. Ambrose referred to the San Ramon Road/Alcosta intersection and indicating that before the signals were installed, the traffic was terrible. Burnham and Mr. Ambrose discussed the installation of bleachers at the softball field. Cm. Burnham asked what the status was regarding the Dublin Boulevard extension. Mr. Ambrose indicated that the appraisals were complete and it would take 2-3 weeks for the road design to be accomplished. The City would not be using any money at the present time. There was an agreement between the County, City of Dublin and City of Pleasanton and a loan from BART for 3.8 million would be available soon. The estimated completion of the road was the summer of 1992. On motion from Cm. Barnes, seconded by Cm. Rafanelli, and with a vote of 4-0, the Commission voted that the Capital Improvement Program was in conformity with the General Plan. OTHER BUSINESS Mr. Tong referred to the newspaper bins located on the Albertsons' site and indicated that they were in compliance with the Zoning Ordinance. The igloos would have to be relocated. Mr. Tong referred to the illegal real estate signs located along Dougherty Road and indicated that he was awaiting direction from the City Attorney's office in order to proceed. The City Attorney was currently on vacation for the rest of the week. Mr. Tong indicated that the City Council would be holding a special meeting on June 27th at 6:30 to review the CIP and 1991-92 Budget. PLANNING COMMISSIONERS' CONCERNS Cm. North asked if there was an approved use permit for the newspaper bins. Mr. Tong indicated that there was an existing Conditional Use Permit and there have been no complaints regarding the newspaper bins. Cm. Barnes indicated that the real estate signs for Shadow Creek had been removed; however the signs far the Heritage development were still there. She also indicated that she had observed several garage sale signs nailed onto telephone phones and felt that they looked very tacky. Mr. Tong indicated that the City~s maintenance crew normally picked up any illegal signs that they encountered on their routes. Cm. Barnes felt that an article regarding garage sales signs in the City's newsletter would be appropriate. Mr. Tong indicated that the Sign Ordinance did not have provisions for garage sale signs. Regular Meeting PCM-1991-63 June 17, 1991 [6-17min] ' ~ ~ Cm. Barnes felt that the City should look into making provisions for garage sale signs as well as vehicle signage. The ComYnission and Mr. Tong discussed the aesthetics of the soundwall projects along San Ramon Road and the I-680 Freeway. Cm. Burnham asked what the status was regarding the Roth Variance. Mr. Tong indicated that the item had been continued. The Applicant's plans were inaccurate and had to be revised. Cm. Burnham had concerns regarding the aesthetics of the residential wall constructed on Village Parkway. He indicated that some of the residents were adding extension to that wall. Mr. Tong indicated that the Zoning Ordinance provisions apply to private'fences allowing a fence to be a maximum of 6 feet. There are also special conditions where a fence on top of a retaining wall may be higher than 6 feet. If someone complained about the height of a fence, the City would investigate the problem. Cm. Burnham felt that there were enough laws regulating sign usage and he did not see a problem with putting up garage sale signs, if the signs were being taken down afterwards. The Commission and Mr. Tong discussed the Gateway Development pro~ect located in San Ramon and how it affected the City of Dublin and its residents. Mr. Tong indicated that the City of San Ramon had discussed the issues with Staff. San Ramon was to review the concerns, especially the traffic issues, and would be scheduling a meeting with the City of Dublin. Mr. Tong reviewed the history as well as the environmental review of the Gateway project with the Commission. The Commission and Mr. Tong discussed the new Downtown Specific Plan Review Task Force formed by the Council which would be focusing on the downtown policies from a retail perspective. Cm. Burnham felt that the Sign Ordinance was too strict and that some merchant's in general were displeased on the way the City was handling sign permits. The Commission and Mr. Tong discussed the possibility of mixed uses at the old Alpha Beta center. The center was too small for modern grocery ;store operations. Residential, retail and/or office development was a possibility.
