Reqular Meetinq - January 7, 1991 A regular meeting of the City of Dublin Planning Commission was held on January 7, 1991, in the Dublin Civic Center Council Chambers. The meeting was called to order at 7:30 p.m. by Commissioner Burnham, Chairpexson. * * * * ROLL CALL Present: Commissioners Burnham, Rafanelli and Zika; Laurence L. Tong, Planning Director; Maureen O'Halloran, Senior PZanner; and David K. Choy, Associate Planner. Absent: Commissioner Barnes * * * * ~ PLEDGE OF ALLEGIANCE TO THE FLAG Cm. Burnham led the Commission, Staff, and those present in the pledge of allegiance to the flag. ADDITIONS OR REVISIONS TO THE AGENDA None MINUTES OF PREVIOUS MEETING The minutes of December 17, 1990 were approved. ORAL COMMUNICATIONS None WRITTEN COMMUNICATIONS None PUBLIC HEARINGS SUBJECT: PA 90-025 Valley Nissan/Dodqe Conditional Use Permit request to allow the outdoor storaqe of new vehicles from the ad-jacent Va11ey Nissan/Dodge Automotive Dealerships on the western portion of the 1.8 acre site located at 5787 Scarlett Court Cm. Burnk~am opened the public hearing and asked for the staff ~ report. Regular Meeting PCM-1991-T January 7, 1991 [1-7min] . ~ ~ Mr. David Choy presented the staff report to the Commission. Staff recommended approval of the Conditional Use Permit application subject to the draft resolution of approval. Cm. Rafanelli asked Staff if a new Conditional Use Permit would need to be approved once the eastern portion of the site was constructed. Mr. Choy indicated that it depended on what the Applicant proposed to do on the site. The current Conditional Use Permit . would allow storage of vehicles on the west side of the site. Cm. Zika asked 5taff i€ once the Commission approved the Conditional Use Permit would it be good for the west side of the site regardless of what the Applicant did to the east side. Mr. Choy stated that the Applicant would be allowed to store his vehicles on the west portion of the site. If the Applicant returns the site to its original condition and decides to eliminate the storage of vehicles on the site, he would still be allowed to use that site for any permitted use in the M-1 zone. Mr. Bruce Qvale, Applicant, questioned the wording on Condition #5. He indicated that he might want to put signage on the property and asked if there would be a problem with that. Mr. Choy indicated that the sign would have to conform to the City's sign regulations. He referred to Condition #4 of the resolution. Mr. Qvale wanted to make sure that he wauld be allowed to park as many cars as possible on the site, with the approval of the Fire Department. Mr. Choy indicated that the Applicant would need to maintain the fire lanes at all times. The Commission had no problem with the Applicant's concern. Cm. Burnham referred to Attachment 2 and asked if the Applicant . would need to add new landscaping or if there was already an appropriate amount on the site. He felt that the site only needed to be cleaned up. Mr. Choy referred to Condition #9d and 9f. There are various repairs that need to be made to the existing landscaping. ,The Applicant will need to bring the current landscaping into compliance with the approved glans. Ms. O'Halloran indicated that the landscape plan shown on page 15 was the previously approved landscape plan for the site. Staff is not adding any new conditions, the Applicant needs to maintain what was previausly approved for the site. Regular Meeting PCM-1991-2 January 7, 1991 [1-7min] . _ ~ ~ Cm. Burnham closed the public hearing. On motion from Cm. Rafanelli, seconded Cm. Zika, and with a vote of 3-0, the Commission adapted RESOLUTION NO. 91-001 APPROVING PA 90-025 VALLEY NISSAN/DODGE CONDITIONAL USE PERMIT REQUEST FOR VEHICLE STORAGE IN THE M-1 ZONING DISTRTCT AT 5787 SCARLETT COURT NEW OR UNFINISHED BUSINESS None OTHER BUSINESS Mr. Tong reminded the Commission that on Saturday, beginning at 10:00 a.m., there will be a West Dublin field trip. The participants will be meeting at the Civic Center parking lot and will be traveling in 4-wheel drive vehicles. If it is raining an Saturday, the field trip will be cancelled. Mr. Tong indicated that at the upcoming Council meeting on January 14th, Council will be reviewing the Chrysler and Chevron appeal. ~ PLANNING COMMISSIONERS' CONCERNS Cm. Zika thanked the Planning Department for moving so swiftly on the United Hands application and asked Staff what the current status for the project was. Ms. O'Halloran indicated that the warning notice the Commission received was in two parts. The Applicant did not fulfill the first part of the request. The second part needs to go before the Commission on the January 22nd and at that time Staff would be making a recomrnendation on the application. Cm. Burnham indicated that the storage facility which was located behind the Valley Nissan property seemed to have concerns regarding the signs located on the fence for the PG&E and Dodge facility. Since the storage facility was not allowed to erect signs on the fence, he asked if these existing signs were allowed. Mr..Tong indicated that he was not familiar with the signs in question. He would have the Zoning Investigator take a look at them and if the signs were illegal, Staff would notify the property owners that the signs were not allowed. He asked Cm. Burnham indicated the signs were located at the south end of the entrance for the Valley Nissan property, coming off ot Scarlett Court. There were two or three signs bolted to the fence. Mr. Tong indicated that Staff would take a look at it. There was a provision in the sign ordinance regarding directional signage for parking areas, but there was a restriction in terms of the size of the signs.
