HomeMy WebLinkAbout01-13-2011 Approved HCAC MinutesCITY OF DUBLIN HERITAGE AND CULTURAL ARTS COMMISSION Minutes Januarv 13, 2011 The January 13, 2011 meeting of the Heritage and Cultural Arts Commission was called to order at 7:00 p.m. at the Dublin Civic Center, Dublin, California, by Mr. John Hartnett, Heritage and Cultural Arts Manager. PLEDGE OF ALLEGIANCE Mr. John Hartnett led the Pledge of Allegiance. ROLL CALL Commissioners (Cm.) Present: Commissioners Absent: ORAL COMMUNICATIONS Carr, Halket, Tutino, Hernandez Minniear, Vanderpool Ms. Caroline Soto, City Clerk, administered the Oath of Office to newly appointed Commissioner Pamela Hernandez. APPROVAL OF MINUTES Cm. Tutino made a motion to approve the minutes as presented. The motion did not receive a second due to the absence of additional Commissioners in attendance at the December 9, 2010 meeting. Commissioners Carr, Halket, Tutino, and Hernandez abstained from the vote due to their absence during the December 9, 2010 meeting. Therefore, the December 9, 2010 minutes will be considered for approval at the February 10, 2011 meeting. WRITTEN COMMUNICATIONS - None PUBLIC HEARING - None UNFINISHED BUSINESS - None NEW BUSINESS 8.1 ELECTION OF OFFICERS Mr. John Hartnett. Heritage and Cultural Arts Manager, presented the specifics of the item as outlined in the Staff Report. Mr. Hartnett opened the floor to nominations for Chairperson. Cm. Carr nominated Cm. Tutino. Cm. llalket seconded the nuniination. By a vote of 4-0-0, the Commission unanimously voted to elect Cm. Tutino as Chairperson. Mr. Hartnett opened the floor to nominations for Vice Chairperson. Cm. Carr nominated Cm. Halket. Chair Tutino seconded the nomination. By a vote of 4-0-0, the Commission unanimously voted to elect Cm. Halket as Vice Chairperson. H&CAC Minutes-January 13, 2011 Page 2 of 3 8.2 COMMITTEE APPOINTMENTS Mr. John Hartnett, Heritage and Cultural Arts Manager, presented the specifics of the item as outlined in the Staff Report. After brief deliberation, the Commission suggested the following Committee appointments: Oral History Program Steering Committee Representative: Steve Minniear Alternate: Pamela Hernandez On a motion by Vice Chair Halket, seconded by Chair Tutino, and by a vote of 4-0-0, the Commission unanimously voted to approve the appointments to the Oral History Program Steering Committee, and to delete the Art Selection Committee-Dublin Transit Center. 8.3 2011-2012 HERITAGE AND CULTURAL ARTS WORK PLAN Mr. John Hartnett, Heritage and Cultural Arts Manager, presented the specifics of the item as outlined in the Staff Report. Discussion regarding Work Plan # 2 - Conduct Monthly Events on Saturdays at the Heritage Park & Museums Cm. Carr asked if one sponsor would be needed per year. Mr. Hartnett explained that the amount and number of sponsorships could be determined once the anticipated program costs and revenues are determined. Vice Chair Halket asked if there would be resident and non-resident fees for the events. Mr. Hartnett stated that there would be one admission fee for all attendees. Chair Tutino asked about expanding the Heritage Center school tours to the fourth grade. Ms. Elizabeth Isles, Heritage Center Director, stated that Staff is considering expanding the tours to the fourth grade during the 2012/2013 Fiscal Year, Discussion regarding Work Plan #3 - Promote Rental of the Kolb Barn and Grounds Chair Tutino asked about the type of marketing that would be conducted. Mr. Hartnett stated that standard marketing with specialized seasonal marketing throughout the year would be conducted. Vice Chair Halket asked about the timing of the grand opening of the Dublin Historic Park and Museums. Mr. Hartnett stated that Staff anticipates that the grand opening will take place in late spring or early summer 2011. Discussion regarding Work Plan 44 - Establish an Att/Ceramic Studio in the Old Kolb House Chair Tutino asked if the art/ceramic studio would be able to accommodate a classroom of children for an arts or ceramics touring workshop during the school year. Ms. Isles stated that due to the modest size of the studio, classrooms may have to be divided into groups. Discussion regarding Work Plan #5 - Assume ownership of Camp Parks Collection and Conduct an Annual Exhibit Cm. Hernandez asked about the age of Camp Parks. INIs. Isles stated that Camp Parks was established in 1942. H&CAC Minutes — January 13, 2011 Page 3 of 3 On a motion by Chair Tutino, seconded by Vice Chair Halket, and by a vote of 4-0-0, the Commission unanimously voted to approve the 2011-2012 Heritage and Cultural Arts Work Plan as presented. OTHER BUSINESS 9.1 BRIEF INFORMATIONAL ONLY REPORTS FROM COMMISSIONERS AND/OR STAFF AND REPORTS BY COMMISSION RELATED TO MEETINGS ATTENDED AT CITY EXPENSE (AB1234). The Commission and Staff provided brief introductions for the benefit of newly appointed Commissioner Hernandez.
