FINANCIAL STATEMENT: Minor cost of signs. DESCRIPTION: At its regular meeting of May 12, 1986, the City Council requested that Staff review the legality and appropriateness of trucks being parked along Bellina Street near San Ramon Road. TJKMhas reviewed the street in the field and recon~nends that, because of sight distance problems, parking be prohibited on Bellina Street between San Ramon Road and the drainage channel (about 420 feet). This area is outside the residential portion of the neighborhood, there does not appear to be a need for either residential or con~ercial parking. and COPIES TO: Mr. Lyle Walters MEMORANDUM 4637 Chabot Drive, Suite 214 Pleasanton Ca. 94566 (415) 463-0611 DATE: May 21, 1986 TO: Lee Thompson, City Engineer City of Dublin FROM: Ty Tekawa SUBJECT: Large trucks parking on Bellina Street TJKM has investigated the problem of large' trucks parking on Bellina Street between San Ramon Road and Galindo Drive. Bellina Street is 42 feet wide and is approximately 550' in length. The primary problem area is along the north curb in front of Lucky Market, which is approximately 420' long. A drainage channel parallels the south curb. The channel runs along the back side of residences along Galindo Drive. Traffic is controlled on Bellina Street with stop signs at San Ramon Road and Galindo Drive. A double yellow centerline has been painted to delineate the three sharp curves along Bellina Street. The Lucky Market has three access driveways. The main driveway is about i00 feet from San Ramon Road. An intermediate driveway which is closer to the market is about 200 feet from the first driveway. The third driveway, is for deliveries to the back of the market and is at the apex of a curve about 75 feet from the second driveway. Large trucks and even passenger cars parked along the curves, near these driveways create a serious sight distance problem for traffic exiting the driveways. The middle driveway has virtually no visibility to drivers looking westerly. Because of the sharp curves along Bellina Street, parked trucks also cause a problem for through traffic. Through traffic would be able to maneuver more safely without the presence of parked trucks or cars. To Mleviate the sight distance problems and to make Bellina Street more driveable, we recommend that NO PARKING ANYTIME (R26) signs be posted on both sides of Bellina Street from San Ramon Road to the drainage channel crossing (420'+_). TT/nlc 157-001 PLEASANTON · SACRAMENTO' FRESNO · CONCORD AN CRDINANCE OF THE CITY OF DUBLIN ESTABLISHING TRAFFIC REGULATIONS The City Council of the City of Dublin does ordain as follows: Section 1. NO PARKING ZONES: Article 7, relating to "No Parking Zones" of the Alameda County Ordinance Code previously adopted by the City of Dublin is amended to read as follows: "Sec. 6-288.87 Bellina Street. On both the northerly and southerly curblines between San Ramon Road on the west to the northerly property line of the canal crossing Bellina Street on the east, a centerline distance of 350 feet." Section 2. IMMEDIATE EFFECT: This Ordinance shall take effect immediately upon its enactment because the adoption and immediate effect thereof is necessary in order to protect vehicular and pedestrian safety. Section 3. POSTING OF ORDINANCE: The City Clerk of the City of Dublin shall cause this Ordinance to be posted in at least three (3) public places in the City of Dublin in accordance with Section 36933 of the Government Code of the State of California.
