EXECUTIVE SUMMARY: '
The Dublin Ranch Street Light Pole Painting Contract (CIP No. 960023) provides for the
painting of 188 decorative street light poles in the Dublin Rarich Street Lighting Assessment
District (99-1).
FINANCIAL IMPACT:
The adopted Fiscal Year 2010-2011 total appropriations for this project were $113,150,
including design and inspection. Of this amount, $9,000 has been allocated for design and
inspection, $200 for miscellaneous, and $103,950 for improvements to be completed under this
Contract. The total amount of the base bid to be awarded is $30,395 and allowing fora 10%
contingency would create total contract costs ($33,434.50) that are below the amount budgeted.
The budget for improvements was based on the Engineer's Estimate, which was significantly
higher than the low bid due to higher cost estimates received prior to project development.

DESCRIPTION:
The Dublin Ranch Street Lighting Assessment District ("District") was established in 1999 to
accommodate the installation and maintenance of decorative street lights. When the District
was established, it was determined that once the decorative street lights were installed that the
lifespan of the paint would last approximately ten (10) years, at which time, revenue collected
through the assessment district fees would be utilized to fund a street light pole painting project.
The street light pole painting project consists of removing existing street signs, sanding and
cleaning the street light poles, painting the decorative street lights, and reinstallation of the
street signs upon completion of the project.
The Street Light Pole Painting Contract will include street lights located on the following streets,
as shown on the Location Map (Attachment 1):

The project went to bid on March 26, 201.1, and a total of twelve (12) bids were received on
April 5, 2011 (Attachment 2), with the low bid of $30,395.00 submitted by Color New Co. The
Engineer's Estimate was significantly higher than the low bid of $30,395 due to higher cost
estimates received for budgeting purposes for Fiscal Year 2010-2011. This is a new
improvement project, and staff had minimal information of the cost of this type of work to be
performed by a contractor. Staff has reviewed the bid results, checked references, and
necessary licenses, and recommends that the City Council adopt the Resolution (Attachment 3)
awarding Contract No. 11-04, Street Light Pole Painting Contract Color New Co., as the lowest
responsive bidder.
Staff expects the project to begin in early May 2011 and anticipates completion of the
improvements by June 30, 2011. Based on the low bid the total project remains less than the
original adopted budget.
NOTICING REQUIREMENTS/PUBLIC OUTREACH:
The City will mail notices one week in advance of the upcoming street light pole painting
improvements to all affected residents.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AWARDING CONTRACT N0.11-04,
STREET LIGHT POLE PAINTING CONTRACT TO
COLOR NEW CO.
WHEREAS, the City of Dublin did, on April 5, 2011, publicly open, examine, and declare
all sealed bids for doing the work described in the approved Plans, Specifications, and
Modifications for Contract No. 11-04, Street Light Pole Painting Contract, which Plans,
Specifications, and Modifications are hereby expressly referred to as a description of said work
and for all particulars relative to the proceedings under the request for bids; and
WHEREAS, said bids were submitted to the Public Works Director, who has reviewed
the bids to determine the lowest bid which was responsive to the requirements of the bid
documents;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby award Contract No. 11-04, Street Light Pole Painting Contract, to the lowest responsible
bidder therefore, to wit, Color New Co., at a bid of Thirty Thousand, Three Hundred Ninety-Five
Dollars, and zero Cents ($30,395), the particulars of which bid are on file in the office of the
Public Works Director.
BE IT FURTHER RESOLVED that the City Manager is authorized to execute the
Agreement.
