Ranch, Neighborhood L-4 (MSSH Dublin Development - Shea

FINANCIAL STATEMENT: MSSH Dublin Development - Shea Homes has provided a
Maintenance Bond in the amount of $248,856 to guarantee against
defects for one year. Once these improvements have been accepted,
the City will incur maintenance and street sweeping costs for the
City street improvements. Street light maintenance costs will be
paid by the Street Lighting Maintenance Assessment District 99-1.
Maintenance of landscaping between the sidewalk and back-of-curb
along the frontages of Antone Way and South Dublin Ranch Drive,
along the side yards of the lots on Devaney Drive, and within the
open space areas will be performed by a Community Homeowner's
Association.
DESCRIPTION: Dublin Ranch, Neighborhood L-4 (Tract 6959) is located in the
Eastern Dublin Specific Plan area at the southeast comer of South Dublin Ranch Drive and Antone Way.
Tract 6959 consists of 92 residential lots, as well as five common area parcels, one of which includes the
lower reach of the western drainage channel and multi-use trail. The improvements consisted of new
public roads, sidewalks, utilities, signing, striping, streetlights, landscaping and irrigation. This project
also installed sidewalks along the southerly frontage of South Dublin Ranch Drive between the easterly
boundary of Tract 6964 and Antone Way, and along the southerly frontage of Antone Way between South
Dublin Ranch Drive and the westerly boundary of Tract 6960. The improvements have been constructed
pursuant to the Tract Developer Agreement and to the satisfaction of the Director of Public Works.
The following regulatory traffic control devices will be accepted and approved as part of this project and
added to the City of Dublin Traffic Code:

A. Castleton Lane, Devaney Drive, North Forestdale Circle, and South Forestdale
Circle are designated as "Through Streets" (Traffic Code Chapter 6.08).
B. Stop control devices have been installed on the westerly approach of Castleton
Court at North Forestdale Circle / South Forestdale Circle, on the easterly
approach of Castleton Lane at North Forestdale Circle / South Forestdale
Circle, on the westerly approach of Castleton Lane at Devaney Drive, on
the westerly approach of Hartland Lane at North Forestdale Circle / South
Forestdale Circle, on the southerly approach of Longmeadow Place at South
Forestdale Circle, on the easterly approach of Saddlebrook Place at Devaney
Drive, and on the northerly approach of Devaney Drive at Antone Way (Traffic
Code Section 6.16.020).
At the time that the City and MSSH Dublin (Shea) Development, LLC executed the Tract Developer
Agreement, the developer provided a Performance Bond in the amount of $995,423 and a Labor and
Materials Bond in the amount of $995,423 to guarantee performance of the work. Now that the work
is complete, these bonds may be released in accordance with the authority contained in §66499.7 of the
Government Code, and replaced with a Maintenance Bond'in the amount necessary to guarantee the work
for a one-year period following acceptance. The developer has provided a Maintenance Bond in the
amount of $248,856, which is 25% of the original Performance Bond, and which is sufficient to guarantee
the one-year period upon acceptance.
Staff recommends that the City Council adopt the Resolution accepting the improvements and approving
the regulatory traffic control devices installed for Tract 6959 "Mayfield II".

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
ACCEPTANCE OF IMPROVEMENTS FOR TRACT 6959
(DUBLIN RANCH NEIGHBORHOOD L-4)
AND APPROVING REGULATORY TRAFFIC CONTROL DEVICES
WHEREAS, the subdivider of Tract 6959, filed on June 2, 2000 in Book 251 of Maps at Pages
39 - 43, previously entered into an agreement with the City of Dublin to improve said Tract in accordance
with plans and specifications on file with the City Engineer, said Tract identified as follows:
a) Subdivider: MSSH Dublin Development LLC (Shea Homes
Limited Partnership)
b) Tract Location: Southeast corner of South Dublin Ranch Drive and
Antone Way
c) Tract Size: 92 Single-Family Lots
d) Resolution Approving Agreement: 60-00, City of Dublin City Council
e) City Streets Affected: Devaney Drive, Hartland Lane, Longrneadow Place,
North Forestdale Circle, South Forestdale Circle, and
Saddlebrook Place
WHEREAS, the improvements associated with Tract 6959 are complete in accordance with said
plans and specifications, and any approved modifications thereto, to the satisfaction of the City Engineer;
and
WHEREAS, the developer has installed certain regulatory traffic control devices as a part of the
Tract improvements; and
WHEREAS, the original Performance Bond and Labor and Materials Bond can be released, in
accordance with the authority contained in §66499.7 of the Government Code of the State of California,
and replaced with a Maintenance Bond to guarantee the completed work for a one-year period following
· acceptance;
NOW, THEREFORE, BE IT RESOLVED that:
1. The improvements completed within said Tract are hereby approved and accepted subject
to a one-year guarantee period; and
2. The traffic regulatory devices installed by the developer are hereby included in the City of
Dublin Traffic Code, said regulatory devices to include the following:
a) Castleton Lane, Devaney Drive, North Forestdale Circle, and South Forestdale Circle
are designated as "Through Streets."
b) Stop control device installed at the westbound approach of Castleton Lane at Devaney
Drive.
c) Stop control device installed at the eastbound approach of Castleton Lane at North
Forestdale Circle/South Forestdale Circle.
d) Stop control device installed at the westbound approach of Castleton Court at North
Forestdale Circle/South Forestdale Circle.
e) Stop control device installed at the northbound approach of Devaney Drive at Antone
Way.
f) Stop control device installed at the westbound approach of Hartland Lane at North
Forestdale Circle/South Forestdale Circle.
g) Stop control device installed at the southbound approach of Longmeadow Place at
South Forestdale Circle.
h) Stop control device installed at the eastbound approach of Saddlebrook Place at
Devaney Drive.
3. The original Performance Bond issued by American Home Assurance Company (Bond No.
00-222-118) in the amount of $995,423.00 be released; and
4. The original Labor and Materials Bond issued by American Home Assurance Company
(Bond No. 00-222-118) in the amount of $995,423.00 be released; and
5. The submitted Maintenance Bond issued by American Home Assurance Company (Bond
No. 00-222-118-A) in the amount of $248,856.00 be accepted as security for the aforesaid
one-year maintenance period, said period to commence on this date and terminate on 21 st
day of January, 2004.
