HomeMy WebLinkAbout03-21-2011 Approved PCSC MinutesPARKS AND COMMUNITY SERVICES COMMISSION REGULAR MEETING Minutes CITY OF DUBLIN March 21, 2011 The March 21, 2011 Regular Meeting of the Parks & Community Services Commission was called to order at 7:01 p.m. at the Dublin Civic Center, Dublin, California, by Chair Elias. PLEDGE OF ALLEGIANCE Chair Elias led the Pledge of Allegiance. ROLL CALL Commissioners (Cm.) Present: Elias, Boboc, Jones, Mack, Reinemann, Totaro Commissioners Absent: None ORAL COMMUNICATIONS 3.1 BRIEF INFORMATIONAL ONLY REPORTS FROM SENIOR CENTER AND YOUTH ADVISORY COMMITTEES Senior Center Advisory Committee Ms. Diane Bonetti, Senior Center Advisory Committee Chairperson, reported that the Committee welcomed its newest member, Lee Sandeman, to the Committee. She further reported that the Committee would be hosting its second annual picnic event at Emerald Glen Park; reviewed its mission, vision and values; discussed various types of outreach programs; discussed ideas for a fashion show event; and the met with the Youth Advisory Committee regarding the Intergenerational Car Show on April 23, 2011. Youth Advisory Committee - None 3.2 PUBLIC COMMENTS - None APPROVAL OF MINUTES - February 23, 2011 On a motion by Cm. Mack, seconded by Cm. Boboc, and by a vote of 4-0-2, the Commission voted to approve the February 23, 2011 minutes as presented. Cms. Reinemann and Totaro abstained from the vote due to their absence during the February 23, 2011 Special Meetings. WRITTEN COMMUNICATIONS - None PUBLIC HEARING - None UNFINISHED BUSINESS - None NEW BUSINESS 8.1 SPECIAL EVENTS SURVEY Mr. John Hartnett, Heritage and Cultural Arts Manager, presented the specifics of the item as outlined in the Staff Report. P&CSC Meeting Minutes - March 21, 2011 Cm. Mack suggested merging the key elements of both ideas into one event titled "Oktober Blues Fest." Cm. Boboc asked about the events planned for this year and Mr. Hartnett informed Cm. Boboc of the upcoming events for this year, including the Farmer's Market, Grand Opening of the Heritage Park and Museums, and the planned monthly events at the Heritage Park and Museums. Cm. Boboc asked why the name of the proposed event would be changed from "Day on the Glen." Mr. Paul McCreary, Assistant Director of Parks and Community Services, explained that Staff would like the name of the proposed event to provide a more recognizable description of the type of event and activities offered at the event. Cm. Boboc stated that his preference for the proposed event is an Oktoberfest because it would have a wider range of popularity. Vice Chair Totaro asked about the administration of the Special Events Survey. Mr. McCreary stated that 3000 survey invitations were sent out via email and over 10% responded. Vice Chair Totaro stated that he likes the idea of the Blues and BBQ Fest or an event themed around music and food. Cm. Jones stated that he prefers an Oktoberfest event that perhaps incorporates a chili cook-off event. Cm. Reinemann stated that he likes the idea of the Oktoberfest that is combined with a BBQ cook-off or a chili cook-off. He further suggested incorporating local youth bands for entertainment. Chair Elias asked if the proposed Oktoberfest would be held around the same time as similar events in neighboring cities. Mr. Hartnett stated that Staff would work towards avoiding coinciding with similar events held in neighboring cities. Chair Elias stated that he prefers an Oktoberfest event because it would appeal more to families with children. He suggested adding additional elements to the event, such as a food cook-off, that would incorporate a local flavor to the event, as well as entice attendees to stay at the event longer. The Commissioners provided the following votes for their proposed event preference: Blues and BBQ Fest - Vice Chair Totaro Oktoberfest - Chair Elias, Cms. Boboc, Jones, Reinemann Oktoberfest/Blues and BBQ Fest combination - Cm. Mack 8.2 MAP OF HERITAGE PARK AND MUSEUMS Ms. Elizabeth Isles, Heritage Center Director, presented the specifics of the items as outlined in the Staff Report. The Commission expressed delight with the potential event components. Chair Elias, Vice Chair Totaro and Cm. Jones stated that they prefer that the event not be held during the Fourth of July weekend so that the event does not compete with other activities occurring during that holiday weekend. Chair Elias asked about the route for the proposed Kolb Tractor-pulled wagon rides. Ms. Isles stated that the Kolb Tractor would be driven on the concrete walkways or roads adjacent to the Park. Chair Elias suggested adding the video content of the moving of the Kolb building to the City's website if possible. P&CSC Meeting Minutes — March 21 ' 111 Vice Chair Totaro asked about media coverage for the proposed event. Ms. Isles stated that Staff would compose a press packet for the proposed event. OTHER BUSINESS 9.1 BRIEF INFORMATION ONLY REPORTS FROM PARKS & COMMUNITY SERVICES COMMISSIONERS AND/OR STAFF Cm. Jones reported that he attended the St. Patrick's Day Festival and Parade. Vice Chair Totaro reported that he met with the coach of the Dublin High School Varsity Soccer Team/ Vice President of the Dublin United Soccer League regarding how the organization could assist the City in moving forward with the next phase of Fallon Sports Park, specifically the soccer fields. Ms. Diane Lowart, Parks and Community Services Director, stated that Staff would be reporting to the City Council next month on the costs associated with studying changes to the phasing of the Park. Vice Chair Totaro expressed a concern about groups using the sports fields for commercial purposes and suggested that Staff take this into consideration for future sports field fee amendments. Mr. McCreary stated that Staff would bring a report on amendments to the sports field fees to the Commission in summer or early fall. Cm. Mack reminded the Commission about the upcoming meeting regarding the design alternatives for the new park in the Positano development. Chair Elias reported that he attended the St. Patrick's Day Festival. He expressed concern that the "no dogs" rule at the Festival may not be reaching some Festival participants. He suggested having a dog sitting area so that attendees who bring dogs can still enter the Festival. In addition, he suggested that Staff consider adding seating areas near the sloped areas near the soccer fields at Fallon Sports Park. Ms. Lowart and Mr. McCreary provided program and project updates.
