Thompson, Public Works Director 1) Resolution 2) Bid results Adopt resolution awarding Contract 02-20 to Steiny & Co. The construction budget for Phase 1 of this project is $100,000. The low bidder is Steiny & Co. with a bid of $56,000. The cost of Phase 1 is proposed to be paid by Street Light Maintenance Assessment District 83-1 (Fund 710). DESCRIPTION: On December 3, 2002, the City Council authorized Staff to solicit bids for Contract 02-20, Street Light Pole Replacement, Phase 1. This is the first phase of a proposed five-year project to replace the old painted steel street light poles in subdivisions that were constructed in the 1960's. These ungalvanized poles have deteriorated over time and many are corroded to the point of needing replacement. Approximately eight poles that were severely rusted have been replaced over the past two years through the City's street light maintenance contract with Alameda County. The City incurs some liability exposure from the condition of these poles, and it was recommended in the 2002-03 Capital Improvement Program to begin replacing all of the remaining 386 poles. Staff recently conducted a pole condition survey for all of the poles in the subject area and identified 40 poles that appear to be in the worst condition and will be replaced in the first phase of this project. Most of the poles to be replaced this year are located in the area east of I-680, near Davona Drive. The new poles will be galvanized steel, which has an estimated life span of 60 years or more and will reduce ongoing maintenance costs by eliminating the need to paint the poles every five years. A total of 14 bids were received for this project. The low bidder is Steiny & Co. with a bid of $56,000. Since the amount bid, plus contingency, is still significantly less than the amount budgeted, Staff will consider increasing the number of poles to be replaced in the Phase 1 project. Staff has reviewed the bid documents and is familiar with the low bidder's work. WHEREAS, the City of Dublin did, on January 7, 2003, publicly open, examine, and declare all sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for Contract 02-20, Street Light Pole Replacement, Phase 1, authorized by the City Council on December 3, 2002, which Plans, Specifications, and Modifications are hereby expressly referred to for a description of said work and for all particulars relative to the proceedings under the request for bids; and WHEREAS, said bids were submitted to the City Engineer, who has recommended that the bid hereinafter mentioned is the lowest and best bid for doing said work; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby award City of Dublin Contract 02-20, Street Light Pole Replacement, Phase 1, to the lowest responsible bidder therefor, to wit Steiny & Co., with a bid of Fifty Six Thousand Dollars ($56,000), the particulars of which bid are on file in the Office of the City Engineer.
