SUBJECT: Public Hearing: Speed Studies Regarding San Ramon
Road, Hansen Drive, Betlen Drive, Tamarack Drive, Penn
Drive, Dublin Blvd. , and Dougherty Road

FINANCIAL STATEMENT: Approximately $500 to install the four speed limit
signs recommended for locations on Hansen, Betlen, and
Tamarack.
DESCRIPTION:
In recent meetings of the Dublin Traffic Safety Committee, one of the
items of discussion has been speed limits and the problems encountered by the
police department in issuing citations.
The vehicle code sets a "prima facie" speed limit of 25 m.p.h. for
residential streets that are less than 40 feet in width, have only one traffic
lane in each direction, and have not more than one-half mile of uninterrupted
length. The police department is entitled to use radar on these streets for
the purpose of determining traffic speed for issuance of citations. Speed
limits on streets that do not meet the above criteria must be justified by an
engineering and traffic survey where enforcement involves the use of radar to
measure the speed of the traffic.
Some residential streets in Dublin are, in fact, over 40 feet in width
and therefore had to be surveyed in order for the police department to use
radar for enforcement of the 25 m.p.h. speed limit. These are Hansen Drive
west of Amarillo, Betlen Drive west of Circle Way, Tamarack Drive east of
Village Parkway, and Penn Drive north of King Way. In addition some non-
residential streets were required to be surveyed because of changes in design
or traffic control. These are Dougherty Road north of Amador Valley Blvd. ,
which was recently widened to four lanes; and Dublin Blvd. east of Sierra
Court, which recently received a new traffic signal. It was also discovered
that San Ramon Road north of Silvergate had not been surveyed as a part of any
of the recent studies.
The survey results are attached to this report. TJKM does not recommend
changing any speed limits from those presently utilized. The speed limit on
this section of Dougherty Road was 45 m.p.h. prior to reconstruction. It is
currently posted as a 25 m.p.h. construction zone. The developer will be
required to provide the 45 m.p.h. signage as part of the improvements.

SUBJECT: Speed Study - Selected Streets Over 40' Wide
This submittal supersedes the memorandum on the same subject dated February 3, 1987
For enforcement by radar, engineering and traffic studies are not needed for "local"
streets and roads. One of the conditions defining a local street is that its width not be
greater than 40 feet. The streets listed in Table I are local streets except that they are
wider than 40 feet and have not had a speed study conducted on them within the last five
years: (Dublin Boulevard and Dougherty Road are included in these studies only to
determine the appropriate speed limit after recent street improvements.) The table is a
summary of the data gathered during our radar spot speed survey. Our recommended
speed limit is also shown. The computer-produced data sheets are attached. Also attached
are criteria for speed studies.
Following is an explanation for the recommended speed limits for each street section:
San Ramon Road North of Silvergate Drive
The posted speed limit southbound on San Ramon Road at Alcosta Boulevard is 40 miles
per hour (mph). The speed limit northbound from Dublin Boulevard to Silvergate Drive
is 35 mph. North of Silvergate Drive, the speed limit changes to 40 mph. Although the
85th percentile speed is 50 mph and there are no access points onto San Ramon Road
except at public cross streets; the existing posted speed limit of 40 mph should be retained
for the following reasons: San Ramon Road is a two-lane undivided road and has steep
embankments on either side. The existing speed limit northbound from Dublin Boulevard
to Silvergate Drive is 35 mph. This speed limit may need to be increased to 40 mph to
make the entire street section from Dublin Boulevard to Alcosta Boulevard a uniform
speed. The 5 mph differential between 35 mph and 40 mph should be avoided. Further,
after San Ramon Road is widened, another speed survey along the entire length of
San Ramon Road should be conducted.
Hansen Drive West of Amarillo Road
The posted speed limit is 25 mph. The development in the area is entirely single family
residential. The road has several curves, parking is allowed along both sides, and there
are numerous driveways. Except for its width, the street is a typical low volume
residential street and for that reason, should remain at 25 mph. A 25 mph sign should be
installed eastbound entering Hansen Drive near Silvergate Drive.
Betfen Drive West of Circle Way
There were no posted speed limits on Betlen Drive between Silvergate Drive and Hansen
Drive. The development along the street is single family residential and parking is
allowed on both sides of the street. There are numerous driveways along the street.

Except for its width (47 feet) Betlen Drive is a typical low volume residential street and a
speed limit of 25 mph is appropriate. Signs should be posted at Silvergate Drive and at
Hansen Drive.
Tamarack Drive East of Village Parkway
Tamarack Drive is posted for 25 mph eastbound from Village Parkway. There is no
posted speed limit westbound from Brighton Drive. The street is striped for one lane of
traffic in each direction. The surrounding development is single family residential and
there is an elementary school situated about halfway between Village Parkway and
Brighton Drive. There are several school crosswalks across Tamarack Drive
Because of the residential nature of the area and the presence of the school fronting
Tamarack Drive, the speed limit should remain 25 mph and a speed limit sign should be
installed westbound from Brighton Drive.
Penn Drive North of King Way
Penn Drive is in a single family residential neighborhood. There is a school located on _
this street and several crosswalks have been painted across Penn Drive. There are
numerous driveways and on-street parking is allowed. The speed limit should remain at
25 mph as posted.
Dublin Boulevard East of Sierra Court
Dublin Boulevard-.is posted for 35 mph. The speed survey was conducted to check speeds
after the street improvements were completed near. Sierra Court. Because the critical
speed westbound is 38 mph and because there is a school nearby, it is recommended that
the speed limit near Sierra Court remain. at 35 mph to conform with the rest of Dublin
Boulevard.- .
Dougherty Road North of Amador Valley Boulevard
The radar speed survey was conducted to determine the speed limit for the recently ,completed street improvements on Dougherty Road north of Amador Valley Boulevard to
the north City limits. This section of roadway is now widened to four lanes. Both ends
of the sections transition down to two lanes. North of the City limits, warning signs
reading "ROUGH ROAD 25 MPH" are posted. South of Amador Valley Boulevard the
posted speed limit is 35 mph.
The new section of Dougherty Road has been posted for 25 mph and construction signs
have also been installed with supplemental 25 mph signs. These V signs obviously have no
effect on drivers since the recorded critical (85th percentile) speeds were 59 mph . -
northbound and 53 mph southbound. Fiftieth percentile speeds are 45 mph northbound
and 47 mph southbound. It is recommended that the section be posted 45 mph. This
speed is an appropriate transition from the 35 mph limit south of Amador Valley V
Boulevard.
