A RESOLUTION OF THE PLANNING COMMISSION
OF THE GITY OF DUBLIN
APPROVING A MASTER SIGN PROGRAMfSITE DEVELOPMENT REVIEW FOR WALL
SIGNS AND DIRECTIONAL SIGNS AT DUBLIN HYUNDAI

WHEREAS, the .Applicant, Guy Houston, on behalf of Dublin Hyundai, has filed an
application for a Master Sign Program/Site Development Review to amend an existing Master
Sign Program adopted for the Valley Auto Center (PA 95-006) which Dublin Hyundai now
occupies;
WHEREAS, the Valley Auto Center Master Sign Program was approved by Planning
Commission Resolution 95-18 on May 15, 1995 and established a comprehensive and
coordinated signage program for the automotive sales and service uses located at the Valley
Auto Center; and
WHEREAS, the Valley Auto Center originally included a variety of automobile
dealerships including Nissan, Dodge, Audi and Volkswagen and the Master Sign Program
ensured that all signage was coordinated; and
WHEREAS, Valley Auto Center was subsequently renamed Dublin Auto Center and. is
now occupied by solely by Dublin Hyundai; and
WHEREAS, in accordance with the Dublin Hyundai Site Development Review approval
for exterior modifications to the existing buildings (PLPA-2010-00463), ali signage for Dublin
Hyundai shall conform to a Master Sign Program; and
WHEREAS, Dublin Hyundai is requesting to install new wall signs and freestanding
directional signs; and
WHEREAS, the proposed signage for Dublin Hyundai does not conform to the existing
Valley Auto Center Master Sign Program and therefore a new Master Sign Program is being
requested; and
WHEREAS, the proposed Master Sign Program for Dublin Hyundai. will supersede and
replace the existing VaNey Center Master Sign Program with the exception of the Electronic
Readerboard Freestanding Sign which shall be subject to the original Master Sign Program
approval in Planning Commission Resolution 95-18; and
WHEREAS, the California Environmental Quality Act (CEQA), together with State
Guidelines and City Environmental Regulations required that certain projects be reviewed for
environmental impacts and that environmental documents be prepared; and
WHEREAS, the Project is exempt from further environmental review pursuant to Section
15311(a) of the State CEQA Guidelines which exempts the construction or replacement of minor
structures accessory to existing commercial facilities, including on-premise signs; and
WHEREAS, a Staff Report was submitted to the City of Dublin Planning Commission
recommending approval of the Master Sign Program/Site Development Review request; and
WHEREAS, the Planning Commission held a public hearing on said application on April
12, 2011; and
and
WHEREAS, proper notice of said hearing was given in all respects as required by law;
WHEREAS, the Planning Commission did hear and consider all said reports,
recommendations and testimony herein above set forth and used its independent judgment to
evaluate the project.
NOW, THEREFORE, BE IT RESOLVED that the City of Dublin Planning Commission
does hereby make the following .findings and determinations regarding the Master. Sign
Program/Site Development Review for new wall signs- and directional signs:
A. The proposal is consistent with the purposes of Chapter 8.104, with the General Plan and
with any applicable Specific Plans and design guidelines in that: (1) the Master Sign
Program promotes an orderly, attractive and harmonious signage program that serves to
.identify the Dublin Hyundai auto dealership; (2) the Master Sign Program is consistent
with the Scarlett Court Design Guidelines which encourage wall signs and directional
signage; (3) the wall signs are consistent with the Scarlett Court Design Guidelines which
encourage the logical placement of signs on the building and wall signs A, B and C are
uniformly placed near the western edge of the building facade creating a consistent look
throughout the site; and, (4) the directional signs are consistent -with the Scarlett Court
Design Guidelines as they direct people to the appropriate service on site and include a
simple design to clearly direct people to their destination.
B. The proposal is consistent with the provisions of Title 8, Zoning Ordinance in that: (1)
Chapter 8.34 (Scarlett Court Overlay Zoning District) requires that all signage be subject
to Site Development Review and a complete application for Site Development Review
has been submitted for new wall signs and freestanding directional signs; and, (2) the
walls signs and freestanding directional signs are substantially consistent with Chapter
8.84 (Sign Regulations) with respect to sign height, length and square footage while still
allowing for unique and attractive identification of the auto dealership.
C. The design of the project is appropriate to the City, the vicinity, surrounding properties
and the lot in which the project is proposed in that: (1) the new signage will complement
the existing enhancements to the building facade and result in an attractive and effective
means of identifying the auto dealership; and, (2) all wall signs will. be internally
illuminated to provide an appropriate amount of visibility of the auto dealership after dusk;
(3} all light sources for wall signs will be adequately shielded so as .not to cause glare or
light spilt over onto adjacent roadways or properties.
D. The subject site is physically suitable for the type and intensify of the approved
development in that: (1) the site has been designed for automobile sales and service
uses and the new wall signs and freestanding directional signs support the use which has
been approved for the site by providing appropriate identification of the business
conducted and services rendered there.

E. Impacts to existing slopes and topographic features are addressed in that: (1) the site is
fully improved and generally flat with no significant slopes or topographic features and the
installation of new wall signs and freestanding directional signs will not require any
grading.
F. Architectural considerations including the character, scale and quality of the design, site
layout, the architectural relationship with the site and other buildings, screening of
unsightly uses, lighfing, building materials and colors and similar elements result in a
project that is harmonious with its surroundings and compatible with other development in
the vicinity in that: (1) the Master Sign Program promotes an orderly, attractive and
harmonious signage program that serves to identify the Dublin Hyundai auto dealership;
and, (2) the new signage will complement the existing enhancements to the building
facade and result in an attractive and effective means of identifying the auto dealership.
G. Landscape considerations, including the location, type, size, color, texture and coverage
of plant materials, and similar elements have been incorporated into the project to ensure
visual relief, adequate screening and an attractive environment for the public in that: (1)
the freestanding directional signs will be located in landscape planters and the project
has been conditioned that these landscape planters be maintained with live plant material
in an attractive manner at all times.
H. The site has been adequately designed to ensure proper circulation for bicyclists,
.pedestrians and automobiles in thaf: (1) the location of the freestanding directional signs
will- facilitate on-site circulation by directing customers to their desired destination (i.e.
sales, service, etc) in an effective and efficient manner.
I. The Master Sign Program's contribution to effective and attractive identification of
businesses, services and uses and the design quality of the site and surrounding area
will be superior to the quality that would result under the regulations and standards of
Section 8.84.040 (Sign Development Regulations), Section 8.84.050 (Signs Subject To
Permits), Section 8.84.110 (Regulations For Wall Signs And Projecting Signs), and
Section 8.84.120 (Freestanding Sign General Regulations) in that: (1) the. signage will
result in overall uniformity of design, which would not be the case under the standard
provisions.
J. All of the proposed signs for the automobile dealership are compatible with the. style or
character of existing improvements on the site and are well related to each other in that:
(1) the Master Sign Program promotes an orderly, attractive and harmonious signage
program that serves to identify the Dublin Hyundai auto dealership; and, {2) the new
signage will complement the .existing enhancements to the building facade and result in
an attractive and effective means of identifying the auto dealership.
K. All of the proposed signage generalfy conforms with the Design Criteria in Section
8.84.060 in that: (1 })all wall signs are of an appropriate height to be visible and legible
during daylight hours and will be internally illuminated to provide an appropriate amount
of visibility after dusk; (2) freestanding directional signs have been placed on-site to
facilitate circulation of vehicles to their desired destination (i.e. sales or service); (3) all
wail signs have been designed at an appropriate scale to the building and contrast in
color with the background to provide optimal visibility; (4} all light sources for wall signs
will be adequately shielded so as not to cause glare or light spill over onto adjacent

roadways or properties; and, (5) all wall signs will be flush mounted to the building so that
the supporting structure of the signs are not visible.
BE IT FURTHER RESOLVED that the City of Dublin Planning Commission does hereby
approve a Master Sign Program/Site Development Review for new wall signs and freestanding
directional signs at Dublin Hyundai as shown on the project plans date stamped received by
Dublin Planning on March 16, 2011 subject to the following conditions:.
CONDITIONS OF APPROVAL
Unless stated otherwise, all Conditions of Approval shall be complied with prior to the issuance
of building permits and shall be subject to Planning Division review and approval. The following
codes represent those departments/agencies responsible for monitoring compliance of the
conditions of approval: [PL] Planning; [B] Building; [PO] Police; [PW] Public Works; [ADM]
Administration/City Attorney; (FIN] Finance; [PCS] Parks and Community Services; [F] Dublin
Fire Prevention; [DSR] Dublin San Ramon Services District; [LDD] Livermore Dublin Disposal;
[CO] Alameda County Department of Environmental Health; [Zone 7] Alameda County Flood
Control and Water Conservation District, Zone 7; [LAVTA) Livermore Amador Valley Transit
Authority; and [CHS] California Department of Health Services.

Prior to:
GENE RAL
1. Approval. This Master Sign Program/Site PL On-going Planning
Development Review approval for PLPA-2011-
00004 amends and supersedes the Master Sign
Program approved by Planning Commission
Resolution 95-18 for the Valley Auto Center located
at 6015 and 6085 Scarlett Court as it pertains to
wall signs and freestanding directional signs. The
existing Electronic Readerboard Freestanding Sign
shall remain subject to the original Master Sign
Program approval in Planning Commission
Resolution 95-18.
This Master Sign Program/Site Development
Review approval is for a comprehensive signage
program for Dublin Hyundai including wall mounted
signage and freestanding .directional signs. All
signage installed shall conform to this Master Sign
Program approval and the plans prepared by
DSIGNART, dated received by the Planning
Division on March 16, 2011 stamped approved and
on file in the Communi Development Department.
2. Permit Expiration. Construction or use shall PL 2 years DMC
commence within two (2) years of Permit approval from 8.96.020.D
or the Permit shall lapse and become null and void. approval
Commencement of construction or use means the
actual construction or use pursuant to the Permit

approval, or demonstrating substantia{ progress ___
toward commencing such construction or use. If
there is a dispute as to whether the Permit has
expired, the City may hold a noticed public hearing
to determine the matter. Such a determination may
be processed concurrently with revocation
proceedings in appropriate circumstances. If a
Permit expires, a new application must be made
and processed according to the requirements of
the Ordinance codified in this subsection.
3. Time Extension. The original approving decision- PL 2 years DMC
maker may, .upon the Applicant's written request for from 8.96.020.E
an extension of approval prior to expiration, and approval
upon the determination that any Conditions of
Approval remain adequate to assure that
applicable findings of approval will continue to be
met, grant a time extension of approval for a period
not to exceed 6 months. All time extension
requests shall be noticed and a .public hearing or
public meeting shall be held. as required by the
particular Permit.
4. .Clarifications to the Conditions of Approval. In PL On-going Planning
the event that there needs to be clarification to the
Conditions of Approval, the Community
Development Director has the authority to clarify
the intent of these Conditions. of Approval to the
Applicant without going to a public. hearing. The
Community Development Director also has the
authority to make minor .modifications to these
Conditions of Approval without. going to a public
hearing in order for the Applicant to .fulfill needed
improvements or mitigations resulting from impacts
to this roject.
5. Modifications. All signage shall be subject to PL On-going Planning
review by the Community Development
Department for conformance with this Master Sign
Program. Modifications to this Master Sign
Program and/or to the specific conditions stated
herein may be considered by the Community
Development Director pursuant to Chapter 8.104
(Site Development Review) of the Dublin Zoning
Ordinance.
6. Approval Subject to Review. This approval shall PL On-going Planning
be subject to periodic review by the Community
Development Director to determine compliance
with the conditions of approval. Any violation of the
terms or conditions of this approval may be subject
to the issuance of a citation.

7. Revocable for Cause. ..This Master Sign PL On-going. Planning
Program/Sign Site Development Review approval
shall be revocable for cause in accordance with
Chapter 8.84 (Sign Regulations) of the Dublin
Zonin Ordinance.
8. Repair of Building Wall. If tenant signs change, PL On-going Planning
all mounting holes from previous signs shall be
repaired and walls repainted to match existing
conditions prior to installation of the new signs. If
tenant space ceases to operate for (90) ninety
days, all tenant signs shall be removed and
mounting holes and walls shall. be repaired and
re ainted.
9. Temporary Promotional Signs. Prior to the PL On-.going .Planning
display of any Temporary Promotional Signs. for
special advertising and or promotional needs a
Zoning Clearance for Temporary Promotional
Signs shall be applied for and approved by the
Community Development Department in
accordance with Chapter ..,8.84 (Sign Regulations)
of the Dublin Zonin Ordinance.
10. Prohibited Signs. .The use of any A-Frame, PL On-going Planning
portable or sandwich board signs on-site or within
the ublic ri ht-of-wa is prohibited.
11. Vehicle Signs. Any vehicles displaying signage PL On-going Planning
shall conform to the requirements of Chapter 8.84
(Sign Regulations) of the Zoning Ordinance.
PLANNING
12. Zoning Clearance for Permanent Signs.- Prior to T PL Installation Planning
installation of any signage a Zoning Clearance for of any
Permanent Signs shall be applied for and approved .signs
by the Community Development Department. The
type, size, illumination and location of all signs shall
be consistent with the approved Master Sign
Pro ram.
13. Sign Maintenance. All signs shall be well- PL On-going Planning
maintained in an attractive manner and in
accordance with the approved plans. Lighting
mechanisms which burn out shall be replaced in a
timely manner. Any chipping, cracking or
weathering of signs shall also be repaired in a
time) manner.
14. Landscaping. The freestanding directional signs PL On-going Planning
shall be located in a landscaped planter that shall
be maintained with live plant material in an
attractive manner at all times.
BUILDING
15. Building Codes and Ordinances. All project B Through Building
construction shall conform to all building codes and Completion

ordinances in effect at the time of building permit
issuance.
16. Building Permits. To apply for building permits, B Issuance Building
Applicant/Developer shall submit five (5} sets of of Building
construction plans to the Building Division for plan Permits
check. Each set. of plans shall have attached an
annotated copy of these Conditions of Approval
The notations shall clearly indicate how aH
Conditions of Approval will or have been complied
with. Construction plans will not be accepted
without the annotated resolutions attached to each
set of plans. Applicant/Developer wily be
responsible for obtaining the approvals of all
participation non-City agencies prior to the
issuance of buildin permits.
17. Construction Drawings. Construction plans shall B Issuance Building
be fully dimensioned (including building elevations) of Building
accurately drawn (depicting all existing and Permits
proposed conditions on site), and prepared .and
signed by a California licensed Architect. or
En ineer.
