FINANCIAL IMPACT: Not Determined. RECOMMENDATION: Staff recommends the City Council defer final approval of the request until such time that the Orchard Garden Phase of the Dublin Heritage Park and Museums is underway. ~J~ Lv~ Submitted by: Parks and Community Services Director ~- - Reviewed by: Assistant City Manager ~~ Page 1 of 2 ITEM NO. ~•~ BACKGROUND: Correspondence has been received from Dublin resident Janet Lockhart requesting consideration by the City Council to place a plaque at the Dublin Heritage Park and Museums to recognize the contributions of Dave and Bea Burton. As described in Mrs. Lockhart's letter (Attachment 1), the Burtons were some of the first residents in the Silvergate area of Dublin, and for many years shared their bounty of fruit from their backyard fruit trees with the neighborhood. Mrs. Lockhart envisions planting a small grouping of trees to represent the orchards that once sat on the grounds of the Heritage Park and Museums, and to dedicate the grouping of trees to the Burtons. It should be noted that there are four future phases of the Dublin Heritage Park and Museums, including a phase which includes an orchard (Attachments 2 and 3). The Orchard Garden, as described in the Dublin Historic Park Master Plan, will be the physical heart of the park. It is defined by a grid of wa{nut trees, spaced 30 feet apart, as in orchards typical of the area before urbanization. A grid of paths straddles the spaces between the trees. These paths represent "Culture Walks" and "Diversity Streams". The Culture Walks describe the various cultures that have settled Dublin, while the Diversity Streams describe the many traditions and ways of life that each of these cultures expresses uniquely. Within the Orchard Garden are also distinct sub-spaces: • Rancho Playground • Diversity Border Garden • Past Time Pool • Landscape Memory Walls • Artifact Cubes The estimated cost for the Orchard Garden Phase is $3.9 million. At this time there is insufficient funding to move forward with this Phase. If desired by the City Council, a plaque could be included in the Orchard Garden Phase as requested by Mrs. Lockhart. However, Staff would recommend that a final decision on wording and placement be deferred until such time that the Orchard Garden Phase moves forward. It was always my vision as Mayor, when Dublin began work on defining this land as our Heritage Park, to include an area in the park where we preserved our past history by planting a small grouping of trees to represent the orchards that sat on that piece of land and served everyone from early settlers such as the Kolb Family, to the early 1960's. It was also my earnest desire to see that grouping of trees dedicated to one of our first City Council Members and his wife. Dave and Bea Burton were some of the first residents in the Silvergate area, and for many years shared their bounty of fruit from their many backyaxd fruit trees. Dave picked the fruit and Bea spent days canning and preserving it not just for their use, but for their entire neighborhood. It is this spirit of giving and sharing that has made Dublin such a warm, friendly community. It is nice to know it was modeled by our very first City Council. Dave and Bea are both gone now, but their fruit trees live on in their former home, and neighbors still share their bounty. Dave and Bea's daughter Linda Carcione and her husband Tony are still in the area and remember with great fondness the generosity of her parents with their community. It would mean so much to the Burton family and their many neighbors and friends if they were remembered forever in our Heritage Park with a plaque near the trees and a dedication to the spirit of sharing that exists in our community today.
