PA 99-004, Tri-Valley SPCA, Approval of building colors

FINANCIAL STATEMENTi-' None
DESCRIPTION:
The Oakland SPCA has proposed a new animal'adoption and education ~cility to be located on the
northwest comer of Bamet Boulevard and Gleason Drive. The facility would provide a low. cost
spay/neuter clinic, education, animal training and placement services. The following entitlements: a
Conditional Use Permit, Site Development Review and Development Agreement have been approved for
the project.
At a.Public Hearing on December 7, 1999 the City Council expressed concern over the bright accent
colors proposed for the building. The City Council directed staff to work with the applicant to choose
softer more earth tone colors and present the revised color palette to the Council for final approval.
The revised color, material board and colored elevations will be presented at'the City Council meeting.
These materials are also available at the Planning Department if you wish to review the building colors
prior to'the meeting. Please note, the colored drawings show an approximation of the colors, whereas, the'
colOr' board shows the actual shades proposed.
ANALYSIS:
Original Colors:
Strong vibrant colors including dark green, brick/burgundy, purple and dark mustard were originally
proposed for the building (refer to original color board). The majority of the building walls were
proposed to be finished with dark mustard and light grey. The brick/burgundy color was selected to finish
the exterior of the exhibit room. The'dark green and mustard was chosen to enhance the pop-out stucco,
and metal window surrounds, trim details with the roof-mounted metal screen being painted purple.

Revised Colors:
The dark mustard and purple have been eliminated from the revised color palette. The mustard has been
replaced by a warm beige color. The dark green and brick/burgundy has been replaced with softer more
muted.tones of green and terra cotta. The exterior walls will be painted with the warm beige and light grey
colors. The exterior of the eXhibit room will be finished with terra cotta. The green will primarily be used
for the pop-out stucco and metal window surrounds, trim details, awnings and doors. The creamy white
will also be used to accent the metal window surrounds. The roof-mounted metal screen has been
eliminated from the building design.
The architect, George Miers & Associates, proposes to test the color shades on a mock-up panel prior to
construction. The location of the mock-up is shown on the revised color palette.
CONCLUSION:
The bright, vibrant exterior building colors proposed for the SPCA facility have been replaced with softer
more muted earth tones that will complement the surrounding natural and built environment.
RECOMMENDATION:
Staff recommends that the City Council receive staff presentation, deliberate, and approve the revised
color palette for the Tri-Valley SPCA project, PA 99-004.
