A regular meeting of the Dublin City Council was held on Tuesday, May 3, 2011, in the City
Council Chambers of the Dublin Civic Center. The meeting was called to order at 7:16:24 PM
by Mayor Sbranti.

Proclamation for Ms. Kathv Rosselle, Wells Middle School Principal

The City Council presented a proclamation to Ms. Kathy Rosselle on her upcoming retirement
as Principal of Wells Middle School and congratulated her on her dedicated service to the
Dublin community.

Acceptance of Gifts to Citv from St. Patrick's Dav Sponsors

The City Council presented certificates of recognition to sponsors who provided monetary as
well as in-kind donations to support the City's 2011 St. Patrick's Day Festival.
On motion of Cm. Swalwell, seconded by Vm. Hart and by unanimous vote, the City Council
recognized the sponsors and formally accepted the contributions.

2011 National Bike Month

Administrative Analyst Erin Steffen presented the Staff Report and advised that during National
Bike Month, a series of regional events such as Bike to Work Day were organized by the East
Bay Bicycle Coalition to promote the use of alternative modes of transit. This presentation was
intended to update the City Council on the City's involvement with National Bike Month events
taking place in Dublin and in the Tri-Valley area.
The City Council presented the proclamation declaring the month of May as National Bike
Month in the City of Dublin.

Mayor Sbranti asked about the timing of the energy audit in regard to Item 4.6, Authorization to
Enter into an Agreement with Chevron Energy Solutions to Conduct an Energy Audit.
City Manager Pattillo stated the audit was only on component.
Senior Administrative Analyst Roger Bradley stated Staff was looking to begin the audit
immediately, once approved. It should be completed by August.
Vm. Hart asked the status of the Arroyo Vista project in regard to Item 4.12, Approval of Tract
Improvement Agreement for Tract 7943, Arroyo Vista (KB Homes). ~
City Manager Pattillo stated the City had issued a demolition permit yesterday, May 2, 2011.
There were also financial mechanisms being worked out.
On motion of Cm. Swalwell, seconded by Vm. Hart and by unanimous vote, the City Council

Citv of Dublin Water Efficient Landscape Ordinance

Mayor Sbranti opened the public hearing.
Environmental Specialist Martha Aja presented the Staff Report and advised that Assembly Bill
(AB) 1881 directed the Department of Water Resources to update the Model Water Efficient
Landscape Ordinance. Local agencies had the option to either adopt the updated State Model
Ordinance or adopt a different Ordinance that was at least as effective in conserving water as
the updated Model Ordinance. If a local agency takes no action, the updated State Model
Ordinance takes effect as if it were adopted. The City of Dublin has elected to prepare a Water
Efficient Landscape Ordinance. The City's Ordinance was based on the updated Model
Ordinance; however, slight modifications have been made to the Model Ordinance to make it
specific to Dublin. The City's Draft Ordinance is at least as effective in conserving water as the
State's Model Ordinance

Cm. Biddle asked if the City's model had to be sent to the State for its review.
Ms. Aja stated the City was required to send it to the Department of Water Resources however,
they did not approve or deny it. All the ordinances would be posted on the Department's
website.
Vm. Hart asked about fees. How much would it cost for a single-family dwelling?
Ms. Aja stated with the homeowner-installed landscape, the threshold was 5,000 square feet.
There were very few areas within the City that would trigger a fee because the ordinance
threshold only took into account the landscaped area.
No testimony was received by any member of the public relative to this issue.
Mayor Sbranti closed the public hearing.
On motion of Cm. Hildenbrand, seconded by Cm. Swalwell and by unanimous vote, the City
Council waived the reading and introduced an Ordinance Deleting Dublin Municipal Code
Chapter 8.88 relating to Water-E~cient Landscaping Regulations and Adopting a New Chapter

UNFINISHED BUSINESS
Update on the Dublin Farmers' Market

Economic Development Director Linda Maurer presented the Staff Report and advised that
Staff would provide the City Council with an update on the planned activities for the Farmer's
Market, beginning on May 12, 2011.
Cm. Hildenbrand asked about organic farms' participation in the Farmers' Market.
Ms. Maurer stated there was one local, organic farm that she knew would be in attendance.
Vm. Hart asked if Staff had identified the hits on the City's website for the Farmers' Market and
if there was the capability to identify hits for other City's pages.
Ms. Maurer stated yes. The City had been looking at the traffic that had been tracked for the
last six months since the website launch. There had been a significant increase in traffic to the
City's website. The City would also monitor the subscribers for specific pages of the website.

NEW BUSINESS
Consideration of Dublin Historic Preservation Association's
Proposal for a Preview Partv of Dublin Heritaqe Park and Museums

Director of Parks and Community Services Diane Lowart presented the Staff Report and
advised that the City Council would consider allowing the Dublin Historical Preservation
Association (DHPA) to have a preview party at the Dublin Heritage Park and Museums on
Sunday, June 26, 2011, 4:00 p.m. to 7:00 p.m.
Cm. Hildenbrand stated this would allow some members of the DHPA to attend this preview
event that could not attend the grand opening in July.
Steve Lockhart, Chair of the DHPA, stated this was a celebration for the City Councilmembers,
past and present, and City Staff.
Mayor Sbranti stated he appreciated the recognition of City Councilmembers and Staff but the
City would not be at this point without the DHPA. They were a catalyst for this project. It was a
mutual celebration.
On motion of Vm. Hart, seconded by Cm. Swalwell and by unanimous vote, the City Council
approved a temporary permit for use of the Heritage Park and Museums by DHPA for the
Preview Party and allowed DHPA to serve alcoholic beverages at the party.

City Manager Pattillo stated Dublin Pride would be kicking off this Saturday, May 7, 2011.
Cm. Biddle stated he attended the East Bay Division Bocce Tournament, the City Car Show,
the Nissan Car Dealership opening, an Alameda County Transportation Commission meeting,
and a Waste Management Board meeting.
Vm. Hart stated he attended the East Bay Division Bocce Tournament and the City Car Show.

Cm. Hildenbrand stated she attended the East Bay Division Bocce Tournament and a
Livermore Amador Valley Transit Authority (LAVTA) meeting.
Cm. Swalwell stated he attended the East Bay Division Bocce Tournament and would be in
attendance at the Dublin Pride event and the Senior Center Volunteer luncheon.
Mayor Sbranti stated Dublin Pride Week would start on Saturday, May 7, 2011 at Emerald Glen
Park and included a Health and Fitness Challenge. He stated he attended the City Car Show, a
LAVTA meeting and the Dublin Partners in Education (DPIE) art awards night. He also
attended the Tri-Valley Mayor's and City Managers meeting.
