HomeMy WebLinkAbout8.1 Soundwall Treatment~ CITY OF DUBLIN AGENDA STATEMENT City Council Meeting Date: August 24, 1987 SUBJECT: Selection of Type and Facia Treatment for Masonry Soundwal.ls - Amador Valley Blvd. and San Ramon Road EXHIBITS ATTACHED: 1) Slides to be presented at the meeting, together with relative costs 2) Copy of notice to property owners RECOMMENDATION: 1) Review Staff presentation 2) Receive input from public " 3) Give Staff direction regarding soundwall type and facia design FINANCIAL STATEMENT: Approved CIP budgets for 1987-88 (Construction only) Amador Valley Blvd. $ 96,250 or $70.00/ft. installation (part 6-ft., part 8-ft.) $35.00/ft. demolition of existing fence and paving in front of the fence. San Ramon Road $ 192,500 or $70.00/ft. (primarily 8-foot high walls) The cost estimates for the various walls to be presented at the Council meeting wi11 be given in cost per foot for a six-foot wall for each of three manufacturers. These estimated prices range from $50.00 to $90.00 depending upon the facia design. DESCRIPTION: The City Council approved combining two soundwall projects for Fiscal Year 1987-88's Capital Improvement Program. These are (1) the replacement of the deteriorated wooden fences along Amador Valley Blvd. between Village Parkway and Stagecoach Road for those properties which back onto Amador Valley, and (2) the addition of soundwalls along the east side of San Kamon Road as a mitigation for noise impacts from the improvement of San Ramon Road between Silvergate Drive and Alcosta Blvd. This proposed project does not include the improvement to the wood fences on the west side of San Ramon Road nor the~short sound barrier at the proposed east shoul_der of the improved San Ramon Road, both of which will be handled separately. The action being requested at this time is establishment of the type of masonry wa11 and the exterior face design, not precise determination of the height or location elements. The next step in the process for the Amador Valley Blvd. wall wi11 be to solicit easements from those properties which~back onto Amador Valley between Village Parkway and Stagecoach Road. Once the Federal Highway Administration approves the San Ramon Road,improvement environmental document, Staff will request approval from the City Council regarding the location and size of the walls, and then for authorization to advertise for bids for the combined projects. ~ Staff has met with representatives from three prefabricated masonry wall manufacturers and obtained cost estimates and taken pictures of a number of wa11s. The manufacturers are Printex, Sierra Precast, and Best Block/Tomax. ITEM NO... `m ,' COPIES T0: ~ a ~,- Two firms construct 4-inch thick concrete precast walls, while the third builds their wall of hollow concrete blocks and fills the voids with reinforcing bars and mortar. City Engineering Staff will make a presentation to the City Council at the regular meeting of August 24th regarding the various fascia treatments and types of soundwalls that may be appropriate for these locations and ask for the Council's direction toward selecting the type of wall to be constructed. (The wooden walls proposed for the west side of San Ramon Road will not be discussed at this meeting.) This letter is being sent to those residents and property owners whose rear or side property line adjoins the east side of San Ramon Road or whose rear property line adjoins Amador Valley Blvd. between Village Parkway and Stagecoach Road. You are invited to attend this City Council meeting to view the presentation and provide input toward the selection of the wall design.
