These items are as follows: 1 Installation of a crosswalk at Brighton Drive and Mansfield Avenue on the south side of Brighton Drive; 2 Signage to slow traffic; 3 Painting of "SCHOOL ZONE - SLOW" in the street; and 4) Utilization of high school driver education students as crossing guards during the noon break. ?JKM does not recommend installation of the crosswalk nor additional pavement legends. They do recommend installation of Standard 25-mile-per-hour speed limit signs at two locations' on Brighton Drive. The use of high school students as crossing guards is not recommended at this time. Our responses are as follows: A crosswalk at the intersection of Brighton and Mansfield on the south leg of the intersection is not recommended because students should walk south on Brighton on the east side of the street to Tamarack. At Tamarack and Brighton, students can cross at the existing school crosswalk on the northside of Tamarack. See attached figure. 2a. It is recommended that a standard R2-25 mph sign be installed on Brighton at two locations: 1) for southbound traffic between Langmuir Lane and Darian Court and, 2) for northbound traffic between Amador Valley Boulevard and New Castle Lane. See attached figure. 2b. Although the Caltrans Traffic Manual indicates on page 10-3 that the school crosswalk warning signs (W66/W66A) be located at the crosswalk, it is recommended that they remain at their present location to serve as advance warning signs. There presently are pavement legends reading "SLOW - SCHOOL XING" in advance of the existing school crosswalk on Brighton Drive at Tamarack Drive for both northbound and southbound traffic. This message is the standard school area warning pavement legend. Therefore no additional pavement legends are recommended. Utilizing high school students as crossing guards may be possible either as adult crossing guards or as school safety patrols, The school district and the Dublin Police Department would have to jointly agree to establish school safety patrols. The Dublin Police Department is currently considering this request. MD/nlc Attachment 157-001.1MD PLEASANTON · SACRAMENTO' FRESNO' CONCORD / Traffic Manual CHOOL AREA PEDESTRIAN L '~iFETY 10-3 C The delay to school pedestrians may be considered excessive when the number of adequate gaps in traf- fic during the period students are using a crossing is less than the number of minutes in that same time period. When adequate gaps occur less frequently than an average of one per minute, some form of school pedestrian safeW measure is needed. Information developed from field studies will de- termine the safety measures that are justified at the crossing. Types of school pedestrian safety measures include: 1. Warning signs and markings. 2. Variable speed limits. 3. Intersection stop signs. 4. Flashing yellow beacons. 5. Traffic control signals. 6. Remove visibility obstructions. 7. School safety patrol. 8. Adult crossing guard. 9. Pedestrian separation structures. 10. Pedestrian walkways along the roadway. 11. Pedestrian walkways separated from the roadway. 12. Parking controls and curb-use zones. 13. Bus transportation. Some warrants to be used as guidelines for their application are discussed throughout this chapter. Signs and Markings 10-04 10-04.1 Signs- General Only permanent-type uniform traffic signs ap- proved by the Department of Transportation (CVC 214(D-01) shall be used on public highways. Portable signs (except hand-held units for adult crossing guards and school safety patrols) are not permitted within the roadway. School area traffic signs need not be reflectorized unless there is considerable nighttime student use of the school buildings. However, school area signs on State highways should be reflectorized. If reflectorization is necessary, the entire assembly shall be reflectorized uniformly. Any of the Installation A, B, or C sign assemblies may be fabricated as a single unit. Typical school area signs are shown in Figure 10-1. 10-04.2 Sign Placement Typical school area signing, both standard and op- tional, are illustrated on Figures 10-2 through 10-5. ST~4fVDARD School Zone Signing defines the be- ginning of the school zone on all streets contiguous to schools se .tying kindergarten through 12th grades. It should usuatly be posted at the school boundary, but may be posted up to 500 feet in advance, depend- lng on prewi'ling approach speeds and visibility. However, school zone signing is not required ff there are no school pedestrians using the highway and the school grounds are separated from the highway by a fence, gate or other physical barrier (CVC 22352). Instal]at,'on A (W63 and W65) is for use only on .streets having a 25 mph speed limit. Instal]at,'on C (W65 and R2, plus R72) is for use oh- ~treets- having speed limi~ other than 25 mph, but may also be used instead of Installation A in any school zone. OPTIONAL School Signing may be used where warranted by prevniling conditions: Installation t3 (W65 and W65A) is for use at marked school 'crosswalks on the "Suggested Route to School." It shall not be used where the cross- lng is controlled by stop signs, traf- fic signals, or yield signs. It should usually be posted at the crosswalk, but may be posted up to 50 feet in advance. InstaJJation D (W64) "School Bus Stop 400 Feet" is for use in accordance with the provisions of CVC 22504 (c) where there is not a clear view of the bus stop from a distance of 200 feet in each direction. The distance shown on the sign may be adjusted to fit conditions. . W63 is for use in advance of remote school crosswalks outside of the school zone. The section of highway following a school zone should be posted ff the prima facia speed limit ~s different from that in the school zone. There are many children walking to and from s~hool durino the day. As very concerned parents and citizens living on Mmnsfield Ave and Langmuir Lane, we urge you and the City Council to consider the following measures: 1. Painting of a crosswalk at the corner of Brighton and Mansfield on the soothside of Brighton. Erection of appropriate stgnage in both directions to stow traffic: e.g. "speed limit 25 when children present" Painting in the street delineating "school zone-SLOW" Utilizing High School Driver Education students as crossing guards during the noon break. There is a stop sign at Langmuir and Brighton which has slowed traffic to some degree, but cars heading towards Amador Valley Blvd are accelerating rapidly. This is particularly bad when the High School lets out for noon break and the kindergarten children are coming home. ,<~ urge you to take as many measures as possible to insure the safety of our children.
