In addition, the Authority has authorized the expenditure of up to $1,315,790 in TIF Reimbursable Payments and will be given Traffic Impact Fee Credit for actual funds spent. An additional amount of $134,548 is needed from ACSPA to fully fund the projected construction cost of the project. Attached is a letter of intent from ACSPA staff assuring the recommendation of approval g:\miscproj\i-580/haciendaXAS award COPIES TO: RGW Construction Inc. Pat Cashman, Alameda County SPA ITEM NO. of the $134,548 request. The total commitment from AC SPA is $1,653,638 which is the sum of $203,300 + $1,315,790 + $134,548. The FY 00-01 budget approved for the project is $1,299,416. A Budget Change Form is required to increase the budget for construction as well as other construction-related tasks as follows: Improvements: from $1,100,000 to $1,220,455 Salary/Benefits: from $3,000 to $10,000 Contract Services: from $186,416 to $184,733 Engineer-Testing: from $9,000 to $33,150 Miscellaneous: from $1,000 to $2,000 The revised total budget for FY 00-01 will be $1,450,338 DESCRIPTION: On June 6, 2000, the City Council authorized Staff to solicit bids for Contract No. 00-09, Interstate 580/Hacienda Drive Interchange Improvements. The 1-580/Hacienda Drive Interchange Improvement project will provide access for development occurring in the Eastern Dublin area, specifically for the development located in the northwest quadrant of the interchange. The proposed work consists primarily of the widening of the eastbound 1-580 off-ramp to provide an additional left-turn lane, widening the westbound 1-580 on-ramp to accommodate future ramp metering, and adding one southbound lane on Hacienda Drive. Caltrans had issued the appropriate encroachment permit to the City to build the project and the Councils of Dublin and Pleasanton have just approved the License Agreement to allow Dublin to perform work within Pleasanton's right-of-way. All work within Caltrans right-of-way has to conform to current Caltrans Standard Specifications and Standard Plans, including testing of materials and record keeping. A total of 8 bids were received (Attachment 3). The low bidder is RGW Construction, Inc. with a bid of $1,109,505.00. Staff has reviewed the bids, determined that the Iow bidder has satisfactorily performed similar projects in the past, and recommends that the City Council approve the additional appropriation and adopt the resolution awarding Contract No. 00-09 to RGW Construction Inc. WHEREAS, the City of Dublin did, on July 24, 2000, publicly open, examine, and declare all sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for Contract No. 00-09, Interstate 580/Hacienda Drive Interchange Improvements, authorized by the. City Council on June 6, 2000, which Plans, Specifications, and Modifications are hereby expressly referred to for a description of said work and for all particulars relative to the proceedings under the request for bids; and WHEREAS, said bids were submitted to the City Engineer, who has recommended that the bid hereinafter mentioned is the lowest and best bid for doing said work. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does ~"hereby award City of Dublin Contract No. 00-09 to the lowest responsible bidder therefor, to wit, RGW' Construction Inc., at a bid of One Million One Hundred Nine Thousand, Five Hundred Five Dollars and No Cents ($1,109,505.00), the particulars of which bid are on file in the Office of the City Engineer.
