Sufficient funds are available in the FY 2000-01 Budget
DESCRIPTION: One of the high priority City Council goals is to "evaluate what
hours the Heritage Center should be open to maximize public visits and increase open hours". The
Heritage and Cultural Arts Assessment addressed the hours of operation for the Heritage Center. The
following question was asked as part of the Random Digital Dial Survey:
The Dublin Heritage Center is open to the Public Tuesday through Thursday from 1PM to
4PM. We would like to know if you would be more likely to visit the Heritage Center if the
open hours were changed to include evenings and weekends. For each set of hours, tell me
if you would be more likely, less likely, or equally likely to visit the Center?
The choices presented were: weekday mornings, weekdays in the afternoon, weekday evenings, weekends
in the morning, weekends in the afternoon, and weekend evenings. AMS Planning and Research
tabulated the results of the survey question and presented the data in the final report. According to the
data residents prefer morning or afternoon weekend hours and evening hours during the week.
For the past four years, the Center has been open on Tuesday, Wednesday and Thursday afternoons from
1:00 p.m. to 4:00 p.m. and staffed by Recreation Supervisor, Bonnie Leonard. However, in order to free
up the Recreation Supervisor's time to pursue completion of high priority goals, the Fiscal Year 2000-
2001 Budget provided funding for nine part-time hours per week for the Heritage Center.
Using nine part-time hours per week as a base, Staff recommended to the Heritage and Cultural Arts
Commission that the Heritage Center hours of operation be changed to Wednesday and Thursday from
3:00 p.m. to 6:00 p.m. and Sunday from 1:00 p.m. to 4:00 p.m. The late afternoon/early evening hours
will accommodate after school visits. Tours of the Heritage Center outside of these hours would continue
to be accommodated by appointment. Because of the wedding schedule, the majority of which are held on
Saturday with rehearsals on Friday evenings, Staff recommends against Saturday hours. During weddings
the Heritage Center restrooms are used by wedding guests and by wedding parties as a dressing area.

The Recreation Supervisor would conduct Heritage Center office hours on Monday from 8:00 a.m. to
10:00 a.m. thus providing Staff with the opportunity to inspect the Center and the Cemetery after
weekends and set the weekly schedule for part-time staff.
At the July 13 meeting the Heritage and Cultural Arts Commission approved Staff's recommendation and
further recommended that an Open House be held on Sunday, August 20 from 1:00 p.m. to 4:00 p.m. to
celebrate the new schedule. The Heritage and Cultural Arts Commission directed Staff to compile
attendance reports for the new hours and to evaluate the hours within one year.
It is the recommendation of Staff that the City Council approve the proposed hours of operation for the
Heritage Center or provide further direction.
