DATE: TO June 14, 2011 Planning Commission SUBJECT: WRITTEN COMMUNICATION: Five Year Capital Improvement Program 2010 - 2015, Fiscal Year 2011-2012 Update, Finding of General Plan Conformance for Proposed Fiscal Year 2011 - 2012 Projects Report prepared by: Paul Rankin, Administrative Services Director and Amy Cunningham, Budget Manager EXECUTIVE SUMMARY: The Planning Commission is requested to review the major public works projects within the Capital Improvement Program that are proposed to occur during Fiscal Year 2011-2012 and determine whether they are in conformance with the City's General Plan. RECOMMENDATION: Staff recommends that the Planning Commission adopt the Resolution finding conformity with the adopted General Plan for Public Works projects proposed to occur during Fiscal Year 2011- 2012 as presented in the 2010-2015 City of Dublin Five Year Capital Improvement Program (CIP), Fiscal Year 2011-2012 Update. Submitted By R & wed By Administrative Services Director Planning Manager STAFF REPORT PLANNING COMMISSION COPIES TO: ITEM NO.: Page 1 of 3 GAPlanning Commission 20111CIP ConformancelPCSR 6 14 11 ClP Conformance.doc DESCRIPTION: Government Code Sections 65401 and 65402(a) require the Planning Commission to review public works projects proposed for the ensuing fiscal year for their conformance with the City's adopted General Plan. City Staff has prepared a Five Year Capital Improvement Program (CIP) covering Fiscal Year 2010-2011 through Fiscal Year 2014-2015. This plan was prepared to identify the needs for major infrastructure improvements and capital items for this five year period. For the upcoming year Staff prepared a Plan which covers the next four fiscal years. The Planning Commission's role is to review those major public works projects within the Capital Improvement Program and to determine whether they are in conformance with the City's General Plan. Not all of the Capital Items within the Capital Improvement Program are major public works projects. Also the review is limited to those projects which would be undertaken in the upcoming fiscal year. As noted in the Capital Improvement Program, the precise timing of projects is subject to revision with future updates.
