FINANCIAL STATEMENT: The estimated cost of either'Option A (crosswalk removal, 54 feet of red curb, installation and relocation of signing, and relocation of pavement markings) or Option B (STOP signs and appurtenant STOP AHEAD signs and pavement markings, as well as removing existing School Crossing markings) is approximately $1,000. In either case, the cost would be paid from the Street Maintenance Operating Budget. DESCRIPTION: At the October 9, 1989, City Council meeting, the City Council received a petition requesting that STOP signs be installed on Brighton Drive at the intersection of Callan Street. The previous week, an accident occurred in which two pedestrians were struck and injured by a vehicle while crossing in a school crosswalk at this intersection. The City Council directed Staff to conduct a study of the intersection and prepare a recommendation for the October 30, 1989, meeting. The City's Traffic Safety Committee discussed this issue at its meeting of October llth, and the City's Traffic Engineer, TJKM, conducted a study which is attached to this agenda statement and which is summarized as follows: Field Survey Brighton Drive near Callan Street is a two-lane road with parking allowed on both sides. Dublin High School is on the north side of Brighton Drive, and single-family homes front on the south side. The entrance to the high school parking lot is approximately 100 feet east of Callan Street. Callan Street is controlled by a STOP sign. There is a yellow school crosswalk across all three legs of the intersection. There are school warning signs for both eastbound and westbound traffic on Brighton Drive which are located at the school boundaries. The sign for eastbound traffic is approximately 325 feet in advance of the crosswalk, while ITEM NO.~ COPIES TO: Kathy Hovore Balinda Stahl Jim Hansen, DHS TJKM the sign for westbound traffic is approximately 750 ~ t in advance of the crosswalk. "SLOW SCHOOL XING" pavement legends are located in the vicinity of the signs. In addition, there are both a 25 mph speed limit sign and pavement legend posted for eastbound traffic east of Village Parkway approximately 250 feet in advance of the crosswalk. These signs and markings are installed in conformance with the Caltrans Traffic Manual; however, it is unusual to have two parallel crosswalks at the same uncontrolled intersection. The Traffic Manual states that "School Crosswalk" warning signs may be posted at or within 50 feet of a crosswalk; such signs are not present on Brighton Drive at Callan Street. Traffic Volumes Traffic counts were taken on October 16 and 17, 1989. Brighton Drive had the heaviest approach traffic volumes: 1,460 vehicles per day (VPD) westbound and 1,661 VPD eastbound. Callan Street had 313 VPD northbound. The neighborhood traffic volume warrants used for the City of Dublin for all- way STOP sign control specify that the total volume entering the intersection from all approaches must average 300 vehicles per hour (VPH) for any eight hours of an average day and that the volume entering from the minor street must average at least 1/3 of the total intersection volume or 100 VPH minimum. (The City's volume warrant is 60% of the Caltrans Traffic Manual's volume warrant and is therefore considered liberal.) The approach volumes at the intersection of Brighton Drive and Callan Street average 287 VPH for the heaviest eight hours, which nearly satisfies the 300 VPH warrant; however, the minor street volume averages 26 VPH during the same eight hours, which is only 26% of the 100 VPH warrant. The volume on Callan Street comprises only 9% of the total intersection volume rather than the specified 33%. Therefore, the existing traffic volumes do not satisfy the minimum volume warrants for all- way STOP sign control. Pedestrian Counts f~O6~t Pedestrian activity was counted on October 16, 1989, during the morning, noon, and afternoon school peaks. The crossings of Brighton Drive were counted at the two crosswalks and mid-block crossings fronting the high school. As detailed in TJKM's report, 80 high school age children crossed Brighton Drive between 7:30 and 8:30 a.m., 55 of them using one of the two crosswalks. During the school lunch period, 45 students crossed Brighton Drive southbound and 32 crossed northbound. Two-thirds were in one of the two crosswalks. During the afternoon peak hour, 77 students crossed Brighton Drive in the southbound direction. 63 of these used one of the two crosswalks. Accident History A review of the accident history at the intersection for the past 4 1/2 years indicated three reported accidents, one in 1985, one in 1988, and one in 1989 as of October 16th. The accidents in 1985 and 1988 both involved an eastbound vehicle and a northbound vehicle in a right-angle accident. Both occurred in the afternoon with the primary cause being inattention and failure to yield. The third accident involved an eastbound vehicle and northbound pedestrians. This accident occurred at 7:55 a.m. The driver claimed the sun was in his eyes and he did not see the pedestrians. The police report stated that the driver should have pulled over or driven more slowly under that condition, and the driver was cited for failure to yield and driving at an unsafe speed for conditions. TJKM's opinion is that inattention on the part of the driver may have been a contributory cause and that the pedestrians may have felt the driver was slowing down to let them cross. Under the California Vehicle Code~ Section 21950, pedestrians are responsible for exercising "due care for their own safety." This type of accident underscores the need for a pedestrian to make eye contact with the driver of a vehicle before entering the roadway. Sight Distance and Critical Speeds The sight distance for northbound traffic on Callan Street is adequate if no vehicles are parked on Brighton Drive. If cars are parked on Brighton Drive, adequate sight distance to the west is obtained by driving up to the extension of the curb. Visibility would be improved by prohibiting parking on Brighton Drive to the west of Callan Street. -2- Analysis The existing traffic volumes are 95% of the minimum volume warrants, and the minor street volumes are 9% of the minimum volume warrants; thus, STOP signs are not recommended based on the minimum volume warrants. If STOP signs are installed where minimum volume warrants are not met, and there are no other conditions present which warrant all-way STOP signs, then motorists tend to come to rolling stops or to not stop at all rather than to make complete stops. In addition, if side street traffic is not a significant portion of the total intersection traffic, cars on the major street tend not to look out for cars on the side street and roll through the intersection, not looking for cross traffic or pedestrians. Therefore, all-way STOP signs that do not meet minimum volume warrants are not advisable. At the intersection of Brighton Drive and Callan Street, there is adequate sight distance for all three approaches; however, prohibiting parking for a total of 54 feet on the south side westerly of Callan and on the north side for 50 feet easterly of Callan would improve visibility. Although the three reported accidents in the last five years may have been preventable by STOP signs, the installation of STOP signs is not a panacea for safety in school zones or other areas. If STOP signs are installed, the "SLOW SCHOOL XING" legends must be removed. Also, STOP signs on Brighton Drive may provide pedestrians with a false sense of security if they depend blindly on the approaching cars to stop. The decision of when to enter the roadway is the responsibility of the pedestrian, whether or not STOP signs are installed. Crosswalks across Brighton Drive at Callan Street are used exclusively by high school students; elementary students cross Brighton Drive at Village Parkway. The installation of STOP signs at Callan Street could induce some elementary school students to cross Brighton at Callan instead, which would not be advisable. Recommendation On the basis of the above, as well as the proposed traffic signal to be installed at Village Parkway and Brighton Drive in FY 1992-93, a distance of approximately 350 feet from the Brighton/Callan intersection, Staff recommends that the City Council conduct a public hearing and approve the following measures (OPTION A): 1. Remove the crosswalk across the west leg of the intersection to consolidate pedestrian crossings at one location. This is the most utilized crosswalk and is the farthest from Village Parkway. 2. Improve sight distance by prohibiting parking on the south side of Brighton Drive for 54 feet west of Callan Street and on the north side of Brighton Drive for 50 feet east of Callan Street. It should be noted that this action would remove approximately two parking spaces on the north side of the street at the high school but only one space on the south side in front of 7114 Brighton Drive because of existing red curbing. The resident at 7114 Brighton Drive was notified of this recommendation and may wish to comment at the hearing. (Approval of this item requires adoption of Resolution Exhibit 4.) 3. Install crosswalk warning signs (school crossing symbol and SCHOOL XING legend) at the easterly crosswalk for both eastbound and westbound traffic. 4. Relocate the "SLOW SCHOOL XING" pavement legend for westbound traffic to be 300 feet in advance of the crosswalk. The existing "SLOW SCHOOL XING" legend should be allowed to fade. 5. Relocate the school warning sign for westbound traffic to be 500 feet in advance of the crosswalk (just east of the easterly school driveway). OPTION B: If, following the public hearing, the City Council wishes to approve the installation of STOP signs on Brighton Drive at Callan Street, the City Council should adopt Resolution Exhibit 5. The study consisted of a field survey, approach volume counts, pedestrian counts, visibility, and a review of-the accident history. The City of Dublin has recently applied for federal funds to install a traffic signal at the intersection of Brighton Drive and Village Parkway. This is currently scheduled for the 1992/1993 fiscal year. This intersection is located approximately 350 feet to the west of the subject intersection. Field Survey Brighton Drive near Callan Street is a two-lane road with parking allowed on both sides. The width of Brighton Drive is 52 feet. Dublin High School is on the north side of Brighton Drive and single-f~mily homes front on the south side. The entrance to the high school parking lot is on Brighton Drive approximately 100 feet east of Callan Street. Callan Street is controlled by a STOP sign, while Brighton Drive has the right-of-way. There is a yellow school crosswalk across all three legs of the intersection. There is a "SCHOOL" warning sign for both eastbound and westbound traffic on Brighton Drive. These are located at the beginning of the school boundary; the sign posted for eastbound traffic is located approximately 325 feet in advance of the crosswalk, while the sign posted for westbound traffic is posted approximately 750 feet in advance of the crosswalk. There are also yellow painted pavement legends reading "SLOW SCHOOL XING" in the vicinity of each warning sign. These signs and markings are installed in conformance with the Caltrans Traffic Manual. However, it is unusual for there to be two parallel crosswalks at the same uncontrolled intersection. These are not present on Brighton Drive at Callan Street. Traffic Volumes Daily traffic volumes were counted at the three approaches to this intersection on October 16-17, 1989. Brighton Drive has the heaviest approach traffic volumes: 1,460 vehicles per day (vpd) westbound and 1,661 vpd eastbound. The south leg, Callan Street, has 313 vpd northbound. These counts are presented in the appendix. (It should be noted that this volume warrant is 60 percent of the volume warrant as specified in the Caltrans Traffic Manual, and are, therefore, considered fairly liberal warrants, in that an intersection would satisfy these neighborhood warrants before it would satisfy the state warrants.) The approach volumes at the intersection of Brighton Drive and Callan Street average 287 vph for the heaviest eight hours. This nearly satisfies the 300 vph specified in the warrants. However, the minor street volume averages 26 vph during the same eight hours. This is 26 percent of the warrant of 100 vph. The volume on Callan Street comprises only 9 percent of the total intersection volume rather than the specified 33 percent. Therefore, the existing traffic volumes do not satisfy the minimum volume warrants for all-way STOP sign control. Pedestrian Counts The pedestrian activity was counted on October 16, 1989 during the morning, noon and afternoon school peaks. The crossings of Brighton Drive were counted at the two crosswalks, and mid-block crossings fronting the high school. During the morning, between 7:30 and 8:30 a.m., 12 students crossed Brighton Drive in the northbound direction mid-block between Village Parkway and Callan Street, 16 crossed in the westerly crosswalk, 39 crossed in the easterly crosswalk, 11 crossed mid-block between Callan Street and the entrance to the parking lot and 2 crossed at the entrance. All these students appeared to be high school age. In addition to these pedestrians, 11 elementary aged pedestrians crossed Callan Street at Brighton Drive in the eastbound direction. During the school lunch period, 45 students crossed Brighton Drive southbound and 32 crossed northbound. Two-thirds of these crossings took place in one of the two crosswalks (mostly the easterly crosswalk), and the other crossings were mid-block, mostly to the west of the crosswalks. During the afternoon peak hour, 7 students crossed Brighton Drive in the southbound direction mid-block between Village Parkway and Callan Street, 10 crossed in the westerly crosswalk, 53 crossed in the easterly crosswalk, 4 crossed Lee Thompson -3- October 25, 1989 mid-block between Cs]lan Street and the entrance to the parking lot and 3 crossed at the entrance. Again, all these students appeared to be of high school age. In addition to these pedestrians, 8 elementary aged pedestrians crossed Callan Street at Brighton Drive in the eastbound direction. A review of Dublin Elementary School boundaries revealed that elementary school students should not and do not cross Brighton Drive at Ca[lan Street. All observed pedestrian crossings of Brighton Drive were of high school age. The majority of the students, 75 percentage, cross in one of the two crosswalks, while 25 percent cross mid-block. More students cross in the crosswalks in the afternoon, 82 percent, than in the morning, 69 percent. Accidents The accident history at the intersection of Brighton Drive and Callan Street for the past four and one-half years was reviewed. There were three reported accidents during this period: there was one accident in 1985, no accidents in either 1986 or 1987, one in 1988 and one accident in 1989 as of October 16, 1989. The accidents in 1985 and 1988 both involved an eastbound vehicle and a northbound vehicle in a right-angle accident. Both accidents occurred in the afternoon, one at 2:45 p.m. and one at 5:15 p.m. The primary cause of these two accidents was inattention and failure to yield the right-of-way. The third accident involved an eastbound vehicle and a northbound pedestrian. This accident occurred at 7:55 a.m. While the driver was driving less than 25 mph, he claimed the sun was in his eyes and he could not see the pedestrians. The police report stated that if he could not see he should have pulled over or driven even more slowly. The driver was cited for failure to yield to pedestrians in an intersection and driving at an unsafe speed for conditions. It is our opinion that inattention was involved also. It may be that the driver's reaction to the sun's glare may have confused the pedestrians; they may have assumed he was slowing to let them cross and, therefore, continued into the street without exercising "due care for (their) own safety" as is their responsibility as specified in the California Vehicle Code (CVC Section 21950). This type of accident underscores the need for pedestrian to make eye contact with the driver of an approaching vehicle before entering the roadway. Sight Distance and Critical Speeds The sight distance for northbound traffic on Callan Street is adequate if there are no parked vehicles on Brighton Drive. If cars are parked on Brighton Drive, then adequate sight distance to the west is obtained by driving up to the extension of the curb. Parking is already prohibited for the first 27 feet on the south side of Brighton Drive to the west of Callan Street. The additional 27 feet of parking prohibition would emcompass the full frontage on Brighton Drive of the corner house. However, this house would still have 98 feet of curb space on Callan Street on which to park. Although the three reported accidents in the last five years may have been preventable by STOP signs, the installation of STOP signs is not a panacea for safety in school zones or other areas. If STOP signs are installed, the pavement legends reading "SLOW SCHOOL CROSSING" must be removed. Also, STOP signs on Brighton Drive may provide pedestrians with a false sense of security if they depend blindly on the approaching cars to stop. Given the above, and given that signals will eventually be installed at the intersection of Brighton Drive and Village Parkway, a distance of approximately 350 feet to the west, it is recommended that the following steps be taken: Remove the crosswalk across the west leg of the intersection to consolidate pedestrian crossings at one location. This is the most utilized crosswalk, and it is also the furthest from Village Parkway. Improve sight distance by prohibiting parking on Brighton Drive for a total of 54 feet to the west of Callan Street on the south side of Brighton Drive and for 50 feet to the east of Callan Street on the north side of Brighton Drive. On the north side of Brighton Drive, the parking to be removed would be along the school grounds. At this location, the parking is not felt to be critical. On the south side, the prohibited parking would be in front of one home. This home is on the southwest corner of Callan Street and Brighton Drive and additional parking is available alone the side of the home on Callan Street. Install crosswalk warning signs (school crossing symbol and SCHOOL XING) at the easterly crosswalk for both eastbound and westbound traffic. Relocate the "school" warning sign for westbound traffic to be 500 feet in advance of the crosswalk, i.e. to be just east of the easterly school driveway. That the following locations are designated as a no parking zones: Brighton Drive: On the southerly curbline, westerly of the westerly curbline of Callan Street, a distance of 54 feet. On the northerly curbline, easterly of the prolongation of the easterly curbline of Callan Street, a distance of 50 feet. Section 2. The provisions of Section 1 shall be added to Chapter 6 of the City of Dublin Traffic Code. PASSED, APPROVED, AND ADOPTED this 30th day of October, 1989. That STOP Signs shall be erected on Brighton Drive at the intersection of Callan Street. Section 2. That the provisions of Section 1 shall be added to Chapter 3 of the City of Dublin Traffic Code.
