The pedestrian curb ramps are funded through a Community Development Block Grant. * The ramp replacement at the Dublin Swim Center is also funded through the General Fund (001) and is part of the ADA (American with Disabilities Act) Building Conformance Upgrades as identified in the 2002-2007 Capital Improvement Program. This concrete work is included with the Annual Sidewalk Safety Repair Program as a cost -savings measure. DESCRIPTION: The Annual Sidewalk Safety Repair Program (Remove and Replace) repairs sidewalk offsets of 3/4-inch or more that may pose a tripping hazard. The Remove and Replace process is used in locations where the offset is more significant or where tree roots are causing the offset. --------------------------------------------------------- - - - - -- COPIES TO: Lucas Concrete, Inc. ITEM N0.04464 g:mntcproj\sidewalk\2002-2003\AS Authorize This procedure requires removal of the existing sidewalk, and in the case of root problems, removal of the tree roots, and then replacement of the concrete sidewalk. While maintenance of sidewalks and other frontage improvements is legally the responsibility of the private property owner, the City Council has adopted a City-paid sidewalk repair program on a year-by~ year basis since 1983. At the budget hearing for Fiscal Year 2002-2003, the City Council extended the funding of the repair program for an additional year. This year, the sidewalk safety repair program will include construction of two (2) pedestrian curb ramps that are funded through a Community Development Block Grant. The replacement of the ramped sidewalk at the Dublin Swim Center is required to bring the main entrance into conformance with the ADA. The existing ramped side~valk length exceeds ADA standards, and thus, requires an intermediate landing midway through the walkway. The replacement of this ramped sidewalk is being included with the Annual Sidewalk Safety Repair Program as the work is similar and will be a cost savings measure. A total of 6 bids were received for the project (Attachment 2). Low bidder was Lucas Concrete, Inc., with a bid of $46,064.00. Staff has reviewed the bid results, checked with references, and recommends that the City Council adopt the resolution awarding Contract No. 02-16, 2002-2003 Annual Sidewalk Safety Repair Program and Curb Ramp Installation, to Lucas Concrete, Inc. Page 2 ~ ~-~ RESOLUTION NO. - 03 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AWARDING CONTRACT NO. 02-16, 2002-2003 ANNUAL SIDEWALK SAFETY REPAIR PROGRAM AND CURB RAMP INSTALLATION TO LUCAS CONCRETE, INC. WHEREAS, the City of Dublin did on January 14, 2003, publicly open, examine, and declare all sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for Contract No. 02-16, 2002-2003 Annual Sidewalk Safety Repair Program and Curb Ramp Installation authorized by the City Council on November 19, 2002, which Plans, Specifications, and Modifications are hereby expressly referred to for a description of said work and for all particulars relative to the proceedings under the request for bids; and WHEREAS, said bids were submitted to the City Engineer, who has reviewed the bids to determine the lowest bid which was responsive to the requirements of the bid documents. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby award Contract No. 02-16 to the lowest responsible bidder therefor, to wit, Lucas Concrete, Inc., at a bid of Forty-Six Thousand, Sixty-Four Dollars ($46,064.00), the particulars of which bid are on file in the office of the City Engineer.
