HomeMy WebLinkAbout8.3 Traffic Control Lockhart StG M i9'���2 STAFF REPORT CITY CLERK DUBLIN CITY COUNCIL File # 1119112®-®© 04LIFOR�� DATE: July 19, 2011 TO: Honorable Mayor and City Councilmembers FROM: J4n� oni Pattillo, City Manager SUBJECT: Approval of Traffic Control on Lockhart Street Prepared By: Jaimee Bourgeois, Transportation and Operations Manager EXECUTIVE SUMMARY: In preparation for the opening of the new Kolb Elementary School on Palermo Way in eastern Dublin, it is recommended that stop signs be added on Lockhart Street at Palermo Way to help facilitate safe ingress and egress to the school site for pedestrians, bicyclists and motorists. FINANCIAL IMPACT: There is no fiscal impact to the City associated with this item. The new signs, pavement legends and markings would be installed by the developer as part of the Sorrento East development. RECOMMENDATION: Staff recommends that the City Council adopt the resolution amending the Dublin Traffic Code designating the Lockhart Street/Palenpo Way intersection as stop -controlled on all approaches. Submitted By Pu lic Works Director Revie ed B) Assistant City —Manager Page 1 of 3 ITEM NO. 3 _ W'- DESCRIPTION: Classes for the Dublin Unified School District (DUSD) 2011-2012 school year commence on August 22, 2011. Preparations are underway to open a new school, Kolb Elementary, located on Palermo Way west of Lockhart Street (Attachment 1). While the adjacent residential neighborhood to the north/south/west of Kolb Elementary is still under construction, access to the school site will be limited to and from the east by way of Lockhart Street. Currently, the Lockhart Street approaches to this intersection are uncontrolled. It should be noted that access to Fallon Sports Park is on Lockhart Street opposite Palermo Way (to the east). Sidewalk currently exists on the west side of Lockhart Street and on the north side of Gleason Drive, and efforts are underway as part of the Sorrento East development project to construct a multi-use trail along the south side of Gleason Drive and the east side of Lockhart Street, which will help accommodate pedestrian and bicyclist access to the school for the houses located east of Fallon Road. The City encourages pedestrian and bicycle travel to and from schools, so it is essential to balance the needs of all modes of travel. Until construction of Palermo Way is complete and connected to Grafton Street to the west, the intersection of Lockhart Street/Palermo Way will serve all motorists traveling to and from the school and will also accommodate many of the pedestrians and bicyclists. As such, staff has identified the need to establish all-way stop-control so that all motorists are required to stop, which will help facilitate pedestrians and bicyclists crossing the street. Marked crosswalks across Lockhart Street at Palermo Way are also recommended to encourage pedestrians and bicyclists to cross at the intersection. A stop sign and a marked crosswalk already exist at the Fallon Sports Park driveway. A stop sign and crosswalk are also planned for Palermo Way.However, because this street has not yet been accepted into the City street system by the City, City Council approval is not required. Instead, traffic control measures will be accepted by the City upon street acceptance. Because land development surrounding the school is not yet complete and the school has not opened yet, a traffic study cannot be conducted to determine whether all-way stop-control at the Lockhart Street/Palermo Way satisfies industry-standard or otherwise adopted stop warrants. Pursuant to Chapter 6.04.070 of the Dublin Municipal Code (DMC), the City Council may, by resolution, approve the installation of stop signs when the intersection does not already meet adopted warrants (Attachment 2). Pursuant to Chapter 6.04.410 of the DMC, the City Manager has the authority to establish marked crosswalks. Should the City Council adopt the resolution approving the installation of stop signs on Lockhart Street, the City Manager will establish marked crosswalks across Lockhart Street.. Prior to the school year commencing, staff will be implementing a 25 mph school zone speed limit on Lockhart Street, which is currently posted at 35 mph based on an Engineering & Traffic Survey. Implementation of the school zone speed limit does not require City Council approval, as the California Vehicle Code defines .a 25 mph school zone speed limit as a prima facie speed limit. Palermo Way will be posted at 25 mph. . Because efforts are currently underway to complete the construction of Palermo Way as part of the Sorrento East development, the developer will complete the all-way stop controls and the marked crosswalks at no cost to the City in conjunction with the roadway construction following City Council approval. Page 2 of 3 NOTICING REQUIREMENTS/PUBLIC OUTREACH: These improvements have been discussed with Dublin Unified School District (DUSD) staff, and the District is in support of the proposed changes. A copy of this staff report has been provided to the DUSD Director of Facilities and the Principal of Kolb Elementary. There are no residents immediately adjacent to the intersection; therefore, no further noticing is required. ATTACHMENTS: 1. Location Map 2. Resolution amending the Dublin Traffic Code designating the Lockhart Street/Palermo Way intersection as stop-controlled on all approaches G:\TRANSPORTATION\Local Traffic\Stop Signs\stf rpt_Lockhart_Traffic Control_071911.doc Page 3 of 3 ( ~ ~~ ~ _ ~... ~.~; ~~~~ ~~e,~,,~ `~ cg • 3 ATTACHMENT 1 ~ 3 RESOLUTION NO. -11 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ********* AMENDING THE DUBLIN TRAFFIC CODE DESIGNATING THE LOCKHART STREET/PALERMO WAY INTERSECTION AS STOP-CONTROLLED ON ALL APPROACHES WHEREAS, Lockhart Street is currently uncontrolled at the Fallon Sports Park driveway; and WHEREAS, Palermo Way is under construction and will intersect Lockhart Street opposite the Fallon Sports Park driveway; and WHEREAS, stop control already exists for the Fallon Sports Park driveway, and stop control is planned for Palermo Way as part of the roadway construction, which will be accepted by the City following completion; and WHEREAS, Kolb Elementary School, located on Palermo Way west of Lockhart Street, is scheduled to open in August 2011 for the 2011-2012 school year; and WHEREAS, land development is not yet completed surrounding the school nor has the school opened yet; therefore, a traffic study cannot be conducted to determine whether all-way stop-control is warranted; and WHEREAS, the need to facilitate pedestrians and bicyclists crossing Lockhart Street at Palermo Way justifies the implementation of stop-control on Lockhart Street; and WHEREAS, Section 6.04.070 of the Dublin Municipal Code states that City Council approval is required for all stop signs which do not meet adopted warrants. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Dublin hereby adopts the following regulation in the interest of public safety: Section 1: The following language shall be added to Section 6.16.010 ("Stop Intersections: Stop Mandatory on All Approaches") of the City of Dublin Traffic Code: Lockhart Street and Palermo Way.
