Senior Center Attendance Report RECOMMENDATION: Receive Report FINANCIAL STATEMENT: None DESCRIPTION: The Parks and Community Services Department develops and quality programs that strengthen community image, provide recreational experiences, encourage healthy lifestyles and preserve the City's heritage. This is accomplished by providing innovative recreation, social and cultural programs in the areas of playgrounds, preschool, teens, sports, special events, seniors, aquatics, and recreational classes and activities. Following is a summary of spring programs. RECREATIONAL ACTIVITIES Various recreational classes are taught by contracted instructors to serve community members of all ages. The majority of the classes were taught in six to eight week sessions although some classes are less than eight weeks and others are offered as a one time workshop. There were 96 recreational classes offered during spring 2011. Attachment 1 is a detailed report of class registration. Popular children's classes included Gymnastics, Jujitsu, Skateboarding, Tumbling, Pee Wee Playtime, Ice Skating, and Etiquette and Poise. Popular adult classes included Zumba, Pilates, Yoga & Meditation, and the various cooking classes at the Shannon Community Center. Following is a summary of registration. This is primarily due to significantly increasing the number of classes. This was the second year the winter and spring quarters were combined into one Activity Guide. Since the Winter/Spring Activity Guide was distributed in November, Staff made an extra effort to remind customers when spring classes were starting to help increase registration this spring. For Fiscal Year 2011-2012 the Department is returning to four activity guides per year. FAMILY SERVICES After School Recreation After School Recreation is a supervised activity program for children in first through fifth grades. The program operates on school days at all public elementary schools. Participants engage in a variety of activities such as indoor and outdoor games, arts and crafts, special events and quiet time for homework. Every other month Staff coordinates a special event on Mondays at each site called "Monday Fundays". The After School Recreation program provides youth the opportunity to participate in recreational as well as educational activities in a safe and supervised environment. There were 256 youth registered for the spring session, which was an increase of 12 (3%), compared to last spring, and 7 (3%) more participants than the fall session of this school year. It provides a safe place after school to engage in positive activities that will enhance social, intellectual, physical and emotional development. An emphasis is placed on academic enrichment and recreation/leisure enrichment. Student Union programs are held in two eighteen-week sessions at Wells Middle School and Fallon School. The program offers a variety of fun activities and features the popular homework hub. Daily activity themes include fitness, music, art, dance, games and free time. There were 71 students registered for session II, which was a 3% decrease compared to the prior year. Following is a summary of registration for spring 2011. For spring 2011 Staff implemented a new spring break camp which was a half-day camp from 1:00 p.m. to 5:00 p.m. at Kolb Park. Staff from the Family Services Unit and the Sports Unit worked collaboratively to offer morning sports camps near Kolb Park, and then walk the participants to Spring Break Camp for the afternoon. This provided an all-day experience for participants if needed and more variety of activities for campers. There were 21 participants, which was an increase of ten campers compared to the prior year. This may be due to the addition of the new half and full-day options. Activities include games and learning activities, outdoor play, arts and crafts, music, story time and circle time. As a result, participants are able to make new friends and engage in many activities that enhance the development of their motor skills, and promote health and wellness. The preschool also prepares students to be successful at the kindergarten level. Registration for the Preschool reached 297 in fifteen classes. There were 29 people on the waiting list, of which 22 were residents. Staff revised the registration procedures of the 2011-2012 school year in order to provide even more priority for Dublin residents. Following is a summary of enrollment this spring. The following is a summary of attendance during the spring quarter over the last five years. Spring 2011 was the first quarter in over six years that the Senior Center did not experience growth in attendance. The primary reasons for the decrease were the cancellation of the Las Positas Community College classes as well as the Trips and Tours. Staff has programmed a variety of new classes to fill the void. Although the attendance shows a slight decrease compared to last year, the revenue has increased. This increase is due to the fact that the most of the classes offered at the Senior Center now generate revenue. Classes offered Page 3 of 10 by Las Positas Community College and Adult Schools in past years helped boost the attendance, however, these agencies or the students typically did not pay any fee to use the Senior Center. Staff developed and added several new classes with the goal to increase interest, attendance and revenue. New classes included the blankets for veterans program, decorative plate making class, chair "flexercise" class, laughter yoga class, yoga chair class, a music/piano class, a beginning ukulele class, a new writing workshop, and Zumba for seniors. TEEN PROGRAMS Teen Events A variety of teen events are implemented to offer teens in the community a specific activity for their age group. Four events were offered this spring including a Talent Show, Teen Lock-in, Car Show & Ice Cream Social, and a Teen Camp out. The Talent Show, Teen Lock-in and Teen Campout were cancelled due to low enrollment. The inaugural "Dublin Community Car Show" took place on Saturday, April 23, from 11:30am to 2:00pm at the Fallon Sports Park. This intergenerational community event was planned and coordinated by members from the City's Youth and Senior Center Advisory Committees, in cooperation with the Dublin Senior Center Foundation. The event was a "show and shine" car show and had 43 cars registered. Over 150 community members also attended the event throughout the day. The Senior Foundation sold hotdogs, chips and drinks and Youth Advisory Committee Members sold ice cream. Proceeds from the refreshment sales benefited Dublin's "Youth Fee Assistance Program" and the "Dublin Senior Foundation". Both attendance and vendor participation were higher than in 2010. This is despite the intermittent rain which occurred on Sunday. The marketing campaign included print media, radio advertising and TV commercials with COMCAST and NBC-11. Festival components included three stages of authentic Irish music and dance, an International Food Court, and an Irish Tea Cottage which featured live music, a Leprechaun, crafts, knitting and tea. Traditional festival activities included arts and crafts vendors, a carnival, roaming entertainment, and of course, Irish dancing. All vendor spaces were sold out for this year's event. The Dublin Sister City Association officially kicked off the weekend festivities with the Green and White Gala on Friday evening, honoring the mayor of Bray, Ireland at the Dublin Senior Center. On Saturday morning the Alameda County Firefighters Local 55, held the annual Pancake Breakfast at Station 16 raising $3,400 to help local charities. The Lions Club's St. Patrick's Day Parade had an impressive 3,000 participants, which included 10 floats, 10 bands and 5 equestrian groups. On Sunday morning, a record Page 4 of 10 high 1,850 runners braved cool temperatures to participate in the City sponsored Annual Shamrock 5K Fun Run and Walk. This was a notable increase of 250 runners over last year. Dublin Boy Scout Troop 905 handled the environmental waste and recycling and 13 other local non-profit groups participated in the Community Worker program and provided over 830 volunteer hours to the event. There were 1,838 registrants, which is a 14% increase from the previous year and an all-time record. A larger mailing list of runners was purchased this year to distribute the registration flyer, which may have helped to increase attendance. A special T-shirt pickup/registration night was held at World of Shoes three days prior to the race to increase pre-registration and ease the lines for t-shirts at the event. Marketing for the event also included the distribution of the registration flyers to Dublin schools and local running clubs. The assembly area of the race was located in the California Custom Carpet parking lot on Dublin Boulevard across from the Civic Center. Upon completion of the race, runners were treated to refreshments including pizza, pastries, fruit, and water. A band provided post-race entertainment in the Civic Center Plaza. There were 494 registered participants, and a waiting list of 96, of which 69 were Dublin residents. Staff will investigate ways to accommodate more participants at the event. The 5-on-5 leagues began in May and concluded in August. The Men's 4-on-4 league has a 30- year and older age requirement. The 4-on-4 league began in March and concluded in June. There were two additional teams registered for the basketball leagues than the previous year. Two bocce courts are located at Emerald Glen Park. The Bocce leagues began in April and concluded in July. One less team was registered than the previous year. One league was a combination of Coed and Business Coed teams and the other a Men's league. Adding an additional league increased team attendance by 55% and created a record for participation. The spring leagues were held at the Fallon Sports Park on Tuesday and Thursday evenings. They began in April and ended in July. A 50+ tennis class failed to reach the minimum and was not held. One Ping Pong tournament was held in March at the Senior Center with eight participants. The Bocce tournament in April was rained out. Due to a lack of interest in these programs, Staff is cancelling Senior Sports during Fiscal Year 2011-2012. Contracted Sports Programs The City offers several sports and fitness classes through independent contractors. During the spring the City offered classes through Arora Tennis, Dublin Falcons, Dublin Ranch Golf Course, Kidz Love Soccer, Make Me a Pro and Wee Hoop. In addition, the City offered youth spring break sports camps through independent contractors. A total of 393 people registered for spring contracted sports programs, which was a 1% decrease compared to the prior spring. Following is a summary of registration. Due to budget reductions the spring season for the City's aquatics programs began in May this year, rather than at Spring Break as in the past. Recreational Swimming began on May 7 and continued on weekends through Memorial Day weekend. Two sessions of the Learn-to-Swim classes were held in May and early June. The Dublin High School Physical Education Department also utilized the facility to teach swimming to freshmen for four weeks in May. Recreational Swimming The total attendance numbers during Recreational Swimming decreased significantly due to the shortened spring schedule. The Swim Center was open ten days for Recreational Swimming as compared to 23 days last spring. Additionally this was an unseasonably cold and wet spring. Daily Attendance 8 36 52 37 27 Spring Learn-To-Swim Program During the spring, 164 people participated in swim lessons, which was an increase of 9% from last year. Marketing efforts such as use of the Vertical Response email marketing system and the 2011 Aquatics Guide contributed to help increase attendance. The spring Learn-to-Swim schedule included two three- week weekday sessions, one four-week Saturday session and one four-week Sunday session. The class focuses on accident prevention, response, fitness, leadership, and professionalism. It teaches valuable lifesaving skills, swim instructor skills, job skills, teamwork, communication, and customer service. This course is a requirement to volunteer in the Junior Aquatic Water Safety (JAWS) program. A second class was offered this spring to increase participation in the JAWS program. Those completing the program received certification in American Red Cross Lifeguard Training (includes First Aid), CPR for Lifeguards, and Administering Emergency Oxygen. Seven of the participants were subsequently hired by the City of Dublin as Lifeguards, which is one of the benefits of offering these courses. Along with learning basic instructional techniques, participants learn how to instruct children, adults and those with disabilities. There were eleven students this spring, which was an increase of three compared to the prior year.
