HomeMy WebLinkAbout8.1, Attch 1 Applicant's Written StatementRECEIVED APR 2 8 2011 Written Statement Montessori Plus Day Care Facility DUBLIN PLANNING We, Rupa Narain and Ada Wong, propose to move our existing Montessori day care facility located at 7234 San Ramon Road in Dublin for approximately 60 children between the ages of 3 to under 6 years old. The proposed new location is 11900 Silvergate Drive in Dublin. We have been in our existing location for 15 years serving the needs of the Dublin and local community for quality child care services. We are certified Montessori teachers and each have over 20 years of child care experience in the Bay area. In addition to both of us, we have a staff of five to six people. The proposed new facility at 11900 Silvergate Drive was previously a medical office building which will require only minor interior modifications to be suitable for our classroom areas. There is no need to modify the exterior of the building structure. The existing parking lot is sufficient for staff parking as well as temporary parking for parents to drop-off and pick-up their children. There are no company vehicles. It is proposed to use the existing landscaped areas around portions of the building with the addition of wrought iron fencing with safety/privacy screening (or wooden fencing) for an enclosed play area. As a Montessori day care facility we have structured classroom areas and therefore the children will be supervised at all times. They will also be supervised in the enclosed play space where the children will be taken out for two 30-minute time periods during the course of the day. There will be 24 - 30 children in the play area at any one time. There will be no children in the play area after 5 pm. This facility will be a day care facility, with a prepared learning environment for young children. The facility is closed on holidays and weekends and we follow the Dublin school district calendar. The State of California Child Care licensing department will determine the maximum allowed number of children based on the amount of interior and exterior space available. We expect this number to be similar to our current license maximum of 60 children at any one time for children ages 3 to under 6 years old. The day care facility hours are 7:30 am to 6:30 pm to serve our working parents. Children are dropped off between 7:30 am and 9:30 am and pick-up hours are between 11:45 am until closing. The staggered drop off and pick up periods make the process go smoothly and efficiently. Based on our current enrollment, we have approximately 50 % of the children leaving between 11:45 am and 12:30 pm. In addition, we have several parents who are carpooling. The designated drop-off and pick-up hours are the times when children may be dropped off and picked-up, but not all children will come or leave at once. Drop-off and pick-up times vary and are dependent of the schedule of the parents. Parents will enter the facility parking lot from Silvergate Drive and exit through Dublin Green Drive using the traffic flow pattern of the ATTACHMENT 1 2 existing parking lot. While street parking is available on Dublin Green Drive, it is not expected there will be a need for this parking as the existing parking lot is sufficient for staff and parent use. Children will be inside the facility at all times other than outdoor play periods. The children will be supervised at all times by trained staff members. Children will access the play area through exit doors from the facility. At no time will the children be in public areas when going to the play area. The playground area will be graded and covered with playground fiber material and enclosed by a five foot high wrought iron fence with safety/privacy screen (or wooden fencing)8u0n . Outdoor play equipment will include sand boxes, "Little Tykes" play houses, and small climbing structures suitable for children ages 3 to under 6. The property is not located on or near a hazardous site and thus the facility will in no way pose a health or safety hazard to the members of the community and there will be no negative impacts on the property. We are operating our facility due to the high demand from parents in the Tri- Valley area for quality day care facilities and we wish to remain in the Dublin community through the use of this property. The site location near freeways, work locations, and office areas makes the Dublin area attractive for working parents who are seeking a conveniently located day care facility.
