FINANCIAL STATEMENT : $934,325 is avaiiable in the 1988-93
Capital Improvement Program for the

DESCRIPTION . At the October 24, 1988 meeting of the
Dublin City Council, the Council approved a Request For Proposals
for landscape architectural services for the renovation of
Shannon Park and authorized staff to advertise for consultants.
Six firms submitted proposals by the~November 21, 1988 closing
date. Interviews were conducted with the six firms by an
interview panel consisting of the City Manager, Public Works
Director, Maintenance Superintendent and Recreation Director.
Firms were ranked according to the following criteria:
1. Understanding of the proj ect
2. Experience on similar projects
3. Experience of key personnel
4. Proposed schedule and fee
After a thorough review of the proposals and based on the results
of the interviews and reference checks, staff recommends that the
contract be awarded to Beals/Lechner Associates, Inc. of
San Jose. Beals/Lechner Associates, Zncm has had extensive
experience in the design of public park proj ects as well as the
renovation of existing ~arks. An excerpt of the proposal
submitted by Beals/Lechner is attached.
The budget for the Shannon Park Renovation as adopted in the
1988-93 Capital Improvement Program is as follows:

The proposed fee of $54,300 submitted by Beals/Lechner for design
development, construction documents and construction services is
within the allowable budget. Therefore it is recommended that
the City Council take the following action:
1. Retain the firm of Beals/Lechner Associates, Inc. to
provide landscape architectural services for the
renovation of Shannon Park
2. Direct staff to prepare the documents necessary to
execute the contract agreement at a cost not to exceed
$54,300.

THE PROJECT
PROJECT UNDERSTANDING
The project is the renovation of a ten acre park located at Shannon Avenue
and San Ramon Valley Road in Dublin. The objective for the renovation
design is to expand the recreational potential of the site while retaining
the character of the existing park.
The existing park is pastoral consisting of large open turf areas with a
small play and picnic area. The existing parking lot, located in the
southeast quadrant accommodates approximately 60 cars. The site is
bordered along the north and west by single-family homes. Large Eucalyptus
trees line the west edge of the park.
7he majority of the developed site is open turf which has been bermed to
rolling hills and is consistent with the foothill setting and with the
desire for a passive park. The undeveloped portion is along the northern
border of the site on a sloping hillside with small Oaks. Shannon
Community Center is located at the base of this hillside in the
northeastern quadrant of the park. This center was constructed in 1973 and
is currently undergoing architectural renovation design to meet current
needs.
Coopman Creek bisects the park below the community center. Mature Oak
trees line both banks providing a serene character for both the creek and
the park. There are some native grasses but the banks are primarily barren
dirt. Though it is apparent that many.people walk along and through this
area, there are no permanent pathways.
In 1986, a' master plan for the renovation of Shannon Park was completed
which recommends development of a major children's play facility and spray
pool, enhancement of park identity through entry development, improvement
to the parking area, revegetation of the creek, development of garden
patios adjacent to the center, and the planting of demonstration gardens on
the hillside along the northern edge of the site. Other possibilities for
development include a small group picnic area for extended family use, an
integrated circulation system with measurable distances which meander
through the demonstration gardens and the creek, and a park lighting system
consistent with the character of the park.
tJe understand that the elements of the 1986 master plan have been approved,
but that the layout may need revision. A preliminary plan must be approved
by the Parks and Recreation Department and the public which incorporates
the master plan elements.

DESIGN CONSIDERATIONS
Following review of the site we have made the following observations which
should be considered during the design of the park.
1. Park identity must be~ developed through entry renovation. Shannon
Community Center is the only community center in the City of Dublin.
Therefore the park should become the focal point of the City and the
entry should announce the center. Water features and bold planting
statements at the entrance would achieve this effect.
2. Interface with the architect in charge of the community center
renovation becomes important to ensure that the center, the adjacent
courtyards, and the whole park maintain cohesiveness of design. Raised
planters on the community center decking could be used to soften the
edges of the building and refine the transition from the park into the
community center. The Landscape Architect should also give
consideration to the Day Care courtyard. Ideas for this area include a
retractable cover, new play concepts, planting and wall murals.
3.. The parking area will require improvements with the new entrance
design. Current y parents line up along the fire road at the day care
center to pick-up and drop-off children. This area should be
redesigned to accommodate a drop-off lane for this purpose. Also, the
upper parking lot for the handicapped and staff needs expansion and
redesign for better circulation.
4. The children's play area should be expanded and modernized. The
current apparatus should be designed specifically for the three levels
of creative play; toddler (2-4), tot (5-9), and older (9-12).
5. The picnic facilities should be expanded to provide space for small
groups extended families). Fixtures including barbeque pits, tables,
and trash containers should be added.
6. The creek banks are well traveled and revegetation may be fruitless
without other controls. Permanent pathways with bridges should be
added along the creek to discourage walking down into the creek and to
prevent further erosion. Native grasses could then be introduced to
bring back a natural feeling.
7. The hillside along the northern edge of the property is currently
undeveloped. This area would lend itself favorably to the development
of demonstration gardens. Planting with native vegetation would show
residents with similiar property conditions how they can work with the
hillside to create a beautiful garden atmosphere. The north face of
the Community Center has several large windows which look into this
hillside. Courtyards and proper hillside planting would draw the
outdoor space into the building.

8. Pathways along the creek should branch out and meander through the park
and the demonstration gardens. Measurable paths would encourage
walking for exercise and would attract joggers.
9. The irrigation and lighting systems will need renovation. The
irrigation system should be brought in line with current water
conservation measures. Several of the existing park lights have been
broken and never replaced. The new lighting fixtures should be vandal
resistant and should be consistent with other park furnishings.

STATEMENT OF QUALIFICATIONS
Park renovation design involves special considerations which do not arise
during the design of new parks. Existing conditions and elements dictate
opportunities and constraints.
Opportunities include existing mature trees, structures and a known user.
Another advantage of renovation is the opportunity to see how the previous
design has held-up over the test of time. Existing systems such . as
circulation patterns (both vehicular and pedestrian), furnishings (lights,
benches, etc.), plant material selection and grading have been tested. The
success or failure of these systems provide insight for new design.
There are also a lot of constraints. Some of them are visible such as
trees, where care must be taken not to disturb roots or the grade at the
base of the tree. Many, however, are not visible because these systems are
buried. Examples include electrical supply lines, irrigation lines, storm
and sanitary sewers and other utilities. Experience with this type of work
helps the designer to anticipate the unexpected and results in the ability
to utilize existing systems wherever possible thus reducing costs and
future change orders.
Beals/Lechner Associates recently completed a renovation design for
Rengstorff Park in Mountain View. Like Shannon Park, Rengstorff contains a
community center which became the focal point of the park. We redesigned
the entry and parking to establish an identity for the park and to
highlight the center. Other elements of our design at Rengstorff included
expansion and upgrade of group and individual picnic areas, children's play
equipment, and redesign of circulation and lighting systems to improved
accessibility and security.
As Shannon Center is also in the process of renovation, it will be
necessary to integrate the new park design with the Center renovation.
Beals/Lechner Associates will work closely with the center Architects to
preserve the integrity of the design intent.
Specific elements in the plan for Shannon Park include upgrade of
children's play facilities and group picnic areas. In the early 1980's,
Beals/Lechner Associates was an innovator in play apparatus design. Some
of our early designs have been incorporated into the 'portfolios of leading
play structure manufacturers. We have used our expertise in playground
design at Garfield Park in Santa Cruz, Ponderosa Park in Sunnyvale, and at
Castro School Park in Mountain View. In addition, our work on the
renovation of Ponderosa Park involved redesign of group picnic facilities.
Beals/Lechner Associates designed and detailed installation of new,
individual picnic tables, barbeques, benches, and drinking fountains.
In order to properly address the issues of security lighting and utilities,
we have brought Associated Professions, Inc. aboard our team for their

electrical and engineering capacity. Associated Professions, Inc, was in
charge of the architectural design of the community center, and so is very
familiar with the site.

II, ANALYSIS AND DESIGN

come up with a revised master plan for park improvements.
A. Beals/Lechner Associates to write up design program criteria for
City staff review and approval.
B. Begin analysis of existing conditions against design program
criteria.
C. Prepare two conceptual plan alternatives with cost estimates
identifying access points, location of proposed facilities,
parking, and open space areas.
D. Review the design alternatives and cost estimates with staff.
E. Make revisions to the conceptual plans as determined by staff.

F. Develop final plan with construction budget and phasing
alternatives, if required.
G. Review final plan with City staff prior to public presentation.
H. Present plan to Parks and Recreation Commission for final
approval.

III. DESIGN DEVELOPMENT
Following approval of the preliminary plan for Shannon Park, Beals/Lechner
Associates will proceed with developing the design at a more detailed
level. This Design Development process will address the specifics of all
elements within the project. It is in this stage where the majority of
finite design and engineering is accomplished. When Design Development is.
complete we will make our 50% submittal. The following are some of the
major elements typically addressed in this step.

CONSTRUCTION DOCUMENTS
Following approval of the 50% submittal, we will begin producing
appropriate documents for communicating the final design to the contractors
for project construction. The nature and extent of these documents depends
a great deal on the final design of the project; nevertheless, the
following is a general list of documents that we propose to provide.
1. Working Drawings

d. Materials Reference Plan.
e. Utility Plan (including lighting).
f. Grading and Drainage Plan.

Construction documents will be submitted to the City for review when they
are 90% and 100% complete.
CONSTRUCTION SERVICES
This final step of our process is essential to the successful
implementation of the project. We propose that Beals/Lechner Associates
act as an advisor to the City during the entire construction of the
project. In this capacity, Beals/Lechner Associates can help ensure smooth
and timely progress of work as well as evaluate the contractor's
workmanship and conformance to the Construction Documents. Typical
services performed in this phase include:
1. Assist the City in obtaining competitive bids.
2. Issue addenda to the construction documents.
3. Attend pre-bid conferences. ~
4. Assist the City in awarding the construction contract.
5. Observe progress of work and report to the City on the conformance
to Construction Documents.
6. Review and approve shop drawings, samples, and other submittals of
the contractor.
7. Assist the City in preparing contract change orders.
8. Conduct preliminary and final inspections to determine the dates
of substantial completion of construction.
The following timeline outlines the schedule we propose to complete the
above services. According to the timeline, the project will be bid before
the beginning of Dublin's fiscal year. We have coordinated required
meetings with the regulatory scheduled meeting dates of the various
agencies. Beals/Lechner Associates is confident that we can meet the
proposed timeline provided that all meeting dates and project milestones
are agreed upon at the initial kick-off ineeting.

THE TEAM
We have composed this team of designers and engineers to combine the
maximum park and park renovation experience with technical expertise to
execute the design. Associated Professions, Inc, will provide engineering
services on the project. We will use them as a technical resource to
support our design. In order to maintain cohesiveness of design between the
park and community center we intend to consult with the project architect
at Associated Professions. We feel that Associated Professions provides
the team with current knowledge of the City of Dublin, the Parks ~and
Recreation Staff, and the community center structure.
Below the roles and responsibilities of each team member are detailed.
LANDSCAPE ARCHITECT--Beals/Lechner Associates, Inc.
As prime consultant, Beals/Lechner Associates, Inc, will be in charge of
project administration and overall design. We will be responsible for
contract negotiations, consultant coordination, project scheduling, and
project budgeting. We will also act as the project contact for any and all
communications that arise during the project.
As the lead design consultant, Beals/Lechner Associates will oversee all
research and data collection, conduct all public meetins, and synthesize
input from the community, the County, and our sub-consultants. We will
coordinate design and will make presentations to the Parks and Recreation
Commission and City Council. We will provide design services for planting,
irrigation, grading, layout, materials reference, and demolition plans
resulting in complete set working drawings.

surface and architectural elements.

William (Jay) Beals and Ronald T. Lechner have practiced Landscape
Architecture in the San Francisco Bay Area since 1973. In October, 1978,
they established Beals/Lechner Associates, Inc. with the belief that
project quality and principal involvement are of primary importance to the
success of the projects and of the firm. These founding principles have
enabled the firm to expand its clientele and increase its scope of
services. Along with this expansion came an increase in staffing from two,
to its present staff of nine.

and the personal and professional qualities of the individuals. Each

residential buildings in this tri-valley area. API cares about the quality
of life that the tri-valleys promise and knows the planning issues and what
it takes to get approvals in this region.
API services include assessment district engineering; planning and
feasibility analysis; surveying; building design; and civil, structural,

PROFESSIONAL COMPENSATION
Beals/Lechner Associates has carefully reviewed the site, the ~utline of
work in the Request for Proposals, and the estimated project budget. As
the scope of work and project budget have not yet been finalized, we are
not able to give a detailed estimate of fees by task. Therefore, we
propose that our fee will be 6-8 percent of the final construction budget.
The exact percentage will depend upon the scope of work, and timeline
agreed upon during contract negotiations. Under no circumstances will our
fee exceed 8 percent of the construction budget.
As an additional service, Associated Professions, Inc, and our team can
provide spot checking of existing grades and utilities and construction
staking services to ensure a clean transition from design to construction.
Associated Professions, Inc, has provided construction staking at Dublin
Sports Grounds and Central Park in San Ramon.

information.
