Pledge ofAllegiance Chairperson Tutino led the Pledge of Allegiance. Roll Call Commissioners Present: Carr, Minnieaz, Tutino, Hernandez, Vanderpool and King Commissioners Absent: Halket Oral Communications Approval of Minutes ON A MOTION BY CM. VANDERPOOL, SECONDED BY CM. HERNANDEZ AND BY UNANIMOUS VOTE, THE COMMISSION APPROVED THE MINUTES OF JUNE 9, 20II, AS PRESENTED. CM. MINNIEAR ABSTAINED BECAUSE HE DID NOT ATTEND THE.JUNE 9, 2011 MEETING. Written Communications -None Public Hearing -None Unfinished Business -None New Business 8.1 Museum Assessment Program Phase III Update Ms. Elizabeth Isles, Heritage Park & Museums Director, presented the Museum Assessment Program Phase III Update to the Commission as outlined in the Staff Report. Ms. Isles asked for any questions or comments from the Commission. Cm. Carr asked if the Collections included the Military Collection from Camp Parks. Ms. Isles answered that the Military Collections still belong to Camp Parks at this point. Chairperson Tutino asked which recommendations were not accepted in Phase II. Ms. Isles advised that a few suggestions were rejected by the Heritage and Cultural Arts Commission. One example was changing the focus of the Mission Statement away from local history, which is not the way the Commission wanted to go, so this suggestion was rejected. No further questions or comments were made by the Commission on Agenda Item 8.1. 8.2 Summer 2011 Quarterly Report Mr. John, Hartnett, Heritage and Cultural Arts Manager, presented the Summer 2011 Quarterly Report to the Commission as outlined in the Staff Report. Mr. Hartnett asked the Commission if they had any questions or comments. Cm. Tutino was very excited about the new Ceramics Programs and the great addition they will be to the community. Minutes - Page 2 of 3 Cm. Minnieaz asked about what happens to the extra revenue generated by the cultural arts classes. Mr. Hartnett advised it goes back into the General Fund to help offset the City's cost to run the programs. Cm. Minnieaz asked if the revenue offsets the City's costs for the programs. Mr. Hartnett advised programs probably do not cover all the costs to run the city programs. Out of pocket expenses include a 60%/40% fee split with the class instructor, Building Attendant costs, maintaining the facilities and utilities, etc. Cm. Carr asked if we have ever done a study to examine which classes aze successful, such as the timing of classes. Mr. Hartnett advised that the City recently did a Needs Assessment Study which gave some direction on what the community would like to see offered and when the classes should be held. Staff, on a regulaz basis, strategically figures out what and when to offer each age group, and assesses the results. The Survey did indicate that Staff should offer more weekend classes, if possible. Mr. Hartnett further explained that Staff is currently working on the Pricing Policy project that was presented to the Commission awhile back, which will help to analyze which programs need to cover more costs than others. Cm. Minniear asked if the Family Movie Nights were well received. Mr. Hartnett advised that both events were well attended in July with about 600 participants at each event. In the future, the Department could hold more film nights at different pazks since the City purchased the equipment this yeaz, rather than renting the equipment and set up services. Cm. Tutino advised she is happy to see activities for all ages, including adults, at the Heritage Parks & Museums. No further questions or comments were made by the Commission. Other Business 9.1 BRIEF INFORMATIONAL ONLY REPORTS FROM HERITAGE AND CULTURAL ARTS COMMISSIONS AND/OR STAFF AND REPORTS BY COMMISSION RELATED TO MEETINGS ATTENDED AT CITYEXPENSE (AB1234). Cm. King brought up an idea about showing the best of local youth film makers movie clips to the Commission at a future meeting. Mr. Hartnett agreed to follow up with Cm. King on his request, to get more information. Cm. Minniear advised that he and others are having fun working on the Collections for the Museum on Saturday mornings. Cm. Minniear is also amazed at how many people come in the morning who actually want to come in and visit. Cm. Minniear also felt the docents were doing a wonderful job. Cm. Minniear advised that the Oral History program had been put on hold until the City finished with the opening of the Heritage Park & Museums. Please let him know if anyone is interested in participating. Cm. Minniear asked what the status was of the Camp Parks Collections. Ms. Isles advised she has talked with Camp Parks officials and we are still waiting for the official transfer time line. Cm. Minniear is slightly concerned about how open the Heritage Park & Museums facilities are and hopes Staff can maintain a balance between revenue and use. Mr. Hartnett advised that it is a good thing that people are coming out and being present at the facilities and park, which will hopefully deter any vandalism occurring. Mr. Hartnett also advised that all the buildings are fully alarmed. Cm. Carr suggested everyone go see the Stein Collection in San Francisco while it is open, until September 6. The movie "Midnight in Paris" by Woody Allen is also a great follow up after viewing the collection.
