DESCRIPTION:
At the meeting of February 9th, the City Council received a Staff
presentation regarding installation of a STOP sign on Clark Avenue at the
intersection of Maple Drive/Ebensburg Lane. Testimony received from the
public included requests to make this a two- or three-way STOP intersection
and also for modification of the centerline striping on Clark Avenue so that
motorists would turn left into the Triple-A parking lot rather than using
residents' driveways to turn around. The City Council directed Staff to
prepare a draft ordinance for installation of STOP signs on all three legs of
this intersection.
TJKM has submitted a report regarding possible modifications to the
double-yellow centerline on Clark Avenue which recommends breaks in the double
yellow centerline at the driveway locations.
Regarding the STOP sign issue, TJKM's original recommendation was for
installation of a STOP sign on the Clark Avenue leg of the intersection only;
however, they concur that the three-way STOP might help to assign right-of-way
and to exercise additional control over turning movements, thereby eliminating
some of the corner-cutting problem.

SUBJECT: Maple Drive at Clark Avenue
At the February 9, 1987 City Council Meeting, a resident complained about the
increased demand for U-turns at the intersection of Maple Drive and Clark
Avenue. The resident attributed the demand for U-turns on the double yellow
striping along Clark Avenue. It was stated that the double yellow striping
precludes or at least discourages left turn movements into the AAA driveways.
At Council direction we have studied the situation further. In our opinion, the
majority of drivers know that the vehicle code allows left turns across a double
yellow line. I suggest that the centerline remain in place. However, as
alternatives, the double yell'ow line could be broken at the two driveways into the
'~[X~-~r~king lot, or the double yellow line could be changed to dashed yellow
except near the intersections at Maple Drive and Dublin Boulevard. To change the
striping at this location, howe~e.r, would invite citizen re~_e_st__S for similar
treatment elsewhere or, as a.~_~imum;-E~-a-F~-~-0~r~-~-6~n-f-~-~ion abou-~-~h~'-_!~.~i
