Cost of further studies and traffic mitigation
measures is unknown at this time.
DESCRIPTION:
Mr. Hendricks, of 8670 Davona Drive, has contacted Staff regarding
traffic problems on Davona Drive and asked that this be brought to the
attention of the City Council.
Staff has taken a recent look at this street and determined that
the problems still persist. Davona Drive is a collector street which is used
by a large number of vehicles and is also a perceived shortcut between Village
Parkway and Alcosta Blvd. Vehicles traveling eastbound on Alcosta Blvd.
approaching Davona may turn right on a red light.
Secondly, traffic does tend to speed, as much of the street is
fairly straight and a large portion of the traffic is passing through.
Discouraging use of the street by through traffic can be done by
several methods, some fairly radical:
1. Revision of signal timing at Davona Drive and Alcosta Blvd. to
allow more traffic to pass straight through to Kimball Avenue. This could be
combined with signing to direct traffic to Kimball. It would also require
traffic to wait longer leaving Davona in order to discourage those who are
shortcutting to save time.
2. Targeting this area for heavy enforcement. This will not only
discourage speeding but also through traffic, as their intent is to save time
by speeding.
3. Closing the street to through traffic by the use of barriers.
4. Closing the street to entering traffic at Alcosta Boulevard.
Of the first two possibilities, the second is being done, and
Staff is meeting with City of San Ramon Staff to pursue the first.
Alternates three and four are radical and should only be done
after sending notices to the entire neighborhood asking for their views on
these closures. The problem with total or partial closures is that local
traffic is penalized and also is detoured onto other streets not now incurring
this volume of traffic.
Staff recommends that the public views be heard at this meeting
and that a second meeting be scheduled to answer new questions brought up at
this meeting.

Dear Mr. Thompson,
As a result of our recent telephone conversations, I am writing
you this letter to put down in black and white the concerns of
the residents of Davona Drive about the dangerous traffic
situation that still persists and is growing daily!
I have gone personally door to door trying to obtain the
collective opinion of my neighbors and their concerns.
Recently we had a major traffic accident involving two
automobiles with small children on board-- with seven injured and
one requiring surgery and both cars heavily damaged.
Last weeks a be~iful dog was killed the one time his owner had
not latched the gate securely.
A few days ago a car was clocked going 50 mph on Davona. That is
not unusual but the disturbing part is that the car was speeding
past Murray Elementary School at noon with children out on the
street by the crosswalks.
Davona, you might say~ is the street where you never see the
children. It's quite obvious that parents won't chance let'ting a
child play out front because of the wreckless speed of the over
abundance of traffic we experience each day!
Over two years ago a study revealed that over TWO THOUSAND
vehicles used our street daily! I can assure you that that
number has not dwindled. With the rapid growth of our area and
the completion of Bishop Ranch, t~bse numbers can only increase.
Although illegal, deisel tractor trailers~ (some with hazardous
placards), along with construction equipment use our street
freely. NOW we have bus traffic with a gross vehicle weight that
doesn't belong on our street! Where will this end?--with the
death of a child? We, as residents of Davona certainly hope not!
The radar citations have shown clearly that speeders are from out
of the area and are using Davona as a short cut at the residents
expense!
After a discussion with our police departments it became quite
obvious that with the present man power~ we, as residents could
not expect to have traffic laws enforced on a regular basis.
Only when a traffic unit was available and certainly not all the
time. We have had the "Radar Bandaid Service" several times in
the past and as soon as the bandaid is removed, the sore festers
up again.
At the corner of Wicklow South~ we now have stop signs that have
made some progress. No one has driven into a p~ed car or into a
house since the signs were installed, but speeders~oing and
coming from Alcosta Blvd. have a pedal to the metal attitude to
this point at Wicklow South that makes this stretch of Davona
Drive extremely dangerous as small school~ children cross Davona
at Wicklow North--right in the path of the speeders!
These are just a few instances I've mentioned as I can't see
going on and on. However, if our city can spend hundreds of
thousands of dollars to "beautify" our main streets, why has the
city allowed Davona Drive to continue to deteriorate with a
virtually unchecked, and certainly unrestricted traffic flow that
endangers our children and serves only to lower our property
values!
We, the residents of Davona Drive in the City of Dublin demand
that immediate steps be taken to correct this dangerous problem.
If, due to the City of Dublin's inaction, nothing is done to
permanently correct this dangerous situation, then surely the
City of Dublin must assume responsibility.
