This sign will be for the benefit of Dublin Hyundai to go along with their renovation of their recently completed showroom and the upcoming demolition of the. small showroom and repair garage located on the easternmost portion of their property. The proposed sign is 78' tall, bearing the Hyundai logo and colors. Regarding the height: In an earlier discussion with the City of Dublin; a new 60' sign was proposed which would be located in the middle of the Hyundai site. In order to facilitate the sign at that location, a lot split would have had to occur (due to City ordinance allowing only one sign per legal lot). This was deemed too expensive to pursue. In addition, that sign location had the effect of blocking the view of the large readerboard sign for westbound traffic on I580. The new location will not interfere with the site line of the readerboard but the more eastern location puts the sign lower in conjunction with the grade of the freeway. At the new proposed location, a 60' sign would not be visible from many points along the freeway. The applicant is flexible with the type of base or stand of the sign; whichever is more appealing to the City of Dublin. Under terms of the ground lease (lease enclosed), RANCOR, Inc. has all rights to change any aspect of the property at any time. Please refer to item 17, Alterations and Additions in the enclosed lease between RANCOR, Inc. and Dublin Properties, LLC. The timing of this project will be after the building demolition and concurrently with the new display/parking lot installation. I think that my little exercise in taking these visuals for you has clearly shown that, "one 78 foot sign is not the same as another 78 foot sign". I believe the unique characteristics of Scarlett Court make a taller sign much more important. The visuals bear this out. First, you will see pictures of the other large signs in Dublin. Comments regarding each: Target- Unobstructed sign can literally be seen for miles from the BART Station to Livermore. Even the landscaping that will inevitably grow taller is less of a problem. The freeway landscaping grade is sloped downward towards I580 so the trees don't even obstruct the base of the sign. Lowes- Unobstructed sign with great visibility on both sides of the freeway. Does not have the topographical advantage of Target as there is a smaller downward slope, not to the extent of Target. Toyota- Eastern bound traffic has an unobstructed view of the sign. Western moving traffic cannot see the sign fully; the very top of the sign is only portion visible. If the sign was not this tall, the trees would completely obstruct the sign. There is a need for continued tree maintenance. Hacienda Crossings- The tenants on the lower portion of the signs are completely obstructed, the only signage of any value is on the higher portion of the signs. Landscaping trees have completely obstructed many of the tenants. In my own opinion, the landscaping at Hacienda Crossings is in complete disarray with a combination of poor long-term planning and lack of any maintenance by the owner. The interior of the development looks sharp as well as the Dublin Blvd side. The freeway landscaping is poor at best. ~ ~~~~1V~~ SEP ~ p 2011 DUBLIN PLANNING Ptr`~A-ao-t-oooa~ Scarlett Court- Which brings us to Scarlett Court. On the west bound side, using the existing 54' reader board as context, the reader board is only visible as you pass Hacienda Drive. At that distance of course, none of the messaging is visible but the outline of the sign can be seen. As you drive closer and experience the raised grade for the BART Station, even the outline of the sign disappears until it is completely invisible. The grade of the freeway covers the sign as well as the trees and freeway signage along the side of the road. The sign does not reappear until you are to the City of Dublin property on Scarlett Court. Since the Hyundai sign being requested will be east of the existing reader board, the window of opportunity for it to be seen by a motorist is very small. A 35 foot sign would be completely overlooked at this location. Going east bound the grade of the freeway and the concrete wall supporting the BART tracks erase visibility of the 54' sign. A 35' sign would never be seen. The video clips are very interesting and really tell the story quite well. I welcome the opportunity to review this information with the Planning Commission at our public hearing. incerel , / ~~ S.
