HomeMy WebLinkAboutReso 136-00 CMA I580/Tassa RESOLUTION NO. 136 - 00 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AUTHORIZATION OF STAFF TO PURSUE EXCHANGE OF FUNDS WITH ALAMEDA COUNTY CONGESTION MANAGEMENT AGENCY FOR THE 1-580/TASSAJARA ROAD AND 1-580fFALLON ROAD INTERCHANGE PROJECTS AND AUTHORIZATION FOR THE DIRECTOR OF PUBLIC WORKS TO NEGOTIATE SUCH EXCHANGE WHEREAS, the Alameda County Congestion Management Agency (CMA) recently adopted a funding exchange program to provide local funds to projects that either do not have the ability to make use of State or Federal funds or projects that would face unacceptable delays if State or Federal funds are used; and WHEREAS, the City of Dublin has been working on the design of two interchange projects (I- 580/Tassajara Road and 1-580/Fallon Road) and the total construction cost is estimated at $14.253 million which will be funded by developers; and WHEREAS, the Alameda County CMA has approximately $28.3 million in 2000 State Transportation Improvement Program (STIP) funds available for exchange and CMA staff is recommending to include both the City of Dublin 1-580/Tassajara Road and 1-580/Fallon Road Interchange projects as part of the CMA Exchange Program, and WHEREAS, the City of Dublin would reimburse the CMA $0.90 in lOcal funds for every $1.00 in 2000 State Transportation Improvement Program (STIP) funds programmed if a Fund Exchange Agreement is attained, and WHEREAS, the City of Dublin could receive up to $14.253 million of State/Federal funds that could be earmarked for the two interchange projects, reducing developers' contributions by as much as $1.425 million. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby authorize Staff to pursue the exchange of local funds up to $12.828 million with the Alameda County Congestion Management Agency for the 1-580/Tassajara Road and 1-580/Fallon Road Interchange projects. BE IT FURTHER RESOLVED that the City Council of the City of Dublin does hereby authorize the Director of Public Works to negotiate such exchange including a payment schedule for the interchange projects. -1- PASSED, APPROVED AND ADOPTED this 1st day of August, 2000.
