~INANCIAL STATEMENT:
Cost of installing two-hour parking signs and red curbing would be
approximately $800. Sufficient funds are budgeted in the Street
Maintenance Operating Budget for this purpose.
DESCRIPTION: Staff recently received an inquiry from a business owner on Donlon
Way, regarding on-street storage of vehicles, including trucks, vans, boats, and so forth. The business
owner felt that the vehicles, which remain on the street several days at a time, create an aesthetic impact
which detracts from the appearance of the business and residential properties. In the past, Staff'has
received periodic similar complaints.
On-street parking which is not otherwise restricted to a specific time limit falls under Municipal Code
Section 6.04.210, which states that a vehicle may be removed from the street if parked or leR standing for
more than 72 consecutive hours. The description of a vehicle includes cars, trucks, boats, trailers, and
other similar items. The City does not currently have an ordinance which prohibits parking of specific
types of vehicles on the street, except for a 2-hour parking restriction for commercial vehicles over 10,000
pounds gross weight or unattended commercially-licensed trailers or dollies (Ordinance 28-85).
Staff recognizes that residents of The Springs Apartments and the Kildara townhouse development may
need some of this on-street parking for vehicles that cannot be accommodated by on-site parking. The

proposed solution is to establish two-hour parking zones on Donlon Way that would be in effect from 8:00
a.m. to 5:00 p.m. on weekdays (excluding holidays). This would provide parking for business customers
and could potentially eliminate the objectionable vehicles during normal business hours, but would allow
overnight, weekend, and holiday parking for the apartment and townhouse residents.
The Springs Apartments provides one covered parking space for each of its 176 apartments and has an
additional 176 uncovered spaces which may be used by residents or guests on a first-come, first-served
basis. Boats and other recreational vehicles are not allowed in the on-site parking.
The Kildara condominium complex provides two on-site spaces per unit, one inside the garage and one
outside. There are additional on-site spaces which are restricted to guest parking. The CC and R's for
Kildara do not permit parking of boats or commercial/utility type vehicles within the complex.
For reasons of consistency, Staff proposes to extend the two hour parking to a part of Donlon Way south
of Dublin Boulevard, where there is a short existing two-hour zone and a short area of unrestricted
parking. Most of Donlon Way south of Dublin Boulevard is a no parking zone because the street is too
narrow to allow parking. However, the businesses in this area have large parking lots, and there are no
adjacent residences.
Staff mailed an initial letter to the businesses and residences, stating the problem and the proposed
solution. The letter invited the recipients to comment and/or propose alternate solutions. Staff received
three letters and several telephone calls from residents and business owners. Concerns presented as of the
time of writing the staff report are as follows:
Business Owner comment: Concurs with the two-hour parking on weekdays as proposed but
suggests four-hour parking at all times to avoid a situation in which vehicles parked overnight are
not moved by 8:00 a.m.
Kildara resident comment: Supportive of two-hour parking zone; suggested that the two-hour
zone be 24 hours, not just daytime hours.
Kildara resident comment: Opposed to the two-hour parking proposal. Parking of boats and
commercial vehicles inside the development is prohibited, and space is limited for both resident and
guest parking.
Kildara resident comment: Opposed to the two-hour parking proposal. Parking within the
development is limited. He selected his home because of the available parking on Donlon Way.
The businesses do not need the parking. Suggested unrestricted parking on the east side of Donlon
Way and restricted parking on the west side along the frontage of the businesses.
Kildara resident comment: Opposed to the two hour parking proposal. Plenty of parking is
available, both in parking lots and on the street. The existing ordinance should handle the long-
term parking problem. There is no need to spend tax dollars installing two-hour parking signs or
for police enforcement of two-hour parking.
Springs Apartments resident comment: Opposed to the two-hour parking proposal. Does not feel
he should have to rent a space elsewhere to p~rk his boat. Police don't have time to enforce the
proposed two-hour parking zone.

Donlon Way business employee comment: Suggested that parking permits be issued to residents
who need to park on Donlon Way during the day.
4~n additional letter has been sent to the residents and business owners advising them that the two-hour
?arking restriction is still being considered and inviting them to attend the public hearing or submit written
comments.
Police Services has commented that it would take less time to periodically drive by and enforce a two-hour
parking zone than to respond to complaints of violation of the 72-hour parking limit. In order to enforce
the 72-hour limit, the officer must note the location of the vehicle, wait for the 72 hours to expire, and
return to cite or remove the vehicle. Often, the vehicle is moved only a few feet or moved to the opposite
side of the street just prior to the 72 hour limit.
Staff feels that the proposed two-hour parking zone is a compromise that would serve the majority of
businesses and residents. In addition, Staff proposes to install 15 feet of red curb on either side of each
driveway for visibility purposes.
Staff recommends that the City Council conduct a public hearing, deliberate and adopt the resolution
establishing the two-hour parking and no-parking zones OR provide direction as to an alternate solution.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
ESTABLISHING TWO-HOUR PARKING ZONES
AND NO PARKING ZONES ON DONLON WAY
The City Council of the City of Dublin hereby resolves as follows:
Section 1: Pursuant to City of Dublin Municipal Code Section 6.04.260, and in the interest of
public safety, two hour parking zones, effective from 8:00 a.m. to 5:00 p.m., Saturday, Sunday, and
Holidays Excepted, shall be established on Donlon lYay as follows:
On the easterly curbline, from the northerly curbline of Dublin Boulevard, northerly a distance of
183feet; from a point 254feet northerly of the northerly curbline of Dublin Boulevard, northerly
a distance of 166feet.
On the westerly curbline, from the northerly curbline of Dublin Boulevard, northerly a distance of
99feet; from a point 160feet northerly of the northerly curbline of Dublin Boulevard, northerly a
distance of l41feet; from a point 371feet northerly of the northerly curbline of Dublin
Boulevard, northerly a distance of 64 feet.
On the westerly curbfine, from the southerly curbline of Dublin Boulevard, southerly a distance of
136feet;from a point 211feet southerly of the southerly curbline of Dublin Boulevard, southerly
a distance of6Ofeet;from apoint 331feet southerly of the southerly curbline of Dublin
Boulevard, southerly a distance of 169feet.
Section 2. Said two-hour parking zones shall be added to Section 6.32.055 of the City of Dublin
Traffic Code.
.Section 3. The following item is repealed and deleted from Section 6.32.050 (Two Hour Parking,
8:00 a.m. to 6:00 p.m.) of the City of Dublin Traffic Code:
Donlon Way: On the westerly curbline from the southerly curbline of Dublin Boulevard,
southerly a distance of 35O feet.
Section 4. Pursuant to City of Dublin Municipal Code Section 6.04.260, and in the interest of
public safety, the following areas are established as No Parking Zones:
On the westerly side of Donlon Way, northerly of Dublin Boulevard, 15feet on either side
of the driveway into 11820 Dublin Boulevard and the two driveways into 7080 Donlon Way.
On the westerly side of Donlon Way, southerly of Dublin Boulevard, 15feet on either side
of the two driveways into Dublin Place Shopping Center.

Section 5. Said No Parking Zones shall be added to Section 6.28.010 of the City of Dublin Traffic
PASSED, APPROVED AND ADOPTED this 24th day of October, 1995.
