FINANCIAL STATEMENT: $13,200 is budgeted in the CIP for purchase of banners and brackets for the 1988-89 Fiscal Year. Cost of installation by City maintenance crew is included in the operating budget. DESCRIPTION: In late 1987, the City purchased decorative banners to hang on electroliers in the downtown area during the December holiday season. While the City experienced some problems with the banners relative to wind damage (which has been repaired by the supplier at no cost), the banners were successful from an appearance standpoint, and funds have been budgeted to purchase and install additional banners for the December holidays, as well as for St. Patrick's Day. Staff's intention is to increase the number of banners in the downtown core area by doubling up the banners that were hung as "singles" last year, and to cover additional areas by installing banners on San Ramon Road between Amador Valley and Silvergate and on Dublin Blvd. between Village Parkway and Dougherty Road. The total number of new banners proposed is 40, and the designs would remain the same as last year's - trees on a green background, bells on red, and snowflakes on blue. Exhibit 3 shows the designs for December holiday banners. The St. Patrick's banners (24) are proposed to be hung only in the downtown core area, primarily along the parade route. One of the banner suppliers has submitted four possible designs for the banners, which are shown on Exhibit 4. Staff requests that the City Council choose one of the designs, or if none of them is determined to be suitable, suggest modifications to the designs or direct Staff to have alternate designs prepared. If the words "St. Patrick's Day" are omitted from the banner, it may be possible to also use these banners for the Shamrock Festival. The most suitable designs are those which are large and rather simple, as the more complicated or smaller designs tend to get "lost" when the banners are 18 feet above the ground. If alternate designs are requested, Staff would recommend deleting the St. Patrick's banners from the current bid spec so as not to delay obtaining the December holiday banners. The St. Patrick's banners could be purchased at a later date without increasing the cost.
