HomeMy WebLinkAbout4.4 Holiday Banners I,~ - e -$ Bo-- ZD CITY OF DUBLIN AGENDA STATEMENT City Council Meeting Date: October 10, 1988 SUBJECT: Award of Bid - Holiday Banners EXHIBITS ATTACHED: 1) Resolutions 2) Bid Summary RECOMMENDATION: ~\ ~doPt Resolutions (1) Awarding Bid for Banners to Vaughn Display and (2) Awarding Bid for Hardware to Kalamazoo Banner Works FINANCIAL STATEMENT: Low bid received for banners is in the amount of $3,483.31; lowest acceptable bid for hardware is $3,212.44, for a total combined cost of $6,695.75. $13,200 is budgeted in the CIP for purchase of banners and brackets for the 1988-89 Fiscal Year. Cost of installation by City maintenance crew is included in the operating budget. DESCRIPTION: On August 22, 1988, the City Council authorized Staff to solicit __ quotations for 40 December holiday banners and associated hardware and for 24 St. Patrick's Day banners. The 40 December holiday banners will be installed along with the 37 banners purchased last year, to increase the number of banners in the downtown core area and extend coverage to include Dublin Blvd. between Village Parkway and Dougherty Road and San Ramon Road between Amador Valley Blvd. and Silvergate Drive. The design of the St. Patrick's Day banner will be as chosen by the City Council. The St. Patrick's Day banners will be hung in the downtown core area, primarily along the parade route. The City received a total of three bids as itemized on the attached summary sheet. The lowest bid in each category was from Vaughn Display, whose sample banner appears to be satisfactory and in accord with the specification. However, Staff feels that neither the hardware submitted by Vaughn Display nor that submitted by the second low bidder, Kelley Display, meets the bid specification. The hardware submitted by the third bidder, Kalamazoo Banner Works, does meet the written specification. The City's Maintenance Superintendent has examined the samples submitted and feels that Kalamazoo's hardware is the only one of the three that would be acceptable. The bid documents provided that the banners and hardware could be awarded separately. PATRICK'S DAY BANNERS TO VAUGHN DISPLAY, INC. WHEREAS, the City of Dublin did, on September 21, 1988, publicly open, examine, and declare all sealed bids for doing the work described in the approved specifications for ~anners and hardware, authorized by the City Council on August 22, 1988, which specifications are hereby expressly referred to for a description of said work and for all particulars relative to the proceedings under the request for bids; and WHEREAS, said bids were submitted to the City Engineer, who has recommended that the bid hereinafter mentioned is the lowest and best bid for doing said work. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby award the City of Dublin purchase order for street banners to the lowest responsible bidder therefor, to wit Vaughn Display, Inc. at a bid of $3,483.31, the particulars of which bid are on file in the office of the City Engineer.
