Authorize transfer from Contingent Reserve to cover $5,000 cost of purchase and $1,200 cost of installation by maintenance crew. FINANCIAL STATEMENT: Cost of banners and accessories approximately $5,000. Cost of installation by maintenance crew approximately $1,200. DESCRIPTION: Staff has been working with several suppliers of holiday decorations, including the tinsel open design and the banner type, for installation on street light poles in the downtown area. Lighted decorations are not being considered at this time, as the street lights are not set up to provide outside electrical power. The possibility of leasing rather than purchasing has been explored and rejected, as the lease for three years is about the same as the cost of purchase, and the City would gain no equity in the decorations. Staff recommends the banner type decorations, as the mounting brackets can be left on the street light poles to be used for mounting banners at other times of year. The banner concept is part of the Downtown Improvement Plan. Additionally, the tinsel type decorations are about twice the cost of the banners. The banners also require less storage space. The recommended expenditure at this time is a maximum of $5,000, as City policy requires any purchases over that amount go through the formal bid process. There is not enough time remaining to go to formal bid for the banners and still obtain delivery before the holiday season begins, approximately at Thanksgiving. For this year's holiday season, Staff is recommending installation of banners on streets forming a rectangle around the downtown area, those being San Ramon Road, Dublin Boulevard, Village Parkway, and Amador Valley Boulevard. A Capital Improvement Project will be presented for 1988-89 to extend holiday banners along Dublin Boulevard to Dougherty Road, to increase the number of banners in the downtown area. Consideration will also be given to the purchase of special event banners for other times of year such as St. Patrick's Day. ---------------------------------------------------------------------------- ITEM NO. IJ'<::> fL , COPIES TO: Don Babbitt f?1 e e Staff is further recommending that the holiday banners be an assortment of (1) double banners forming a holiday tree (white on green), (2) a snowflake design with a "Happy Holidays" legend (white on blue), and (3) a bell design (white on red). The size of the banners is 2'7" wide by 7'10" long. PG & E has previously given the City permission to use their street light poles for mounting holiday decorations. Staff recommends that the City Council consider this proposal, provide direction regarding decoration type and design, and authorize a transfer from the Contingent Reserve in the amount of $6,200 to cover the cost of this year's decoration program. In response to the Chamber of Commerce's question regarding window painting, the Plannlng Director has prepared a memo (Exhibit 4 attached) addressing the subject, a copy of which has been forwarded to Mr. Babbitt. -2- e old in heritage. new in ideas + U In Chamber of Commerce September 30, 1987 e R~C~iVi~ OCT 5 '\~dl PURtle \A10RKS The City of Dublin 6801 Dublin Blvd. Dublin, California 94568 Attention: The Honorable Mayor and City Council Members REFERENCE: City of Dublin Christmas Street Decorations Dear Council Members: At our last Chamber Board meeting a letter was brought to our attention from a Dublin citizen regarding the lack of Christmas decorations throughout the City. The Board thought enough of the idea to appoint a committee consisting of Directors Joan King, Dick Shepherd and Don Babbitt to investigate creating some Esprit de Corp in the City during Christmas. We talked to the City of Pleasanton, Pleasanton Chamber, and Pleasanton Downtown Association because they put up Christmas Decorations on Main Street and found out the following information: 1. The Downtown Association is responsible for coordinating the installation of Christmas Decorations. (The Chamber use to do this.) 2. They lease the decorations from Kelly Display in Sacramento Phone (916) 321-2644. Kelly installs and removes all decorations at a cost this year of $8,500.00. The Downtown Association pays $2,500.00 and the City contributes $6,000.00. 3. The $2,500.00 is raised by the Downtown Association through an assessment on downtown businesses. On September 25th our committee met with Rich Ambrose to discuss our findings. We found out at this meeting that Rich and his staff had been working along similar lines regarding Christmas Decorations. Rich's staff had contacted several different companies and were looking at the following: 1. Whether to buy or lease decorations. 2. Whether the decorations that were to be bought or leased should be banners or Christmas decorations such as bells, trees, candy canes, etc. 1 040-0000-398 EX I IT 1 7986 Amador Valley Sou levard Dublin, California 94568 (415) 828-6200 . \ , . e e The pros of using banners, such as the Bicentianial banner in front of the library, is that the brackets could be used for other banners for different occasions, whereas the brackets for Christmas Trees, canes etc" would serve only one purpose. Although the banners are nice, they don't provide the same Christmas cheer as the decorations that light up at night time. The problem with the Christmas decorations that light up are they are more expensive plus due to undergrounding projects of overhead electric lines, electric service may not be readily available. As a compromise we would like to suggest that the City buy Christmas decorations that would light up the three main entrances to the City of Dublin being Dublin Blvd. and San Ramon Road, Alcosta Blvd. and San Ramon Road, and Dublin Blvd. at Dougherty Road. The streets in between the intersections would then have the banners placed upon them. Per our discussion with Rich, it appears that a purchase of the decorations would in the long run be cheaper to the City verses a lease. The Chamber would like to urge the Council Members to pursue purchase of Christmas decorations for the City of Dublin. This would not only make the City of Dublin attractive during the Christmas Season but help attract customers to DUblin that would in turn generate sales tax revenue for the City coffers. To help support the Christmas cheer in the City of Dublin, the Chamber proposes to run a contest for the best Christmas display for a Dublin business and a Dublin residence. Rich thought this was a good idea and has seen it work in other cities, but was concerned that it might conflict with the City's sign ordinance. Rich said. he would have Larry Tong look into this matter. Due to the closeness of the Christmas Season, the City will have to act in the next few weeks if it wishes to have decorations this year. Our committee hopes the council will move on this quickly and we are willing to help as much as possible. Let's work together to create an attractive City this Christmas Season with alot of spirit not only for the residents, but for the businesses. of please call. I spoke with Don about the matter the week of October 5, 1987. He indicated that the Chamber would like to have a contest among local businesses, and possibly local residents, to paint holiday displays on their windows. An example would be a "Frosty The Snowman" type display and holiday greeting painted on a storefront window. The following portions of the Sign Ordinance would guide such displays: "Sec. 8-87.50 PERMITTED SIGNS. The following signs are permitted in any District and may be located in required yards, other sign or yard regula- tions notwithstanding, and need not be included in any computation of permitted aggregate sign area:" "1) Signs located outside a building or structure, provided any such sign is neither attached to windows with its sign copy visible form the outside nor otherwise so located inside so as to be conspicuously visible and readable, without intentional and deliberate effort, from outside the building or structure, provided however that any sign, or signs, which in the aggregate have an area not exceeding 25% of the window area from which they are viewed are also permitted and need not be included with the computation of permitted aggregate sign area;" lip) Holiday decorations commonly associated with any national, local or religious holiday;" In effect, the Sign Ordinance would allow: A) The business sign portion (including business name, products sold, and services available) to cover up to 25% of the window area, and B) The holiday display portion to cover up to 100% of the window area. . I gave Don a copy of these regulations and discussed them with him. No planning application or planning permit would be needed.
